Guidelines for the Reserve of Digital Agriculture Construction Projects

This guide is formulated in accordance with the "14th Five-Year Plan" for the construction of digital agriculture (hereinafter referred to as the "Plan") and the requirements for the management of agricultural construction projects invested in the central budget, combined with the actual situation of digital agriculture project reserve and declaration.

1. National agricultural and rural big data platform construction project

(1) Construction requirements

In accordance with the relevant requirements of the national government informatization construction, the overall design of the big data architecture and information system construction of the Ministry of Agriculture and Rural Affairs should be coordinated, and the existing software and hardware infrastructure should be fully utilized to transform and upgrade the "agricultural and rural cloud" infrastructure, build a big data general support system, improve the comprehensive business system, scientific research collaborative innovation platform, and build a single variety of big data analysis and application center for the whole industry chain, so as to form a unified national agricultural and rural big data platform to realize data resource sharing, intelligent early warning and analysis, and improve agricultural agriculture The level of management service ability and scientific decision-making in the village field.

(2) Construction content

1. Transform and upgrade the "agricultural and rural cloud" infrastructure, big data general support system, integrated business system, and agricultural and rural scientific research collaborative innovation platform. In accordance with the relevant requirements of the "Plan".

2. Big data analysis and application center for the whole industry chain of a single variety. Focusing on the market analysis and forecasting of key varieties and the demand for production guidance services, improve the ability of big data analysis and prediction of the whole industrial chain of a single variety, and focus on the construction of the following contents:

(1) Construct a special database of the whole industrial chain of a single variety, and gather data resources such as production, processing, storage and transportation, sales, consumption, trade, cost and income.

(2) Construct a single-variety whole industry chain analysis, forecasting and decision-making service system, establish a single-variety full-chain data mining and analysis, intelligent decision-making model, research and development of production conditions, market situation, supply and demand balance and other component modules, to achieve output forecasting, market forecasting, policy evaluation, logistics monitoring, consumption monitoring, resource management, early warning of pests and diseases, public opinion analysis and other functions, to provide a single variety of big data regular analysis report and "online real-time query" services.

(3) Develop a single-variety big data display module to realize the visualization of single-variety big data.

(3) Reserve conditions

The "agricultural and rural cloud" infrastructure, big data general support system, integrated business system, scientific research collaborative innovation platform and other project application units are dispatched agencies and directly affiliated units of the Ministry of Agriculture and Rural Affairs.

The application unit of the big data analysis and application center of the whole industrial chain of a single variety is a unit directly under the Ministry of Agriculture and Rural Affairs, a university of higher learning, and a provincial scientific research institute, and at the same time has the following basic conditions: 1. It has a stable data acquisition channel, and has mastered a relatively complete data resource in the production, processing, consumption, and trade of a single variety in this field; 2. It has a high-level talent team and has the domestic leading data collection, mining, analysis and service capabilities in this field; 3. It has sound rules and regulations and a good operating mechanism.

The applicant of the big data analysis and application center of the whole industrial chain of a single variety should also study and deploy the following work, and explain it in detail in the feasibility study report: 1. The management team and management mechanism of the center;2.The data sharing mechanism;3.The data products and data services that are formed;4.The preliminary arrangements for the operation and maintenance of the software and hardware platform, scientific research, personnel, daily operation, etc.;5.The commitment to abide by the relevant regulations on the big data analysis and application center of the whole industry chain of a single variety. For national agricultural and rural big data platform projects, please communicate with the Department of Market and Information Technology of the Ministry of Agriculture and Rural Affairs before applying.

(4) The scale of central investment

If the applicant is a dispatched agency, a unit directly under the Ministry of Agriculture and Rural Affairs, or a university directly under the central government, the proportion of investment in the central budget shall be 100%, and if the applicant unit is a provincial-level scientific research institute or a local university, the proportion of investment in the central budget shall not exceed 70%, 80%, 90%, and 90% of the approved total investment in the eastern, central, western, and northeastern regions respectively, and shall not exceed 10 million yuan.

