In order to thoroughly implement the spirit of General Secretary Xi Jinping's important instructions on forest and grassland fire prevention and extinguishing work, conscientiously implement the deployment requirements of the National Forest and Grassland Fire Prevention and Extinguishing Headquarters, effectively investigate and rectify forest fire hazards, seriously investigate and deal with illegal fire use, ensure that major hidden dangers are dynamically cleared, and minimize forest fires caused by human factors, the Municipal Forest Fire Prevention and Fire Fighting Headquarters Office, the Municipal Planning and Resources Bureau, the Municipal Public Security Bureau, the Municipal Emergency Management Bureau, The Municipal Bureau of Industry and Information Technology decided that from now until November 30, 2024, the city will organize and carry out a special action to dynamically clear major hidden dangers of forest fires in 2024 and investigate and deal with illegal fire use. The relevant matters are hereby notified as follows:

1. General requirements

In-depth study and implementation of the spirit of the 20th National Congress of the Communist Party of China, conscientiously implement the spirit of General Secretary Xi Jinping's important speech on inspecting Tianjin, to promote the Beijing-Tianjin-Hebei coordinated development strategy as the traction, and solidly promote the implementation of the important requirements of the "four good works", in accordance with the General Office of the CPC Central Committee and the General Office of the State Council "Opinions on Comprehensively Strengthening the Forest and Grassland Fire Prevention and Extinguishing Work under the New Situation" and the requirements of the city's implementation plan, adhere to the prevention work in the first place, carry out in-depth investigation and rectification of major forest fire hazards, and improve the "city's general ledger, The management system of "clear accounts, clear time limits, and responsibilities" to ensure that the investigation and rectification of forest fire hazards is solid and effective, and to achieve the work goal of in-depth promotion and dynamic clearance of major hidden dangers and rectification; Key groups, make every effort to prevent danger and violation, deal with fires early and small, effectively prevent and resolve major risks of forest fires from the source, prevent fires from affecting important energy facilities such as electricity, and make every effort to maintain the safety of people's lives and property, ecological security and energy security, and create a good safety environment for the city's high-quality economic and social development.

(1) Adhere to departmental coordination and consolidate responsibilities. Strictly implement the same responsibilities of the party and the government, one post and two responsibilities, effectively strengthen the leadership responsibilities of party committees and governments at all levels, strictly implement the forest fire prevention and extinguishing headquarters and its office to take the lead in grasping the general, earnestly fulfill the division of labor responsibilities of forestry, public security and emergency departments, give full play to the industry and information technology, civil affairs, transportation, agriculture and rural areas, culture and tourism and other departments and energy, power and other units industry management responsibilities, continue to promote the implementation of the main responsibility of forest area business units for fire prevention, and form a working mechanism with close cooperation and orderly scheduling.

(2) Adhere to overall planning and coordination and zoning policies. Coordinate and arrange the dynamic clearance of major hidden dangers of forest fires, investigate and deal with illegal fire use, improve work efficiency, and reduce the burden on the grassroots. According to the level of forest fire danger, the distribution of forest resources, the forest fire prevention period and the history of fires, targeted measures should be taken for different regions and special actions should be carried out scientifically.

(3) Persist in highlighting key points and dynamic zero-COVID. Using the results of the forest fire risk survey, combined with the base number of disaster-causing factors such as combustibles, we will highlight and strengthen the rectification of various important targets and important facilities, traditional holidays and major activities in key areas around the capital, forest areas and near forest edges, consolidate and deepen the governance achievements such as fire hazard rectification of power transmission and distribution facilities, combustible material management, and the setting of no-burning areas, continue to optimize the "responsibility system + list system + sales number system", promote the implementation of the strengths and weaknesses of the short board, and realize the dynamic elimination of major forest fire hazards.

