Riding a bicycle on the road was fined 50 for not having a license

According to Qilu news, Mr. Wang said that the traffic police said that his bicycle did not have a license plate and would be fined. The traffic police on duty replied that what kind of car does not have a license plate on the road, and even the shared bicycle has a steel seal. Mr. Wang said that although he was very puzzled, he thought that the traffic police could issue a fine normally, and there might indeed be regulations, so he scanned the code on the spot and paid a fine of 50 yuan. Mr. Wang said that he was a native of Nanjing, and that none of the bicycles he saw on the road had license plates, nor had he heard of anyone who had licensed them.

According to Article 26 of the "Jiangsu Provincial Road Traffic Safety Regulations", "the following non-motor vehicles shall be registered with the traffic management department of the public security organ of the city or county (city) where the owner resides, and can only be driven on the road after obtaining the license: (1) electric bicycles, (2) motorized (road-type electric) wheelchairs for the disabled, and (3) other types of non-motor vehicles that shall be registered according to the provincial people's government." Vehicles such as electric two-wheeled vehicles and motorized (road-type electric) wheelchairs for the disabled that do not meet national standards shall not be registered. "According to this regulation, ordinary bicycles are not required to obtain a license.

In response to the situation that citizens were fined for riding bicycles without a license, the staff of the First Brigade of the Traffic Management Bureau of the Nanjing Municipal Public Security Bureau said that if the citizens do not agree with the handling, they can carry out administrative reconsideration or administrative litigation.
