On the afternoon of the 23rd, the Information Office of the Kailu County People's Government issued a circular stating that in response to the problems of individual grassroots cadres treating the masses with an arrogant attitude, rude language, and serious improper work methods, the Kailu County Party Committee has dismissed the deputy secretary of the town's party committee.

According to local official public information, Ji Yunhao was born in March 1990, enlisted in the army in December 2007, changed jobs in December 2009, and joined the work in July 2012.

On November 12, 2019, Ji Yunhao was included in the public list of 89 section-level cadres to be promoted in Kailu County. Skeptics believe that in the undergraduate education of mainland universities, the duration of ordinary undergraduate colleges and universities is usually four years, and the full-time college system is usually three years, and even if he takes the "college promotion" examination, it takes one year. After Ji Yunhao joined the work, he became a field police officer of the police station, and how he was transferred to become a section member of the County Commission for Discipline Inspection and Supervision, and whether the transfer procedure complied with the relevant regulations.

Recently, in response to the concerns of netizens, the Kailu County Party Committee and Government have carried out in-depth investigation and verification, and the relevant situation is hereby explained as follows.

1. On the issue of "charging paid fees for the use of new cultivated land" that netizens are concerned about

The "Opinions of the State Council on Promoting the High-quality Development of Inner Mongolia and Striving to Write a New Chapter of Chinese-style Modernization" clearly supports Inner Mongolia to explore and carry out pilot work on the efficient use of new cultivated land. Kailu County, as a pilot unit for the efficient use of newly added cultivated land determined by the superiors, formulated the "Guiding Plan for Promoting the Efficient Utilization of New Cultivated Land in Rural and Pastoral Areas in Kailu County" in accordance with the procedures, and carried out the pilot work of efficient utilization of the newly increased cultivated land in the "three land adjustments" compared with the "second land adjustment".

In accordance with the requirements of the relevant documents of the higher authorities, the general principle of the pilot work is that, in principle, the cultivated land newly added to the "three land adjustments" and whose rights have not been confirmed will no longer be contracted to households, and will be managed by the collective economic organizations in a unified manner. In order to maintain social stability and the stability of the contract-management relationship, Kailu County mainly disposes of it according to two categories: the first is to give priority to the original contractor to operate the newly added cultivated land that is too scattered and cannot be integrated in the short term, such as arch land, flat dam, and ditch filling, and the village collectives collect paid use fees. The second is for large-scale separately newly added cultivated land plots, according to the "change of circumstances" clause in Article 533 of the Civil Code, the village collective and the contractor shall negotiate to change the contract, and if the negotiation fails, the people's court or arbitration institution shall be requested to terminate the contract and take back the unified management.

To sum up, the issue of cultivated land charges that netizens are concerned about is actually one of the disposal methods adopted for the newly added cultivated land in the pilot plan for the efficient use of new cultivated land in Kailu County, that is, "improving the contract and collecting paid use fees", rather than charging for the land whose rights have been confirmed in the second round of extension.

In the process of the pilot work, Shuangsheng Village, Jianhua Town, Kailu County, in accordance with the requirements of the policy document, implemented the procedure of "four discussions and two disclosures", formed a resolution of the villagers' representative meeting, and the villagers did not raise objections during the publicity period. The resolution makes it clear that for the contractors with new cultivated land, in principle, the original land contract shall be improved according to the cultivated land, and a paid use fee of 200 yuan per mu per year shall be charged, and the fees paid shall be distributed and used by the village collective, and the land shall be handed over to the original contractor for continued operation.

2. On the issue of "whether farming operations will delay agricultural time" that netizens are concerned about

The plot of land involved in the matter that netizens are concerned about is located in Shuangsheng Village, Jianhua Town, Kailu County, and is leased by Zhang Mouzhu, a non-village person, for the construction of a dairy farm. According to Zhang Mouzhu, the plot is currently actually operated by his brother Zhang Moulin. Zhang Mouzhu and Zhang Moulin are not villagers of the village, they are from Horqin District, Tongliao City, and Shenzhen, Guangdong, respectively.

On March 20, 2004, the Shuangsheng Village Committee and Zhang Mouzhu signed a land lease contract for 5,600 acres of barren marsh meadows, clearly stipulating that the land would be used for the construction of dairy farms and forage planting, and the land lease fee would be 4 yuan per mu per year. This plot of land is not within the scope of the second round of contract extension. According to the data of the "second adjustment of national land", the plot is mainly forest and grassland. According to the data of the "Three Adjustments of Land", due to years of private reclamation and cultivation, 4,650 acres of land plots were identified as cultivated land by the "Three Adjustments of Land", which actually changed the land use agreed in the contract, resulting in a change in the nature of the subject matter of the contract.

In the pilot work, the village collective considered the historical background and the actual situation, and agreed that Zhang Mouzhu and the members of the village's collective economic organization should also apply the charging standard of 200 yuan per mu of new cultivated land. After understanding, Zhang Moulin has subleased most of the plots to others for operation, with an annual rent of more than 700 yuan per mu.

According to the resolution of the village collective, although he communicated with Zhang Mouzhu and Zhang Moulin many times, he was always unwilling to pay the fee, and carried out the raking behavior on April 12. In the process of dissuading the behavior of raking, the statement of "not allowing farming" appeared in the video, as well as the impatience and rude language of individual town and village cadres, and the town and village cadres involved have been dealt with.

At present, through the coordination and resolution of the county, town and village levels, the people of the village have agreed to take the form of litigation to claim their rights and interests, resolve contradictions, and ensure that there are no more behaviors that hinder land ploughing and land preparation, delay agricultural time, etc.