(4) Adhere to the problem-oriented approach and seek practical results. Face up to the hidden dangers of the problem, dare to be more serious, increase the investigation and rectification of major hidden dangers of forest fires, strengthen the control of planned burning and fire drills, and resolutely investigate and deal with illegal fire use in accordance with the law. Persist in making corrections while investigating, and plug loopholes in a timely manner. If a fire occurs due to failure to implement responsibilities, inadequate measures, or mere formalities in investigation and rectification, responsibility must be seriously pursued.

Second, the content of the action

The special action includes two aspects: dynamic zeroing of major hidden dangers of forest fires and investigation and punishment of illegal fire use.

(1) Dynamic clearance of major hidden dangers of forest fires

1. Organize and carry out the investigation and rectification of forest fire hazards on a regular basis. According to the "Evaluation Standards for Forest Fire Hazards" (LY/T2245-2014) and the "Management Measures for Forest and Grassland Fire Prevention Supervision of the National Forestry and Grassland Administration (Trial)", the hidden dangers in accordance with the implementation of responsibilities, fire source management (including early treatment of fires), preventive measures, team building, emergency disposal, publicity and education, facilities and equipment and other aspects are sorted out and classified, and the forest fire hazard investigation and rectification ledger is continuously improved, the responsible person, the completion time limit and the rectification target are clarified, and the sales number management is implemented to ensure that the rectification is in place. At the same time, from 2024, the normalized working mechanism for the investigation and rectification of forest fire hazards will be implemented, and no notices will be issued in the future.

2. Organize and carry out fire hazard investigation and management of power transmission and distribution facilities in forest areas. On the basis of the previous special investigation and management results of fire hazards in power transmission and distribution facilities in forest areas, we should further strengthen work responsibilities, comprehensively investigate the hidden dangers of power transmission and distribution lines through forest areas, and formulate rectification and promotion plans, so that the ownership is clear, the responsibilities are clear, the measures are practical and verifiable. Accurately fill in the hidden danger investigation and rectification ledger, implement sales management, complete it within a time limit, ensure that the rectification is in place, clean up the existing tree barrier safety hazards in a timely manner, and resolutely protect the "forest and electricity common security". It is necessary to strictly manage the planned burning, fire drills, and civil fire around ultra-high voltage transmission lines and substations, comprehensively investigate risks and hidden dangers, set up no-burning zones, and ensure the safe and stable operation of power facilities. The municipal and district forest fire prevention and extinguishing headquarters offices, forestry, industry and information technology departments and power grid enterprises shall establish a coordination mechanism for the management of hidden dangers, coordinate and solve major problems in the management of hidden dangers, and jointly promote the rectification of fire hazards.

3. Organize and promote the investigation and rectification of major hidden dangers of forest fires. It is necessary to make full use of the results of the forest fire risk survey, and in accordance with relevant laws, regulations, and technical standards, focus on investigating and rectifying all kinds of potential unsafe factors that may cause major or particularly major accidents or serious social impacts on important protection targets. The investigation should highlight the following key points: administrative geographical location and coordinates, regional area, fire risk division level, main person in charge and other relevant basic information, the maximum risk that may cause fire, possible secondary disasters, relevant countermeasures, existing problems, difficulties and suggestions and other relevant hidden danger information. It is necessary to effectively strengthen the collection and application of data and information on the investigation of major hidden dangers, fill in the "Ledger of Investigation and Rectification of Major Hidden Dangers of Forest Fires" completely and accurately, form statistical, quantifiable and analyzable data results, accelerate the implementation of the investigation and rectification of major hidden dangers, and ensure the dynamic clearance of major hidden dangers.

Important Conservation Objectives:

(1) National nature reserves, national forest parks, 4A and 5A tourist attractions, world cultural heritage (including cultural landscapes), forest resources within the jurisdiction of state-owned forest farms, etc.;

(2) National key cultural relics protection units, chemical parks, chemical plants, meteorological stations, etc. in forest areas and near forest edges;

(3) Substations and transmission and distribution facilities, oil and gas production bases and pipelines, oil storage and refueling facilities, material reserves, explosives warehouses, etc. in forest areas and near forest edges.

