What is Terrorism?
Terrorism refers to the propositions and behaviors that create social panic, endanger public safety, infringe on persons and property, or coerce state organs and international organizations to achieve their political, ideological, or other goals through violence, sabotage, intimidation, or other means.
On December 27, 2015, the 18th Session of the Standing Committee of the 12th National People's Congress of the People's Republic of China passed the Counter-Terrorism Law of the People's Republic of China, which came into force on January 1, 2016, in order to prevent and punish terrorist activities, strengthen counter-terrorism efforts, and safeguard national security, public safety, and the safety of people's lives and property.

What is Terrorism?
Terrorist activities refer to the following acts of a terrorist nature:
(1) Organizing, planning, preparing to carry out, or carrying out activities that cause or intend to cause casualties, major property losses, damage to public facilities, social disorder, or other serious social harms.
(2) Advocating terrorism, inciting the commission of terrorist activities, or illegally possessing items that promote terrorism, or forcing others to wear clothing or symbols that promote terrorism in public places.
(3) Organizing, leading, or participating in terrorist organizations.
(4) Providing support, assistance, or facilitation such as information, funds, materials, labor, technology, and venues for terrorist organizations, terrorist personnel, or terrorist activities or terrorist activity training.
(5) Other terrorist activities.

What is a terrorist crime?
The so-called violent terrorist crime refers to an offensive criminal act that uses violent means or threats of violence to target specific or unspecified persons or objects, deliberately endangers the safety of others' persons, lives, property, and social security, and causes serious consequences. Violent cases with the following characteristics may be found to be serious violent terrorist cases:
(1) Endangering national security or public safety. Endangering national security refers to acts that endanger national sovereignty, independence, territorial integrity, and security, with the intention of changing the basic social system stipulated in the national constitution. Endangering public safety refers to endangering the life, health, or safety of major public or private property of an unspecified number of people.
(2) It has a distinct anti-social nature.
(3) Presents a high degree of organization.
(4) Causing serious harmful results. National security and public safety are the most important legal interests protected by civil law, and serious violent terrorist cases are precisely the infringement of these two important legal interests.
(5) The criminal methods are fierce and cruel.

What should we do?
Citizens should be aware that national counter-terrorism is a responsible approach for the lives and property of every citizen, and citizens have the responsibility to cooperate.
(1) Do not advocate terrorism or extremism or incite terrorist or extremist activities.
(2) Do not produce, disseminate, or illegally possess items that promote terrorism or extremism.
(3) Actively cooperate with the staff of state organs to perform their duties in accordance with the law.
