With a history of hundreds of years of coal mining, Fangshan and Mentougou were once important energy supply bases and building materials processing bases in Beijing. Until the beginning of this century, Fangshan District was still lined with mines, giving people the impression that the industry was "black, white and gray". Back 10 years ago, Fangshan had just undergone a butterfly change. Since the beginning of the new century, Beijing has put forward a series of goals such as "world city" and "environment-friendly city", and the economy has begun to implement a new transformation. Since 2005, Fangshan District has made a painful decision to close down local coal mines, stone mines, and sand farms. After several years of hard work, in 2010, we completely bid farewell to the history of coal mining, and opened the road of exploration for the coordinated development of ecological environment and social economy as soon as possible.
According to the trend of the mountain, Fangshan has two ditches in the north and south, and the north ditch where Qinglonghu Town is located is the main resource exploitation industrial belt. Before 1999, the Beigou resource exploitation industry once accounted for two-thirds of Fangshan's fiscal revenue. The turning point occurred in 2005, when five districts, including Fangshan, were identified as ecological conservation areas. In order to make up for the ecological debt, Fangshan launched a "decisive battle" to Beigou, which stretches for 91 kilometers. This is a systematic "campaign" directly mobilized at the district level, not only to close the mines, but also to carry out ecological restoration and reshape the ecology of mountains and rivers. In 2010, Fangshan's thousand-year-old history of coal mining came to an end. The land vacated after the closure of the mine does not blindly start the project, but does its best to plant trees and flowers, green mountains and rivers, and clean the air.
In September 2017, the Central Committee of the Communist Party of China and the State Council officially approved the "Beijing Urban Master Plan (2016-2035)", and Fangshan welcomed another opportunity. The plain area of Fangshan is positioned as a new urban development area, and the mountainous area is an ecological conservation area, which is an important ecological barrier, water source protection area and "big oxygen bar" in the capital. Today, the coverage rate of the 500-meter service radius of Fangshan Park green space has reached 90%, and Fangshan District has reached the national forest city standard and successfully passed the acceptance. The Beigou Dashihe River Basin, which has been dusted away from coal dust, has also become a habitat for rare birds such as black stork, Baer's Pochard and Aurora jay.
In June 2023, Fangshan District was successfully selected as the third batch of integrated protection and restoration projects of mountains, rivers, forests, fields, lakes, grasslands and sands during the national "14th Five-Year Plan" period, which will be implemented in conjunction with Mentougou District, with a total of 2 billion yuan of central financial support. Located at the junction of the Taihang Mountains and the Yanshan Mountains, the Shanshui Project is a typical geographical pattern of "Zhongshan-Low Mountain-Plain River Network", with complex geological structure and sensitive and fragile ecosystem. Taking water as the vein, the Shanshui Project puts forward the overall protection and restoration idea of "water conservation in the source area, water conservation in the ditch area, water supply in the plain, water drainage in the plain, and water purification in the wetland". The total area of the project area is 3393.63 square kilometers, of which the project area of Fangshan District is 1981.5 square kilometers. The landscape project focuses on protection, conservation and natural restoration, supplemented by artificial measures to open up the protection and restoration measures of key nodes. It is divided into three restoration units: Qingshui River Basin, Yongding River Mountain Gorge Section, Dashihe River Basin, Juma River Basin and Piedmont Plain, and carries out seven types of restoration projects, including mountain barrier restoration, source water conservation, ditch soil conservation and quality improvement, water system connected wetland restoration, biological habitat improvement, human settlements environment improvement and dynamic supervision, and 9 sub-projects are located to carry out a three-year governance and restoration.
Today, the green space in Fangshan District is still expanding. According to the government work report released at the two sessions of Fangshan District this year, 24 indicators for the creation of Fangshan National Forest City have reached the standard, and 44 planning tasks have been completed. The comprehensive treatment and ecological restoration project of the southern section of the Yongding River Basin Plain has been handed over, and the construction of the water system connection and the pilot project of Shuimei Village has been completed. The project to improve the surrounding environment of the international wine town was completed, and the environmental improvement project in the central area of Chengguan was launched. The first phase of the construction of Xiayunling National Forest Park has been basically completed, and Haotian Carbon Neutral Park has been built, with a 500-meter service radius coverage rate of parks and green spaces in the whole region reaching 90%, an urban green coverage rate of 51.60%, a forest coverage rate of 38.24%, and a wetland protection rate of 89.44%.