2. The construction project of the National Digital Agriculture Innovation Center

(1) Construction requirements

National Center for Digital Agriculture Innovation. Facing the major needs of digital application innovation in agriculture and rural areas, tracking the frontier of digital technology innovation, carrying out basic common, strategic, and cutting-edge research on smart agricultural technology, focusing on the research and development of smart agricultural innovation technology products with independent intellectual property rights, undertaking the formulation and revision of basic common key standards and general technical specifications in the field of agricultural and rural informatization, and promoting the establishment of a smart agriculture technology standard system; taking the lead in organizing innovation sub-centers and related units in this field, and proposing medium and long-term solutions The roadmap for technological research will promote collaborative innovation and the transformation and promotion of achievements, and provide technical support for the construction of the national agricultural and rural big data platform and the national digital agriculture innovation and application base.

National Sub-center for Digital Agriculture Innovation. It is divided into two categories: sub-variety innovation sub-center and sub-regional innovation sub-center. The sub-center of innovation by variety mainly focuses on the differentiated needs of specific varieties of application scenarios, carries out basic, critical and leading technology research in view of the shortcomings of smart agricultural products and technology applications in this professional field, develops advanced and applicable smart agricultural technology products with independent intellectual property rights, forms integrated solutions, application service models and technical product systems for specific varieties of smart agriculture, and undertakes smart agriculture standards and general technologies in this professional field The formulation and revision of the norms put forward a long-term roadmap for technical research in the professional field, promote the transformation of achievements in the professional field, and promote the construction of a national digital agriculture innovation and application base by the collaborative innovation center. The sub-regional innovation sub-center mainly focuses on the differentiated needs of specific regional application scenarios, localizes the digital technology and products of the innovation center and the innovation sub-center by variety, develops digital technologies and products suitable for the characteristics of the region, and promotes the construction of the national digital agriculture innovation and application base by the collaborative innovation center.

(2) Construction content

Focus on the original innovation and introduction, digestion, absorption and re-innovation of smart agricultural products, make full use of the existing foundation, purchase and upgrade special scientific research software, special instruments and equipment, special facilities and devices closely related to smart agriculture according to the positioning of this project, transform the specific experimental environment, and build a platform for the research and development and integrated innovation of related technology products.

(3) Reserve conditions

The application unit of the National Digital Agriculture Innovation Center is a unit directly under the Ministry of Agriculture and Rural Affairs, a university of higher learning, and a provincial-level scientific research institute, and at the same time has the following basic conditions: 1. The research and development of digital technology in this field is in a leading position in China, has the conditions for national scientific research and experiments, and has built a large-scale smart agriculture research demonstration base and achievement transformation base; 2. The annual scientific research fund invested by the innovation sub-center in key technology research in this field is not less than 5 million yuan, and the full-time R&D personnel is not less than 100 people; 3 There is a high-level scientific research team and the ability to undertake innovative tasks in this field; 4. The rules and regulations are sound, and the operating mechanism is good.

The application units of the National Digital Agriculture Innovation Sub-center and the Sub-regional Innovation Sub-center are units directly under the Ministry of Agriculture and Rural Affairs, colleges and universities, provincial-level scientific research institutes or related enterprises, and at the same time meet the following basic conditions: 1. The research and development of digital technology in this field is in an advanced position in China, with scientific research and experimental conditions at or above the provincial level, and has undertaken relevant major scientific research projects at or above the provincial level in the past three years; 2. The annual scientific research funds invested by the innovation sub-center in key technologies in this field shall not be less than 5 million yuan, and the full-time R&D personnel shall not be less than 5 million yuan 100 people (including the innovation sub-center declared by the enterprise, the annual innovation sub-center invests no less than 20 million yuan in scientific research funds for key technology research in the field, and no less than 200 full-time R&D personnel); 3. Have a high-level scientific research team and have the ability to undertake innovation tasks in this field; 4. Have sound rules and regulations and good operating mechanism. The above conditions need to be elaborated in the feasibility study report and attached with relevant supporting materials.

