Through personal self-recommendation, democratic recommendation, etc., the rural wealth leaders, veterans, and returning entrepreneurs who want to do things, can do things and can calm down to participate in the study of talents into the rural practical talent training school, the town party committee, the joint discipline inspection commission, public security, judicial and other departments through joint examination and investigation, a total of 85 people were screened and determined as trainees within two years.
"Training", strictly grasp the quality of teaching. A number of experts, professors, and party school lecturers were invited to focus on the needs of rural revitalization and modern agricultural development to teach, and the party secretary gave special party courses every semester, and a total of 28 theoretical knowledge trainings, 6 extraterritorial expansion trainings, and 4 special party class trainings were carried out.
"Education", strengthen training and exercise. Combined with the "mentor mentoring" mechanism, 15 trainees were selected to go to 3 strong villages for follow-up training, and the village party organization secretary served as a mentor to implement a one-year pairing training plan to help improve the ability of grassroots governance, village collective economic income generation, and the development of characteristic industries.
"Management" to build an institutional system. Formulate the "Measures for the Assessment and Management of Trainees of the Rural Practical Talent Training School in Huanghe Town" to strictly manage the trainees. The deputy secretary of the party committee and the organization committee insisted on supervising the discipline throughout the whole process, and the secretary of the party committee went to the classroom to inspect the classroom from time to time, and reported a total of 19 students who violated classroom discipline.
"Use", pay attention to the ability to play. Eight outstanding students were selected as class cadres and party branch members to be responsible for the daily organization and management activities of the school. Some of the trainees are selected as village cadres to participate in the management of village-level affairs, and the town party committee conducts monthly research and judgment on their work in combination with on-site supervision, listening to reports, and work scheduling.
Over the past year, relying on the Rural Practical Personnel Training School, Huanghe Town has cultivated a number of high-quality peasants who are educated, understand technology, and know how to operate; at present, 19 trainees have been listed as party activists, and 2 trainees have been accepted as probationary party members; 6 trainees who have been trained maturely have gone to villages to serve as village cadres, and 4 trainees have gone to villages to serve as village secretaries, thus effectively stimulating the endogenous development momentum of village-level party organizations. In the next step, Huanghe Town will continue to strengthen the construction of rural practical talent training schools, and fully implement the "Party Building + Head Goose Cultivation" project to provide sufficient talent reserves for the 2026 election.
