The superior cannot simply assess the handling of the reported matters by the grassroots level based on whether the person is satisfied or not. Rather, it should be evaluated according to whether the content of the appeal involves the rights and responsibilities of the department and whether it is reasonable. Otherwise, the simple pursuit of satisfaction will, to a certain extent, encourage unhealthy tendencies.