The applicant should also study and deploy the following work, and explain it in detail in the feasibility study report: 1. Put forward the daily management and scientific research team structure of the innovation center (sub-center), including the director of the center (responsible for the administrative management of the center), the technical committee (responsible for the scientific research management of the center) and the chief expert, the division of labor of the scientific research team and the preliminary consideration of the person in charge of each scientific research business direction; 2. Put forward the plan and implementation roadmap of digital agricultural technology in this field in the next five years, and the expected possible innovations 3. According to the functional orientation of the center, consider the cooperation with the innovation center in related fields and the national digital agriculture innovation and application base; 4. Propose the preliminary arrangements for the operation and maintenance of the center's software and hardware platform, scientific research, personnel, daily operation and other funds in the next five years; 5. Promise to abide by the relevant regulations on the innovation center (sub-center).

In 2024, it is planned to support the National Digital Plantation (Maize) Innovation Sub-center, the National Digital Plantation (Soybean) Innovation Sub-center, the National Digital Plantation (Cotton) Innovation Sub-center, the National Digital Plantation (Oil) Innovation Sub-center, the National Digital Farming (Tea) Innovation Sub-center, the National Digital Animal Husbandry (Beef Cattle) Innovation Sub-center, the National Digital Animal Husbandry (Sheep) Innovation Sub-center, the National Digital Facility Agriculture (Plant Factory) Innovation Sub-center, the National Digital Animal Breeding (Animal Breeding) Innovation Sub-center, National Digital Agriculture Equipment (Agricultural Sensor) Innovation Sub-center, National Digital Agriculture Equipment (Intelligent Agricultural Machinery North) Innovation Sub-center, National Digital Agriculture Regional (Central China) Innovation Sub-center, National Digital Agriculture Regional (South China) Innovation Sub-center, National Digital Agriculture Regional (Beijing-Tianjin-Hebei) Innovation Sub-center, National Digital Agriculture Regional (Yangtze River Delta) Innovation Sub-center.

For units directly under the Ministry of Agriculture and Rural Affairs and universities directly under the central government, the total number of projects to be declared by each independent legal entity shall not exceed one, and the number of projects submitted by each province (autonomous region, municipality) shall not exceed one per year if they are local projects. Please communicate with the Department of Market and Information Technology of the Ministry of Agriculture and Rural Affairs before applying.

(4) The scale of central investment

If the application unit of the innovation center and the sub-variety innovation sub-center is a unit directly under the Ministry of Agriculture and Rural Affairs or a university directly under the central government, the proportion of investment in the central budget shall be 100%, and if the reporting unit is a provincial-level scientific research institute or a local university, the proportion of investment in the central budget shall not exceed 70%, 80%, 90% and 90% of the approved total investment in the eastern, central, western and northeastern regions, and shall not exceed 20 million yuan and not more than 10 million yuan. If the enterprise declares, the proportion of investment in the central budget shall not exceed 20% and shall not exceed 6 million yuan according to the local project management.

3. Construction project of national digital agriculture innovation and application base

(1) Construction requirements

Focusing on the convergence and development of the innovation chain and the industrial chain, we will build a number of digital agriculture innovation and application bases, connect with the national digital agriculture innovation center and sub-centers, realize the integrated application of related technology products, pilot maturation, standard verification, demonstration and promotion, etc., promote the exploration of the digital transformation path of key varieties of industries, help cultivate digital agricultural enterprises, establish a digital agriculture development ecology integrating production, education, research and application, and provide a replicable and promotable application model for the whole country.