(2) Investigate and deal with illegal use of fire

Focus on cracking down on illegal fire use in forest areas, not carrying out planned burning and fire drills in accordance with operating procedures, and coordinate with government and enterprises, strengthen fire tracing and traceability, and rectify violations that endanger fire prevention and extinguishing safety and energy supply safety. Crack down on deliberate arson and mountain burning, strictly investigate the failure of important power facilities caused by uncontrolled planned burning and fire drills, and severely punish acts that obstruct the implementation of forest fire prevention and extinguishing official duties.

1. Illegal use of fire in agriculture. Burning ridges, weeds, straw, ash manure, garbage, and burning reclamation near forest edges, forests, and important energy facilities in high fire danger weather.

2. Illegal sacrificial fire. Burning paper money, lighting incense and candles, setting off fireworks, and burning incense near important energy facilities at the edge of the forest, in the forest, and near important energy facilities.

3. Illegal productive fire. Acts such as fire drills that have not been approved, failed to carry out planned burning, burning infected wood, burning isolation belts, and failing to take effective fire extinguishing measures in accordance with the operating procedures, without approval, under permitted weather conditions, and without operating procedures. The construction and construction units in the forest area fail to perform the registration and permit procedures or fail to take isolation and protection measures for welding, cutting, blasting, smelting, etc.

4. Illegal use of fire. Acts such as smoking, bonfires, barbecues, picnics, setting off fireworks, and setting off Kong Ming lanterns in forest areas and tourist attractions, as well as other illegal fire use prohibited by relevant regulations.

3. Job requirements

(1) Strengthen organizational safeguards. Adhere to the principle of territorial management and hierarchical management, and all relevant departments at the two levels in the urban area should work together to form a joint force, link up and down, grasp the implementation step by step, and conduct pressure at all levels. At the municipal level, a special action leading group has been established to promote the action to be deeper and more practical. All districts and their offices should play a leading role in grasping the overall role, supervise and promote relevant departments to formulate specific implementation plans, and solidly organize and promote the implementation of special actions.

(2) Implement dynamic zero-COVID. It is necessary to promote the investigation and rectification of forest fire hazards in depth, wall chart operations, item by item rectification, and timely registration of information, improvement of ledgers, and the implementation of dynamic clearance. For the major hidden dangers that can be quickly rectified, they should be corrected immediately and immediately; those that can take measures and complete the rectification within the year should be actively promoted and rectified within a limited time; and those that are difficult to promote and have existed for a long time should be thoroughly studied, the steps should be clarified, and the rectification should be carried out for a long time, and the implementation of rectification should be tracked. For major hidden dangers that affect or endanger the safety of important protection targets, measures such as building forest fire barriers can be taken to deal with them, and the forestry departments of all districts should support them.

(3) Strengthen supervision and inspection. It is necessary to effectively improve the ability to solve problems, improve the quality of hidden danger investigation and rectification, old hidden dangers can not be pushed every year, new hidden dangers should be discovered early and rectified quickly, resolutely prevent and overcome formalism and bureaucracy, establish a mechanism for investigation and rectification responsibility, and strictly implement "who checks, who signs, who is responsible". The Office of the National Forest and Grassland Fire Prevention and Extinguishing Command has inspected and supervised the special action as an important part of the 2024 forest and grassland fire prevention and extinguishing supervision, and the municipal special action leading group will carry out joint supervision and inspection in a timely manner.

(4) Strengthen warning education. All districts should increase the intensity of law enforcement, promptly expose fire perpetrators and cases of punishment for illegal fire use, discover, investigate and deal with them together, expose them together, and deter them together, so as to enhance the public's concept of the rule of law and awareness of fire prevention. Continue to promote the implementation of the reward mechanism for reporting illegal wildland fires, widely rely on the masses, mobilize the masses, and build a solid people's defense line for fire prevention and control.

(5) Strengthen information reporting. The forest fire prevention and extinguishing headquarters of each district shall designate a contact person, and during the operation period, summarize and report the practices, experience and results of the special action in a timely manner.
