New energy storage is an important basic equipment to promote energy transformation and build a new power system, and has become a strategic emerging industry in mainland China. On March 5 this year, Premier Li Qiang of the State Council made a government work report at the National People's Congress and the National People's Congress, and for the first time clearly proposed to "develop new energy storage".

In recent years, driven by national policies and technological R&D and innovation, the large-scale development trend of new energy storage in mainland China has gradually emerged. Recently, the National Energy Administration issued the "Notice on Promoting the Grid-connected and Dispatching Application of New Energy Storage" (hereinafter referred to as the "Notice"), which further clarified the functional positioning, scheduling scope and technical requirements of new energy storage, arranged the grid-connection and dispatching and application tasks, and pointed out the current promotion measures of new energy storage, which is of great significance to strengthen the position of new energy storage in the new power system.

1. Deeply understand the background of the issuance of the "Notice", seize the opportunity, and improve the level of new energy storage applications

The flexible adjustment ability of new energy storage helps the high-quality development of new energy. From the perspective of new energy development and consumption, the maximum daily fluctuation of new energy in the business area of the State Grid Corporation of China has exceeded 250 million kilowatts. This year, the new installed capacity of new energy will continue to maintain a high growth rate, and the most difficult period of peak regulation of the whole network will be shifted from the evening trough to the noon photovoltaic boom period, and the maximum daily fluctuation of new energy will further increase, and it is urgent to promote consumption with new energy storage regulation. From the perspective of power supply, the new energy represented by wind power and photovoltaic has the characteristics of high randomness and volatility, and the effective power generation capacity under the same installed scale is much lower than that of conventional power sources such as thermal power and hydropower, showing the characteristics of "large installed capacity and small output". The new energy power generation capacity is highly dependent on wind and solar resources, and needs to "rely on the sky to eat", often "extremely hot and windless" in summer, "extremely cold and little light" in winter, coupled with large fluctuations in power generation capacity within a day, often do not match the actual electricity demand, and new energy storage is urgently needed to provide support for supply.

The new energy storage support policy has been continuously improved to meet the needs of the rapid development of new energy. In 2021, the National Development and Reform Commission and the National Energy Administration issued the "Guiding Opinions on Accelerating the Development of New Energy Storage", proposing to achieve an installed capacity of more than 30 million kilowatts of new energy storage by 2025 and a goal of full marketization by 2030. In 2022, the National Development and Reform Commission (NDRC) and the National Energy Administration (NEA) issued the Notice on Further Promoting the Participation of New Energy Storage in the Electricity Market and Dispatching Application, which sets forth requirements for the identity of new energy storage in the electricity market, electricity price mechanism, and dispatching rules. This time, the National Energy Administration once again issued the "Notice", which put forward specific requirements for the functional positioning, scheduling scope, operation management, technical requirements, and coordination guarantee of new energy storage, continued to strengthen the grid-connected operation management of new energy storage, and improved the dispatching operation and market application mode of new energy storage.

In 2023, the guiding role of policies will appear, and the cost of energy storage equipment will decrease, so that new energy storage will usher in explosive growth. Throughout the year, the new grid-connected capacity of new energy storage in the company's business area was nearly 20 million kilowatts, a year-on-year increase of 3.1 times, a record high, and the cumulative grid-connected capacity was 26 million kilowatts/55 million kilowatt hours. Under the rapid growth rate, it is necessary to raise awareness, guide the application of new energy storage to adapt to energy transformation and power grid development, and ensure the legal, compliant and efficient use of new energy storage.

2. Actively promote the implementation of the "Notice" measures, take multiple measures at the same time, and accelerate the promotion of new energy storage calls

As one of the key elements of the new power system, new energy storage is undergoing a process of "quantitative change to qualitative change", which has affected and changed the operation characteristics of the power grid, and the system balance mode has changed from the traditional real-time balance mode of source and load to the incomplete real-time balance mode between source and load with coordinated interaction between source, grid, load and storage.

The "Notice" clearly states that to accurately grasp the functional positioning of energy storage, it is necessary to strengthen the development and application of new energy storage with system thinking and adapt to the transformation of the operation characteristics of the power system. In terms of promoting the development and consumption of new energy, we will support the joint use of new energy + energy storage, aggregate energy storage, and optical storage and charging integration, smooth the output power of new energy, reduce the abandonment of new energy, and ensure the efficient use of new energy. In terms of supporting the safe and stable operation of the power system, according to the needs of the system, a new energy storage dispatching operation procedure is formulated, a new energy storage dispatching operation mode is scientifically determined, the system regulation capacity is improved, emergency backup is increased, and the stable level of safe operation of the power grid is improved.

