With the approval of the Guizhou Provincial Party Committee, the Guizhou Provincial Commission for Discipline Inspection and Supervision conducted a case review and investigation into the serious violation of discipline and law by Zhang Yulong, former member of the Standing Committee and secretary general of the Qianxinan Prefecture Party Committee.
After investigation, Zhang Yulong lost his ideals and beliefs, betrayed his original aspiration and mission, resisted organizational review, and failed to report major matters in accordance with relevant regulations; ignored the spirit of the eight central regulations, gave gifts to specific related persons of relevant public officials in violation of regulations, accepted banquets that might affect the fair performance of official duties in violation of regulations, and arranged banquets at public funds for subordinate units in violation of regulations; had a weak sense of organization and did not truthfully report relevant personal matters; the bottom line of honesty was not observed, and he accepted gifts that might affect the fair performance of official duties. Giving gifts, embezzling the property of units, engaging in profit-making activities in violation of regulations, and engaging in power and sex transactions; improperly performing their duties and interfering in law enforcement activities in violation of regulations; without any bottom line of discipline and law, they alienated the power given by the party and the people into a tool for personal gain, and used their positions to seek benefits for others in the undertaking of projects, the construction of projects, and the allocation of project funds, and illegally accepted huge amounts of property.
Zhang Yulong seriously violated the party's political discipline, organizational discipline, integrity discipline, work discipline and life discipline, constituted a serious violation of public office and was suspected of taking bribes, and did not restrain or stop after the 18th National Congress of the Communist Party of China, which is serious in nature and has a bad impact, and should be seriously dealt with. In accordance with the "Regulations on Disciplinary Sanctions of the Communist Party of China," the "Supervision Law of the People's Republic of China," the "Law of the People's Republic of China on Governmental Sanctions for Public Employees," and other relevant provisions, the Standing Committee of the Guizhou Provincial Commission for Discipline Inspection studied and reported to the Guizhou Provincial Party Committee for approval, and decided to expel Zhang Yulong from the party; the Guizhou Provincial Supervision Commission will give him the sanction of dismissal from public office; terminate his qualifications as a deputy to the Eighth Congress of the Communist Party of China in Qianxinan Prefecture; confiscate his disciplinary and illegal gains; transfer the issue of his suspected crime to the procuratorial organs for examination and prosecution in accordance with the law, and transfer the property involved together.
