Opinions on improving the volunteer service system in the new era

Charity and Public Welfare Newspaper Volunteer service is an important symbol of social civilization and progress, and it is a vivid practice for the Party to guide and mobilize the people to contribute wisdom, create a better life, and achieve the goal of struggle in the new era. In order to promote the high-quality development of volunteer service, with the consent of the Party Central Committee and the State Council, the following Opinions are hereby put forward on improving the volunteer service system for the new era.
1. General requirements
To improve the volunteer service system in the new era, it is necessary to adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and the Second Plenary Session of the 20th Central Committee, adhere to the leadership of the Party, adhere to the supremacy of the people, adhere to the guidance of values, adhere to the concept of systems, persist in educating people through practice, persist in pragmatic innovation, cultivate and practice the core values of socialism, carry forward the volunteer spirit of dedication, fraternity, mutual assistance, and progress, improve the volunteer service system that meets the requirements of the new era and has Chinese characteristics, and promote the construction of a volunteer service system that everyone is responsible for. A community of social governance that everyone is responsible for and enjoys by all, and unites the broad masses of the people to unite and strive for the great cause of building a strong country and national rejuvenation in an all-round way with Chinese-style modernization.
The main goals are: by 2035, a systematic, scientific, standardized, coordinated and efficient volunteer service system and work system will be basically formed, with excellent quality and standardized management of the volunteer team, continuous expansion of service fields, significant improvement of service capacity, and more prominent role in helping economic and social development; The position network covers a wide range of positions, the layout is reasonable, and the institutional guarantee is more powerful; in-depth development of international cooperation and exchanges in volunteer service; The social participation rate and activity of volunteer service have been greatly improved, the awareness of full social responsibility and dedication has been generally enhanced, and volunteer service has become an important symbol of a socialist cultural power.
2. Complete a mobilization system for volunteer service with full participation
1. Give full play to the advantages of organization and mobilization. Strengthen ideological and political mobilization, and guide the broad masses of cadres and masses to actively participate in volunteer service. 3. Improve emergency mobilization capabilities. 2. Promote the docking of supply and demand. Adhere to demand-oriented, goal-oriented, and effect-oriented, accurately grasp the people's urgency, hardship and hope, combine meeting needs with leading needs, optimize service methods, form long-term mechanisms, and realize the normalization, facilitation, and precision of volunteer service. Carry out centralized services, seize opportunities such as important festivals and festivals, and organize inclusive volunteer services with rich connotations and diverse forms. Deepen daily services, rely on the stations around the masses, give play to the role of window units, and carry out long-term and continuous volunteer services. Strengthen the quality and efficiency management of the whole process, do a good job in effect evaluation, and improve service content and implementation methods. 2. Strengthen organizational construction. Persist in placing equal emphasis on guiding development and regulating management, guiding volunteer service organizations to improve internal governance, carrying out activities in accordance with laws and regulations, and increasing social credibility. Improve the recruitment and registration system for volunteers, formulate codes of conduct and service norms, and clarify rights and obligations. Complete mechanisms for incubating volunteer service organizations, guiding and supporting their initial operations and maturity. Improve systems for the registration and management of volunteer service organizations, and support the lawful registration of volunteer service organizations that meet the requirements. Like-minded volunteers are encouraged to form teams, and under the leadership of grassroots Party organizations, relying on carriers such as Party and Mass Service Centers, New Era Civilization Practice Centers (Institutes, Stations), and Social Work Service Stations, to carry out services in an organized manner. Improve the supervision and management system, improve the dynamic management and exit mechanism. 3. Improve ability and quality. 5. Complete a system of volunteer service positions that cover a wide range of areas

6. Improve the volunteer culture system with distinctive characteristics

3. Enhance the awareness of volunteer culture. 8. Construct a new pattern of international cooperation and exchanges in volunteer service

9. Strengthen organizational leadership