(2) Construction content

Focusing on one major agricultural product or a category with the same technical needs, select a relatively concentrated and contiguous area with a certain scale within the county, purchase domestic digital agriculture-related facilities and equipment, develop an integrated management platform, and establish an integrated digital agriculture application system that connects information collection, analysis and decision-making, operation control, and intelligent management. Specifically, there are five types: the National Digital Planting Industry Innovation Application Base, the National Digital Facility Agriculture Innovation Application Base, the National Digital Animal Husbandry Innovation Application Base, the National Digital Fishery Innovation Application Base, and the National Digital Seed Industry Innovation Application Base. The construction of innovative application base needs to aim at the practical problems that need to be solved urgently for industrial development, and put forward digital solutions, and the scheme has technological innovation, economy and popularization. The specific construction tasks and technical parameters can be appropriately adjusted according to different regions, varieties, scales, and production methods on the basis of referring to the latest version of the "Technical Guidelines for the Construction of National Digital Agriculture Innovation and Application Bases" (issued by the Department of Market and Information Technology of the Ministry of Agriculture and Rural Affairs in a separate document).

(3) Reserve conditions

The main body of the project application is the county-level people's government, which is responsible for project declaration, process management, and implementation supervision. The construction unit is the county-level agricultural and rural (animal husbandry, veterinary, fishery) administrative department, which is responsible for the specific implementation of the project and assumes the responsibility of the main body of the project legal person. The project investment method is direct investment. Beidahuang Agricultural Reclamation Group Co., Ltd. and Guangdong Provincial General Administration of Agricultural Reclamation refer to the relevant requirements and take farms at and above the county level as the main body and construction unit.

The county to be declared shall meet the following conditions at the same time: 1. The agricultural products selected for the construction of the base should be the leading agricultural varieties in the county, and the output value scale ranks among the top 10 in the province, and has achieved scale, standardization and industrialization, and the industrial chain is complete, and the integration of primary, secondary and tertiary industries has been basically realized; 2. The local government attaches great importance to the construction of digital agriculture, and has formulated relevant plans and supporting policies to support the development of digital agriculture, and the construction of digital agriculture has a solid foundation, outstanding results, and strong financial supporting capacity; 3. After the project is approved, the applicant undertakes to promote the innovation application base to form a close guidance and cooperation relationship with the national digital agriculture innovation center and sub-centers in this field, and support it to carry out the integrated application of relevant technical products, pilot maturation, standard verification, demonstration and promotion in the base;4. Each agricultural production and operation entity supported by this project to upgrade the informatization transformation should have independent legal personality, no dishonesty, etc., continuous production and operation for more than 3 years, and the current production and operation conditions are good, and have the ability to raise self-supporting funds and the personnel and technology of the operation and maintenance project, which can ensure the long-term operation after the completion of the project. The above conditions need to be elaborated in the feasibility study report and relevant supporting materials should be provided. Priority will be given to supporting agricultural and rural information demonstration bases to apply for this project. Counties that have undertaken pilot projects for the construction of digital agriculture since 2017 are not included in the scope of the reserve.

