2. Application Requirements
(1) Individuals who are between 18 and 45 years old and have full capacity for civil conduct;
(B) have funds suitable for engaging in lottery distribution business;
(C) there are places to meet the needs of lottery sales;
(4) There is no criminal punishment record or negative commercial credit record in the past five years;
(5) Must have a local household registration or residence permit for more than one year, and have a high school (including high school) education level or above;
(6) Employees of state organs, public institutions, and state-owned enterprises must not apply;
(7) Persons who already have the status of welfare lottery distributors shall not apply.
3. Application process
(1) Submission of materials
1. Application form (content: address information, resume, residential address and contact number, etc.);
2. A copy of the applicant's ID card (front and back);
3. A copy of the applicant's household register;
4. Copy of high school diploma or above;
5. Personal credit report;
6. For non-local household registration, provide proof of residence for more than one year.
(2) Registration
1. Registration time: 8:30-11:30 a.m. and 14:30-17:30 p.m. on May 6, 2024;
2. Location: Honghe Prefecture Welfare Lottery Management Center, No. 226, Mengzi Min'an Road, Honghe Prefecture, Yunnan Province;
3. Each applicant can only register for 1 sales outlet;
4. The applicant must apply for the registration himself/herself, and shall not entrust others to register.
(C) to determine the applicant's qualifications for selling lottery tickets
1. The Honghe Prefecture Welfare Lottery Management Center reviews the application submitted by the applicant, and the materials are incomplete, and the site selection does not meet the planning area to cancel the qualification of the lottery ticket to be sold.
2. If there are two or more eligible candidates in the same recruitment area, the candidates will be determined by open lottery.
(4) Publicity
1. After the consignee is confirmed, the list of consignees will be publicized on the WeChat public account of "Yunnan Honghe Release" for a period of 5 days.
2. During the publicity period, if there is an objection and the situation is true or the consignee voluntarily gives up the qualification, it will be replaced in order according to the lottery results, and if there is no replacement personnel, the recruitment plan in the region will be cancelled.
3. If there is no objection after the end of the publicity, the Honghe Welfare Lottery Management Center will handle the relevant consignment procedures for the applicants.
Fourth, the supervision mechanism
The recruitment is supervised by the Honghe Prefecture Civil Affairs Bureau, the competent department of the Honghe Welfare Lottery Management Center.
5. Business requirements

(3) The business area of the sales outlet shall be more than 30 square meters, and broadband lines shall be accessible and installed.
(D) the applicant to obtain the qualifications of the consignment,Must operate independently,Strictly abide by the provisions of the consignment contract to engage in lottery sales,Shall not entrust others to sell,Shall not lend, sublease, transfer betting equipment,Otherwise fucai institutions may cancel the consignment qualifications.
(E) the sales site needs to be in accordance with the requirements of the Honghe Prefecture Welfare Lottery Management Center to install the standard door, hang the lottery sales card, a conspicuous position to paste the China Welfare Lottery "help the elderly, help the disabled, orphans, help the poor" issuance purpose and "fair, just, open" issuance principle of the slogan, shall not sell lottery tickets to minors and the warning of prize redemption, rational purchase of lottery tickets.
(6) Township sales outlets are only allowed to carry out business activities in their own townships, and shall not move out of their townships for sales.
6. Explanation of relevant matters
(A) the Honghe State Welfare Lottery sales outlets recruited by the Honghe State Welfare Lottery Management Center to implement, not entrusted to any third party individual or collective on behalf of the agent, in addition to the sales deposit, the Red River Welfare Lottery Sales Management Center will not charge any fees in any form. The rent and other expenses that may be incurred due to this application shall be borne by the applicant, and the legal liability arising therefrom shall be borne by the applicant independently, so be careful not to be deceived.
(2) The Honghe Prefecture Welfare Lottery Management Center reminds that due to the rising costs of shop rent and labor in recent years, some sales outlets have suffered losses, and applicants should fully assess market risks and invest prudently.
