The spring ploughing incident in Jianhua Town, Kailu County, Inner Mongolia is boiling, and with a report on the situation in Kailu County, the whole incident is about to come to an end. The whole bulletin answered the three questions that the media and netizens were most concerned about, especially the third point:

The punishment of Ji Haoyun is too heavy, and young cadres must have momentum and dare to break the situation, and they can be trained and reused

Ji Yunhao, deputy secretary of the Jianhua Town Party Committee, was dismissed from his post and given an intra-party warning on the grounds that he "treated the masses with an arrogant attitude, rude language, and incorrect working methods." The definition of intra-party warning handling is:

According to Article 9 of the "Regulations on Disciplinary Sanctions of the Communist Party of China" (2015 Edition), Party members must not be promoted within the Party or recommended to non-Party organizations for positions outside the Party that are higher than their original positions within one and a half years of receiving a warning or a serious warning within one and a half years.

I don't think there is anything wrong with Ji Yunhao's dismissal, and the reasons for his dismissal are also valid; however, I think the punishment of being given an intra-party warning is a bit too heavy, for three reasons:

1. Ji Yunhao is still very young, and young cadres should be given more opportunities:

According to the information published on the Internet: Ji Yunhao, male, Mongolian, born in March 1990, university degree, member of the Communist Party of China. Enlisted in December 2007, transferred to another job in December 2009, joined the work in July 2012, and after more than 10 years of training, he was promoted to deputy secretary of the Party Committee and member of the political and legal committee of Jianhua Town, Kailu County, Tongliao City, Inner Mongolia Autonomous Region, and is currently only 34 years old.

The author has consulted a large amount of information on the Internet, and the average age of leading cadres at the deputy section level on the mainland is about 40 years old, which shows that it is indeed not easy to be promoted at the grassroots level; Ji Yunhao is only 34 years old, and being able to serve as a leading cadre with real power at the deputy section level shows that he is still very capable of work, and he has been inspected by the organization.

With regard to young cadres, as long as there are no problems with economic problems or problems in their style of life, do we give them education as the main thing and punishment as the last? In this way, if they are given an intra-party warning, even if the punishment period has passed, the "intra-party warning" will be recorded in their personal files, and this will be extremely detrimental to their personal growth, and even if they perform well in the future, they may become an obstacle and a stain in the process of promotion, and this will be a bad example for young cadres: They are afraid of making mistakes in their work, they dare not make mistakes, and they have lost the courage and momentum that young leading cadres should have.

What are the characteristics of young people? What kind of do we want young cadres to be? Should they be as cunning and all-encompassing as bastards who have been bastards for decades? Or do we hope that they can maintain the blood and enthusiasm of young people? Is this more conducive to breaking the situation in work?

Second, Ji Yunhao's work methods in this "spring ploughing" incident, is there any problem?

This problem has been clearly stated in the notice issued by Kailu County, and the masses have also understood it clearly through online videos, and there are indeed problems such as "arrogant attitude, rude language, and improper working methods". But this question should also be viewed on a case-by-case basis, and it should be viewed with dialectical thinking:

Ji Yunhao is the executor, and he must resolutely implement the resolution of the county party committee and the county government, and this is very clear in the first article of the circular, and the land use fee for the newly added cultivated land must be increased, and some peasants have already paid it. In this article, we will not discuss whether this provision or resolution is reasonable and compliant, and only focus on Ji Yunhao as the executor, not the decision-maker.

Ji Yunhao's way of working is indeed inappropriate, but it is also necessary to make it clear that in the process of grassroots governance, the attitude is not resolute and not strong, and a lot of work is difficult to handle.

Ji Yunhao said that he "doesn't understand the law", which pierced the hearts of many ordinary people. He really shouldn't have said that, but let's think about it, as deputy secretary of the town party committee and member of the political and legal committee, no matter how much he doesn't understand the law, he understands the law better than the common people and ordinary non-political and legal cadres. If two people quarrel and scold two angry words and hurtful words, it can only show that the qualitative is not enough, and it cannot show that he really doesn't understand the law.

Therefore, Ji Yunhao does have to bear the corresponding responsibility, but the specific problems are analyzed in detail, as a young leading cadre, the cultivation is not enough, but it is better than the mud, education, cultivation and training, as long as these shortcomings can be corrected, they still have to be given the opportunity to grow.

Third, we should not be picky about the public opinion environment, and we should be more tolerant and understanding of young cadres and the government

The handling of this incident is largely due to the fermentation of the Internet after the media exposure, whether we are from the media or netizens, we must have the ability to think independently, we must have a dialectical approach to look at the emergence of problems, we cannot be "one-size-fits-all", we cannot "overkill", we cannot "shout and shout" as soon as there is a problem, and we must "remove ourselves from our posts and investigate it". Often, these people may not even be able to handle their own family problems, let alone the problems of grassroots governance.

So we can't follow the clouds, see the wind is the rain, the road is uneven and draw the knife, look first, wait first, let the bullets fly for a while, we have an ancient saying that "the prodigal son does not change his money", we can look at the problem with a critical eye on the work of party members and cadres and government departments, but in the process of dealing with the problem, we still have to weigh the pros and cons, and "change if there is a mistake" is not good?

■Final Words:

After the Third Plenary Session of the 11 th CPC Central Committee, the strategic principle of "revolutionizing, rejuvenating, intellectualizing, and professionalizing" the contingent of cadres was put forward, and it was written into the party constitution at the 12 th CPC National Congress. The country needs more young people to build and more young people to lead, as Deng Gong said in 1983 when he met with the delegation of the Central Committee of the Communist Party of India, "for young cadres, we must encourage, we must help, and we must break superstitions."

So what is encouragement and how is help?