The main body of the application should also study and deploy the following work, and explain in detail in the feasibility study report: 1. Establish a project management mechanism in which the county-level people's government is responsible for the overall responsibility, the agricultural and rural departments are leading, and the technical units are supported, and the rights and responsibilities of the above parties are clarified; 2. Establish a base management mechanism, clarify the person in charge of the base, be responsible for the daily management and liaison of the base, and set up a base expert group, which is responsible for the technical guidance of the base construction, operation, application and promotion; 3. In the in-depth study of the practical problems that need to be solved urgently in the development of the industry On the basis of the question, a detailed information solution and related construction content are proposed, and the technological innovation points are explained, and the original text of the "Technical Guidelines for the Construction of National Digital Agriculture Innovation and Application Bases" is deemed invalid; 4. In principle, domestic equipment and technology should be used in the construction of the project, and if it is really necessary to partially adopt foreign equipment or technology, it should be clearly put forward and the necessity should be explained one by one;5. Establish cooperation with national digital agriculture innovation centers and sub-centers in relevant fields to support the pilot maturation, standard verification, and integrated innovation of digital agriculture-related technology products, and provide necessary test conditions and test data;6. Clarify special funding channels and professional and technical personnel to ensure the continuous operation of information equipment and information systems, as well as necessary maintenance, updating, and iterative upgrading, and continue to play a role in actual production and operation;7. Cooperate with the National Digital Agriculture Innovation Center to report data in a specified manner, frequency, and address;8. Strengthen network security and data security protection from all aspects such as system construction, hardware configuration, system setting, and personnel management, and implement the requirements of "synchronous planning, synchronous construction, and synchronous operation" to prevent abnormal operations. 9. Promise to abide by the relevant regulations on innovation and application bases. The above must not be missing. The national digital planting industry and digital seed industry innovation and application base shall not be less than 10,000 mu, of which the orchard shall not be less than 5,000 mu; the construction scale of the national digital facility agriculture innovation and application base shall not be less than 200,000 square meters, and the modern facility agriculture construction projects that meet the construction layout of the "National Modern Facility Agriculture Construction Plan (2023-2030)" will be given priority support under the same conditions; and the annual slaughter capacity of pig farms shall not be less than 50,000 heads and the inventory of dairy farms shall not be less than 1,000 in the national digital animal husbandry innovation and application base The number of beef cattle farms shall not be less than 1,000 heads, the number of eggs and poultry farms shall not be less than 250,000, the annual number of meat and poultry farms shall not be less than 500,000, and the annual stock of sheep farms shall not be less than 10,000 heads; in the national digital fishery innovation and application base, the area covered by pond breeding shall not be less than 5,000 mu, and the water body of land-based factory breeding and cage aquaculture shall not be less than 100,000 cubic meters. If the scale requirements are not specified, reference can be made to the categories of agricultural products with similar planting and breeding environments, growth processes, and agricultural technology and agronomic requirements. The name of the declared project is uniformly set as "XX Province (Autonomous Region, City) XX County (City, District) National Digital Planting/Facility Agriculture/Animal Husbandry/Fishery/Seed Industry Innovation and Application Base Construction Project (XX Variety)".

The agriculture and rural (agriculture and animal husbandry) departments (committees and bureaus) of all localities shall coordinate the work of applying for projects by the animal husbandry and fishery departments in their respective regions, and those who set up separate administrative departments for animal husbandry and fishery may apply for one project in their own industry. The total number of declarations per year for each province (autonomous region, municipality) and the Xinjiang Production and Construction Corps shall not exceed 3, the total number of declarations for each city with separate planning shall not exceed 1, and the total number of declarations for agricultural reclamation in Beidahuang and Guangdong Province shall not exceed 1. At the same time, each province shall apply for no more than 2 projects of the same category per year, and from 2021 onwards, no more than 5 projects of the same category will be built in each province.

(4) The scale of central investment

For projects declared by the Tibet Autonomous Region, the proportion of investment in the central budget shall be 100%, and the eastern, central, western and northeastern regions shall not exceed 40%, 50%, 60% and 60% of the approved total investment respectively, and shall not exceed 20 million yuan. For the application projects of Beidahuang Agricultural Reclamation and Guangdong Agricultural Reclamation, the proportion of central investment shall be implemented with reference to the local area.

The investment in the central budget shall not be used for civil engineering and non-digital equipment, and the funds for software development (including software purchase) shall not exceed 3 million yuan. In the complete set of equipment, the part of the infrastructure that can be priced separately and does not contain information content, such as irrigation facilities, pipelines, cages, etc., should be included in the non-digital equipment. The project to be declared should be coordinated to solve the long-term operation and maintenance funds of the project to ensure that the project plays a role in the long term.