Gather high-tech to create the main battlefield of high-quality development
If the environmental butterfly change is the face of Fangshan District, the butterfly change of industry is the lining of Fangshan District. Once considered a "poor ravine" by the outside world, Fangshan has become the first choice for many high-tech industries.
In December 2021, the Fangshan Park Management Committee of Zhongguancun Science and Technology Park was officially established. A large number of high-tech industrial parks, such as Beijing's high-end manufacturing base and Beijing's new material science and technology industrial base, are included in it. This is a major measure for Fangshan District to establish a new management institution that is highly matched with the functions of Zhongguancun, an important starting point for deep integration into the construction of Beijing's "two districts" and the construction of an international science and technology innovation center, and an important measure to focus on high-tech and accelerate high-quality development, marking the opening of a new chapter in the industrial transformation of Fangshan District.
On June 22, 2022, Comrade Cai Qi, then Secretary of the Beijing Municipal Party Committee, emphasized when he visited Fangshan for investigation: Fangshan is a key area for the development of the south and the main battlefield for high-quality development. According to the 2022 government announcement report of Fangshan District, the general public budget revenue of Fangshan reached 9.2 billion yuan, a year-on-year increase of 8%, ranking second in the city, and the total industrial output value in scale reached 96 billion yuan, a year-on-year increase of 8%, ranking second in the city.
In terms of macro development strategy, Fangshan focuses on the development pattern of "1+3+N" important functional areas. On June 21, the Information Office of the Beijing Municipal People's Government held a series of press conferences on the theme of "Beijing's Implementation of the Spirit of the 20th National Congress of the Communist Party of China". Yang Bo, deputy secretary of the Fangshan District Party Committee and head of the district, introduced that Fangshan is systematically sorting out development resources and space, coordinating index resources such as construction land, scale, population, and energy consumption, and fully supporting the construction of "1+3+N" important functional areas. The "1" of the so-called "1+3+N" refers to the central area of Fangshan New Town, including Liangxiang University Town, Liangxiang Station and Nanguan Station Rail Micro Center and the surrounding areas; "3" refers to Beijing's high-end manufacturing base, Beijing's new material industrial base and Yanhua area, and Changyang leisure and business district, and "N" refers to multiple functional nodes distributed in various towns and villages.
Yang Bo said that during the "14th Five-Year Plan" period, Fangshan's industrial development will focus on the four major industrial clusters of new energy storage and hydrogen energy, advanced basic and key strategic materials, smart medical services, intelligent manufacturing and networked vehicles, and strive to reach 50 billion yuan by the end of the "14th Five-Year Plan" period, so that Fangshan's industrial output value will exceed 100 billion yuan in 2023 and 200 billion yuan by the end of the "14th Five-Year Plan" period.
Changgou Town, which has been famous for "Beiguoquan Township" since ancient times, is now handing out another shining golden business card - Beijing Fund Town. Seizing the opportunity of the era of scientific and technological innovation and capital integration and development in the mainland, Beijing Fund Town jumped out of the traditional industrial pattern of the region, "made a fuss" around the fund industry, built a professional service platform for the fund industry, and guided financial capital to better serve the real economy. As of February 2024, the town has accumulated 2,171 service funds and related industrial chain institutions, with a registered capital of 238.6 billion yuan, becoming the only national-level demonstration construction unit for the standardization of fund industry services, and has played an active role in optimizing the layout of the capital's financial industry, helping regional transformation and upgrading, and accelerating the formation of new quality productivity. In 2022, Fangshan's financial industry will continue to grow, Beijing Fund Town will become a national-level demonstration construction unit for the standardization of fund institutions, and Beijing Financial Security Industrial Park will pass the national-level pilot assessment of comprehensive standardization of social management and public services.
