On August 9, 2023, the law enforcement officers of the Jing'an District Market Supervision and Administration Bureau conducted a sampling inspection of the "PC072 stationery bag" sold by a company in the jurisdiction, and after sampling testing, the migratory elements of the black non-woven stationery bag exceeded the limit value, chromium: 469mg/kg, which did not meet the maximum limit of migratory elements in Article 4.1 of Article GB21027-2020 of student supplies, and was comprehensively judged to be unqualified. From August 2023, the parties sold a total of 6 pieces of "PC072 stationery bags" at a price of 32 yuan per piece, with illegal gains of 92.60 yuan and a value of 640 yuan.
The above-mentioned acts of the parties violated the provisions of Article 13, Paragraph 2 of the Product Quality Law of the People's Republic of China, and constituted an illegal act of selling products that do not meet the national standards for protecting human health and personal and property safety. In accordance with the provisions of Article 49 of the Product Quality Law of the People's Republic of China, the Jing'an District Market Supervision and Administration Bureau ordered the parties to stop selling the products involved in the case in accordance with the law, and imposed an administrative penalty of confiscation of 92.60 yuan of illegal gains and a fine of 1,024 yuan.
