Because of a chance encounter on the street in 2011, she "lent" 4.6 million yuan of her life savings to the son of an old colleague, who is also her son's junior high school classmate. At that time, Jiang worked in the Dalian branch of the People's Bank of China, and claimed to Mrs. An that there was a "capital verification project" for the bank's internal staff, with limited quotas, considerable and stable income, and Mrs. An could lend him money to operate, and he gave him a very stable interest. In the follow-up process of asking for the principal, Mrs. An said that she found that Jiang did not use 4.6 million yuan for the so-called "internal projects" of the bank as promised, but transferred part of it to his family, and most of it was used for his personal stock speculation. After realizing that she had been deceived, Mrs. An then reported the case to the public security organs. On June 18, 2021, the Shahekou Branch of the Public Security Bureau of Dalian City, Liaoning Province, officially filed a case on the grounds that Mrs. An was defrauded and carried out an investigation. However, as of now, this case, which has been on file for nearly three years, has not made any further progress.
For this case, the police officer said that he could only be interviewed with the consent of the Shahekou Branch, and the reporter contacted the office of the Shahekou Branch of the Dalian Public Security Bureau, and the staff said that they needed to report to the leaders and reply. Jiang said in an interview with reporters that the relationship between him and Mrs. An was an ordinary civil loan dispute, and he was not suspected of committing a crime, and the investment was lost, so there was no money to pay it back to her.

Back in March 2011, Mrs. An, who had retired at that time, met Jiang on her way to the bank to do business. Mrs. An recalled that at that time, Jiang said that he worked in the Dalian branch of the People's Bank of China, and was responsible for the registration of small and medium-sized enterprises at the external window of the accounting office.
"Jiang is an employee of the bank and a classmate of my son, and I also had a very good impression of his mother when I was a colleague with his mother, and coupled with his misdirection, I always thought that he was handling projects within the bank, so I believed him. Because he said that this is an internal project of the bank, not external, but legal and compliant, and the number of places is limited. From 2017 to 2019, Mrs. An repeatedly hoped to withdraw part of the principal because of her children's entrepreneurship, car purchase, and house payment, but Jiang persuaded her not to withdraw the principal on the grounds of "stable interest, interest-bearing principal, and motivation for the child's development".
In February 2020, Mrs. An gradually questioned Jiang and began to ask about the whereabouts of these loans. In June of that year, Mrs. An insisted that Jiang return the loan principal. But after that, Jiang still did not repay the loan as agreed.

For example, on March 29, 2011, after Mrs. An borrowed the first amount of 100,000 yuan to Jiang, Jiang put the funds into the account of a securities company on the 31st of the same month, and on May 5, 2011, Mrs. An borrowed 200,000 yuan from Jiang, and Jiang invested the funds in four tranches to a securities company on May 5 and May 6.
Mrs. An believes that Jiang used the identity of the bank staff to use the bank's platform and resources as bait to fabricate the bank's legal compliance capital verification project, and successively defrauded her of 13 transactions with a total principal of 4.6 million yuan, which were used for stock speculation, lending, squandering and others, forged state organ certificates, bank bills, seals and other illegal means, fabricated lies about the international crude oil business, and refused to repay, and her behavior has been suspected of fraud.
For this reason, Mrs. An withdrew the civil complaint and switched to criminal charges.
In early June 2021, Mrs. An submitted the accusation materials to the Shahekou Branch of the Dalian Municipal Public Security Bureau.

Since then, the case has stalled. According to Mrs. An, in the past two years, she went to the Nansha Street Police Station and the Shahekou Branch many times to inquire about the progress of the case, and the reply she received was that the case had not been transferred for prosecution or withdrawn, and the investigation was still continuing. Since then, Mrs. An has also repeatedly petitioned the Shahekou District Procuratorate and higher-level public security organs, requesting supervision.
Regarding this "fraud case", Mrs. An said that she "couldn't figure it out". She believes that there is a large amount of evidence to prove that Jiang fabricated facts and used deceptive methods to "borrow money" from her. "From the early days when I said that the money was used for bank capital verification, to the later I lied that I was doing international crude oil business and refused to repay, I made up so many lies, to put it bluntly, the purpose was not to repay. I have found a lot of court precedents of 'loan fraud' on the Internet, and compared with the circumstances of those precedents, Jiang is even worse, and there is no doubt that this is a fraud crime. ”
In response to this matter, the reporter contacted the police officer in charge of the Shahekou Branch of the Dalian Municipal Public Security Bureau to learn about the progress of the case. The police officer handling the case said that the interview needs to be approved by the Shahekou Branch. Jiang said that the relationship between him and Mrs. An was an ordinary civil loan dispute, he borrowed money from Mrs. An to invest, and the money was lost, not only by Mrs. An's money, but also by his own money, so he could not repay Mrs. An, because Mrs. An found his unit, and his job in the People's Bank of China was also lost.
Jiang believes that he did not commit a crime, and if he had committed a crime, the Public Security Bureau would have arrested him a long time ago, so far he has only gone to the Public Security Bureau once to explain the situation, and the Public Security Bureau has never looked for him again. He also said that he had not told Mrs. An about the bank's internal capital verification project.