Clarify the scope of new energy storage calls to ensure that the dispatching and application are standardized. The "Notice" proposes a new type of energy storage for dispatching and calling and a new type of energy storage for self-use of power stations. At present, the economic cost of energy storage is high, and there is about 20% power loss in a single charge and discharge of energy storage, and the energy storage on the power supply side needs to bear the loss by itself, and the economic cost is high. According to local policies, the power side energy storage has no electricity to charge when its supporting new energy does not generate electricity, such as charging from the grid side to settle according to the higher industrial and commercial electricity price, and the call is further restricted. At the same time, the demand for some energy storage applications is limited, and the demand for energy storage to participate in peak regulation is relatively limited in areas with good new energy consumption such as East China and Southwest China, and the demand for energy storage to participate in supply guarantee is not strong during the relatively abundant power supply period in spring and autumn. The "Notice" scientifically divides the types of energy storage and clarifies the scope of new energy storage scheduling, which is of great significance for standardizing the call and improving the utilization level.

Clarify the requirements of new energy storage technologies and consolidate the foundation for dispatching and application. The relevant policies on energy storage issued by the state and local governments have repeatedly emphasized the safety of new energy storage, including the establishment of safety technical standards and management systems, the strengthening of fire safety management, and the strengthening of research on new energy storage safety technologies. The "Notice" starts from the two aspects of new energy storage grid-connected access technology and dispatching operation technology, and once again emphasizes that the new energy storage should meet the requirements of safe and stable operation of the power system, should be equipped with a power control system or a coordinated control system, have the ability to accept the AGC and AVC instructions of the connected power grid, and obey the unified dispatching and management of the power dispatching agency.

Strengthen the operation and management of new energy storage to ensure the stability of dispatching and application. At present, the implementation of relevant standards and safety specifications for the grid-connected operation of new energy storage equipment is not in place, and accidents have occurred in individual energy storage power stations due to poor operation and management, which has sounded the alarm for the safe development of the industry. The "Notice" puts forward specific requirements for the grid-connected and dispatching operation management of new energy storage from three aspects: standardizing the grid-connected access of new energy storage, optimizing the new energy storage dispatching mode and strengthening the operation and management of new energy storage, involving grid-connected services, grid-related standards, performance tests, management specifications, call modes, operation management and assessment. At the same time, the "Notice" adds that in the event of an accident (incident) that endangers the safety of the power system and other necessary circumstances, all new energy storage (including new energy storage for self-use of power stations) within the scope of regulation and management shall be subject to unified and direct call by power dispatching agencies.

3. Continue to deepen the practice of the Notice, collaborate and innovate, and promote the high-quality development of new energy storage

The deepening of new energy storage practice should be combined with multi-scenario application and market-oriented operation needs. In order to promote its application in a wider range and in more scenarios, it is necessary to strengthen collaborative management, technological innovation and improve the market mechanism.

Strengthen the collaborative management of new energy storage and promote coordinated development. The new energy storage management should be in accordance with the division of responsibilities, multi-party coordination, do a good job of guidance, strengthen the construction of the project management system, provide fair and non-discriminatory grid access services, and establish and improve the grid-connected and dispatching operation management and coordination mechanism.

Promote the intelligent regulation and control of new energy storage to promote innovation and development. After the scale of new energy storage increases, it is necessary to strengthen the collaborative optimization with other power sources such as wind, solar, water, fire, and core. With the rapid growth of distributed energy storage represented by electric vehicles, it is necessary to strengthen the research on dispatching and application, and promote the intelligent scheduling of large-scale energy storage system clusters.

Improve the new energy storage market mechanism to promote sustainable development. Adhere to the market priority, and accelerate the improvement of the relevant rules for the participation of new energy storage in the electric energy market and ancillary service market。 Actively organize a high proportion of new energy storage to participate in the market application, promote the introduction of policies in various localities, improve the operation mechanism of new energy storage participation in the market, and improve the coverage of new energy storage participation in the market.

The State Grid Corporation of China will actively promote the development and application of new energy storage, make full use of its supporting role in rapid power regulation, optimize the intelligent dispatching mechanism of new energy storage, effectively support the power balance and safe and stable operation of the new power system, and effectively guarantee the efficient utilization and healthy development of clean energy.
