2024 Public Contest Announcement for Civil Servants

In accordance with the "Civil Servants Law of the People's Republic of China", "Measures for the Open Selection of Civil Servants", "Interim Measures for the Management of Staff Mobility in Organs and Institutions in Wuqing District" and other relevant provisions, combined with the actual situation of our district, the relevant matters are hereby announced as follows:
1. Compare positions
A total of 15 district-level units were involved in the open competition, and 39 civil servants at and below the section level were selected

2. Scope and conditions of registration
The open competition is for civil servants who have been registered as civil servants in Wuqing District and are on the job (including those who are managed with reference to the Civil Servant Law);
Applicants should meet the following qualifications:
1. Have a firm political stance and excellent political quality, enhance the "four consciousnesses", strengthen the "four self-confidences", and achieve the "two maintenances";
2. Have good professional quality, good conduct, outstanding performance, and be recognized by the masses;
3. Have the ability and work experience required by the position, and should currently hold a position rank at the same level as the position applied for;
4. Have a bachelor's degree or above;
5. In the past 3 years, there is no basic competency or below in the annual assessment;
6. Have the physical condition and psychological quality to perform duties normally;
7. Meet other conditions stipulated by laws and regulations and job requirements.
The number of years of work experience, years of service experience and age are calculated as of April 2024.
In any of the following circumstances, you are not allowed to register for this competition:
1. Expelled from the Communist Party of China;
2. Being lawfully listed as a target of joint disciplinary action for untrustworthiness;
3. Those suspected of violating discipline or law and are being reviewed and investigated by the relevant specialized organs and have not yet reached a conclusion;
4. Receiving admonitions, organizational dispositions, Party discipline and government sanctions, or other such influences before the expiration of the period of influence or impacting use at the end of the period;
5. Newly hired township civil servants who have worked in town organs for less than 5 years (including the probation period), and who have not completed 2 years of grassroots training;
6. Those who are still on probation or have been promoted to a leadership position for less than 1 year;
7. Other circumstances stipulated by laws and regulations;
8. After applying for the examination, it constitutes a recusal from office.
3. Examination and evaluation
The assessment includes a written test, a comprehensive evaluation and an interview, focusing on the ability to analyze and solve problems under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, as well as the study and implementation of the spirit of the 20th National Congress of the Communist Party of China. The total score of the assessment is synthesized according to the ratio of written test score, comprehensive evaluation score, and interview score of 3:3:4.
Fourth, procedural steps
(1) Job inquiry
The contents, number and qualifications of the selected positions can be found in the "Wuqing District 2024 Open Competition Civil Servant Position List"
(2) Registration and qualification review
1. On-site registration
The registration adopts a combination of individual voluntary and organizational recommendation, and each person is limited to one position.
The registration time is from 9:00 on April 23, 2024 to 16:00 on April 29, 2024.
The registration location is: Civil Servant Section 1 of the Organization Department of the District Party Committee (Room 407, Building A, District Administration Center).
When registering, you need to provide your ID card (original and copy), academic degree certificate (original and copy), proof of work experience, the "Wuqing District 2024 Open Competition Civil Servant Registration Recommendation Form" (see Annex 2 for details) and other materials required by the public competition.
2. Eligibility
The Organization Department of the District Party Committee will conduct a qualification review of the candidates and reply to the candidates in a timely manner with the results of the qualification review. For those who fail to pass the qualification review, the reasons for the rejection are to be clearly informed.
Qualification review time: 9:00 on April 23, 2024 to 16:00 on April 30, 2024.
Qualification review runs through the whole process of open competition, applicants must fill in personal information in a realistic manner, where fraud, once verified, will cancel the public selection qualifications, and notify the unit.
(3) Written examination
1. Written test subjects
The written examination adopts a closed-book method, and those who have passed the qualification examination can participate. It mainly tests the comprehensive quality of the applicants, such as the level of policy theory, the ability to analyze and solve practical problems, and the ability to express themselves in writing, with a full score of 100 points, and those with a written test score of less than 60 points cannot enter the comprehensive evaluation link.
2. Written test time
The written test will be held on May 7, 2024, and the specific location will be notified separately. Applicants must present their valid ID card (second generation) to take the test.
3. Score inquiry
The organization department of the district party committee will give feedback on the results to the participants in the written test. According to the order of the written test results from high to low, the list of interviewers will be determined according to the ratio of 3:1 between the number of interviewers and the number of planned candidates. If the number of applicants is less than 3:1, all will enter the interview process.
(4) Comprehensive evaluation
Interviews, viewing materials, verifying with the applicant's original unit and relevant departments, etc., focusing on the knowledge and ability related to the position, as well as the actual performance in daily work and major tasks, the full score is 100 points, and the comprehensive evaluation is less than 60 points can not enter the interview process. The specific time and place will be notified separately.
(5) Interview
The interview is conducted in the form of a structured interview, which is organized and implemented by the Organization Department of the District Committee, with a full score of 100 points. After the interview, the total score of the examination will be sorted from high to low (if the total score is the same, the higher interview score will be preferred), and the personnel to be hired will be determined according to the ratio of 1:1. The specific time and place will be notified separately.
(6) Collectively study and determine the personnel to be appointed
In accordance with the principle of matching personnel and posts, each unit shall collectively study and determine the personnel to be appointed. If there is no suitable person after research, the position may be vacant.
(7) Personnel probation and regularization
The probationary period system shall be implemented for the proposed personnel, and the probationary period shall be three months. At the end of the probationary period, those who pass the examination by the employing unit shall go through the formalities for the transfer of personnel relations; at the end of the probationary period, those who fail to pass the examination shall be returned to their original work unit and arranged for work according to their status categories and job levels before the open comparison and selection.
