The report to the 20th National Congress of the Communist Party of China pointed out that "China is committed to actively participating in the formulation of global security rules, strengthening international security cooperation, actively participating in UN peacekeeping operations, and playing a constructive role in maintaining world peace and regional stability". China has put forward the Global Development Initiative (GDI) and the Global Security Initiative (GSI) and is ready to work with the international community to implement them." At a time when the world is undergoing major changes unseen in a century, and the Cold War mentality and hot war conflicts are parallel, it is urgent to be guided by a new thinking on global security governance to remove the security haze that has shrouded people's hearts. In 2022, President Xi Jinping solemnly proposed the Global Security Initiative (GSI) at the opening ceremony of the Boao Forum for Asia Annual Conference, and the mainland later released the Global Security Initiative Concept Paper, which clearly answered the question of "what kind of security concept the world needs and how can all countries achieve common security". The governance effectiveness of the Global Security Initiative (GSI) has continuously proved its unique intrinsic and contemporary value in leading the progress of global security governance, promoting common security for mankind, and maintaining lasting world peace.

The Global Security Initiative offers a new solution to the global security dilemma

With the advent of the era of globalization, security issues have long transcended national borders, and no country, nation or region can exist like an island. In terms of global security governance, Western developed countries, as the main beneficiaries of globalization, should assume the responsibility of maintaining global security in global security governance, and contribute mature security solutions and path options for reference. However, the intensification of multiple global security crises induced by Western powers, such as the Russia-Ukraine conflict and the Palestinian-Israeli conflict, the continuous increase and complexity of various security issues, and the interaction and resonance of traditional and non-traditional security issues, have impacted the global security governance system. Not only are the Western developed countries seriously insufficient in the supply of public goods for global security governance and their collective willingness to act has decreased, but some Western developed countries have linked global security governance to politics and reduced global security governance to a tool for exchanging interests. As the deficit in security governance continues to accumulate around the world, the international community urgently needs new concepts and thinking on security governance to lead and promote the progress of global security governance. As President Xi Jinping said at the Fourth Summit of the Conference on Interaction and Confidence-Building Measures in Asia in 2014, "The situation is developing, and the times are progressing. If we want to keep up with the times, we can't just enter the 21st century and still have our minds stuck in the old era of Cold War mentality and zero-sum games."

The Global Security Initiative (GSI) confronts global security pain points and provides China's solutions for global security governance. Under the framework of the Global Security Initiative, China has successively issued a number of policy documents, such as China's Position on the Political Settlement of the Ukraine Crisis, China's Position on Afghanistan, and China's Position Paper on the Settlement of the Palestinian-Israeli Conflict, which provide China's wisdom and solutions for eliminating the root causes of international conflicts, addressing global security challenges, and improving global security governance. With the "Six Insistences" as its core concept and principles, the GSI focuses on 20 key cooperation directions and areas, and has become an important international public good for addressing global security governance issues, which not only provides guidance for solving the current global security governance problems, but also points out the direction for promoting lasting security and stability in the world and solving the global security dilemma.

The Global Security Initiative (GSI) has promoted the reform of the global security governance system

The evolution of the global security governance pattern and the reform of the global security governance system stem from the international balance of power and the growth and decline of the world. Against the backdrop of great changes in a century, a large number of emerging developing countries have risen, and their influence in the field of global security is also increasing. Due to the lack of representativeness and lack of action in the traditional global security governance system dominated by Western powers, Therefore, the traditional global security governance system is not only difficult to achieve a reasonable distribution of the responsibilities and obligations of actors in the field of global security governance, but also provides space for interest games and policy speculation, resulting in a lack of legitimacy and a serious lack of representativeness and action in global security governance, and the reform of the traditional global security governance system is imperative. Especially at a time when global security issues are becoming increasingly complex, the reform of the traditional global security governance system and the improvement of governance capacity urgently need new thought guidance.

General Secretary Xi Jinping pointed out: "What kind of international order and global governance system is good for the world and the people of all countries must be discussed by the people of all countries, and cannot be decided by one family or a few people." "The GSI makes clear that China firmly opposes any rigid and formalized international power hierarchy to dominate the future global security governance system. China has always maintained that all countries, big or small, strong or weak, rich or poor, are equal subjects in the international community. Although countries are very different in terms of land size, population, economic and military strength, international status and political influence, every country has an inalienable right to security, and the sovereignty of all countries must be respected, and its right to independently participate in the global security governance system must also be implemented and safeguarded. Mankind is an indivisible community of security, with both prosperity and loss. No exclusionary bloc or closed coalition can provide the "ultimate" security to its members. In the search for security, the ultimate winner or loser is the international community as a whole, not just individual countries or groups of countries. The GSI adheres to the concept of common, comprehensive, cooperative and sustainable security, advocates a new security path of dialogue rather than confrontation, partnership rather than alliance, and win-win rather than zero-sum, and focuses on the overall interests of the international community, adheres to true multilateralism, creates a new direction for all countries to govern global security issues through symbiosis and joint efforts, provides a new option for countries seeking peace and development in the world to participate in global security governance, and inspires all actors in the international community to jointly promote profound changes in the global security governance system.

The Global Security Initiative (GSI) has laid out a blueprint for building a community of human security

President Xi Jinping stressed that "mankind is an indivisible security community". Maintaining global security is the common responsibility of all countries in the world, and promoting the building of a community of human security is of global significance. From the perspective of the development trend of human history, although the building of a community of human security is an inevitable trend, this historical process is full of various insecurity factors, such as racial hatred, diplomatic conflicts, territorial disputes, arms races, and ideological struggles. The West's global security order based on the logic of capital is essentially a competitive security order, and at the same time, it adopts a security order that adopts double standards, and does not hesitate to adopt beggar-thy-neighbor and "preemptive" strategies and policies to wantonly trample on the security of other countries in safeguarding its national security interests. The United States has vigorously maintained the global security system with bilateral military alliances at its core, and its pursuit of its own absolute security has become the biggest factor influencing the building of a community of human security. In the era of the "global village" in which human society is gradually moving towards interdependence, the governance of global security issues is inseparable from coordination and cooperation, and the pursuit of absolute security will often be "counterattacked", and the so-called "honey fruit" of absolute security will become "life-threatening arsenic".

The Global Security Initiative (GSI) responds to hidden global security concerns and seeks to break through the existing global security hegemonic order and create a peaceful and stable new global security order for the international community. Guided by the new concept of security, guided by mutual respect, indivisible and indivisible security, and built a community of human security as its long-term goal, it strives to embark on a new type of security path featuring dialogue rather than confrontation, partnership rather than alliance, and win-win rather than zero-sum. China's facilitation of the Saudi-Iranian dialogue and the resumption of diplomatic relations in Beijing, and its consistent position of promoting peace talks and promoting the resolution of the Ukraine crisis are vivid examples of implementing the Global Security Initiative and promoting the building of a community of human security.
