On April 25, the official WeChat of the Luzhou Fire and Rescue Detachment announced that Liu, a township in Gulin County, was judged to be a major fire hazard for storing about 10 tons of high-grade liquor in the store on the first floor of his residence, and the Gulin County Fire and Rescue Brigade gave Liu an administrative penalty of 23,000 yuan in accordance with the provisions of the Fire Protection Law.

Luzhou Fire said that recently, when the Gulin County Fire and Rescue Brigade carried out the "fire safety centralized elimination and rectification action", it was found that Liu placed 49 pottery jars on the first floor of his house in a township in Gulin County, storing about 10 tons of 53-degree liquor, and a large number of combustibles were piled up around;

According to the Code for Fire Protection Design of Buildings, liquor with a degree of 38 degrees and above is classified as Class A in the fire hazard classification, and Class A articles are flammable and explosive dangerous goods. According to Article 6.2 of the "Methods for Determining Major Fire Hazards" (GB35181-2017), "the place of production, storage and operation of flammable and explosive dangerous goods is located in the same building as the densely populated and residential place, or the fire distance between the densely populated and residential place is less than 75% of the value specified in the national fire protection technical standard for engineering construction", and the fire distance is judged to be a major fire hazard.

In response to Liu's behavior of storing a large amount of high-grade liquor in the residential area, the Gulin County Fire and Rescue Brigade organized a collective proposal, issued a "Notice of Rectification of Major Fire Hazards", and asked Liu to immediately organize rectification.

According to reports, Liu's behavior violated the first paragraph of Article 19 of the Fire Protection Law of the People's Republic of China: the place of production, storage and operation of flammable and explosive dangerous goods shall not be set up in the same building as the place of residence, and shall keep a safe distance from the place of residence.

In the end, the Gulin County Fire and Rescue Brigade imposed an administrative penalty of 23,000 yuan on Liu in accordance with the provisions of Article 61, Paragraph 1 of the Fire Protection Law of the People's Republic of China.