Fangshan's small town economy is in full bloom, such as the international wine town under construction, and this year Fangshan Wine World Expo will be completed and opened, striving to become an important carrier of Sino-French cultural exchanges. It is understood that Fangshan is located at 40 degrees north latitude "wine grape planting golden line", there are 16 wineries, with an annual output of nearly 1.6 million bottles of wine, and in 2019, the "14th China International Wine Industry Expo" was successfully awarded the title of "World Wine Characteristic Production Area". Beijing Fund Town, International Wine Town, Traditional Chinese Medicine Health Care Town, Financial Technology Town, Cultural Tourism Town, Beijing People's Cultural Town...... A number of characteristic towns have emerged in the booming land of Fangshan, injecting vitality into the economic development of the whole region. Fangshan is a national pilot of new urbanization, and by building a characteristic town, it can realize urbanization and realize the integration of industry and city, which also has a strong demonstration role in the development of comprehensive urbanization in Fangshan District in the next step. In September 2022, among the three batches of centralized land supply projects in Beijing, Beijing Construction Engineering Real Estate won the third phase of the Jiashiyuan project in Xilu Street, Fangshan District. After the delisting of Construction Engineering Real Estate, the land handover order was obtained on October 22, and the "Construction Preparation Letter" was issued by the District Housing and Urban-Rural Development Committee on the same day, approving the construction of the soil protection project. The smooth progress of the third phase of the Jiashiyuan project benefited from a series of innovative work measures such as series reform and parallelism, pre-review, notification and commitment system, and project pre-bidding, which shortened the traditional land supply to construction cycle from more than 100 days to less than one day, realizing the state-owned capital project "starting construction as soon as the land is acquired" and running out of "Fangshan acceleration".
In addition to "starting construction as soon as the land is acquired", in mid-October 2022, Fangshan District took the lead in piloting the "certificate upon delivery" in the city, and the pilot work was carried out in 3 projects. In addition to shortening the processing time of real estate property rights certificates, providing convenience for home buyers, children's schooling, financing loans, etc., for real estate enterprises, it can also standardize the quality of real estate projects, prevent market risks, and promote the virtuous cycle and healthy development of the real estate industry.
Fangshan District has always adhered to the concept of "everyone is a business environment" and "enterprises are investment ambassadors" to attract more high-quality enterprises to settle down and develop in a group. Fangshan District's transportation, education, and medical care are also ushering in unprecedented changes, which have finally brought tangible benefits to the residents of the district.
In terms of transportation, according to the "14th Five-Year Plan for Transportation Development and Construction in Fangshan District", during the "13th Five-Year Plan" period, Fangshan District increased the construction of facilities, built a criss-crossing and accessible road network, and initially built a public transportation system with rail transit as the backbone and ground bus as the main body. During the "13th Five-Year Plan" period, Yanfang Line, as the first independent and fully automatic rail transit line in China, was put into operation. The full operation of the Yanfang Line not only effectively connects the two core groups of Fangshan New Town, Yanfang Group and Liangxiang Group, but also adds a new connection line between Fangshan New Town and the central urban area. If the full opening of the Yanfang Line is an important equipment to serve the residents of the district, then the western extension of the suburban railway city sub-center line, which will be put into operation in 2020, is even more significant. This line not only strengthens the rapid rail transit connection between Fangshan District and the central urban area and the sub-center of the city, but also shortens the distance between Fangshan District and the central urban area and the sub-center of the city, and alleviates the pressure of ground transportation and urban rail transit during the morning and evening rush hours. There are 1,975 new primary and secondary school places, the coverage rate of inclusive kindergartens is 96%, and the national compulsory education quality monitoring results are at the middle and upper level of the city. The construction of the public health emergency management system has been comprehensively promoted, the standardization of emergency sub-centers, emergency workstations and decontamination stations has been completed, the pre-hospital emergency call satisfaction rate has reached 100%, and the contract rate of key groups of family doctors has reached 96% in January 2024. 10 new and renovated sports and fitness venues, 83 sets of outdoor fitness equipment were installed, and a characteristic township of national fitness and sports in Beijing was created.
