On April 19, the Henan Provincial Development and Reform Commission issued three drafts for comments on industrial enterprises, incremental distribution networks, family workshops, and whole-village development of source-grid-load-storage integration projects, aiming to promote the construction of source-grid-load-storage integration projects in Henan Province, the first two categories are aimed at industrial and commercial distributed photovoltaic projects, and the latter two types are aimed at rural household photovoltaic projects. The three draft solicitation drafts were issued for public solicitation of the "Implementation Rules for the Source-Grid-Load-Storage Integration Project of Industrial Enterprises in Henan Province (Draft for Comments)", "Implementation Rules for the Integration Project of Source-Grid-Load-Storage in Henan Province for Incremental Distribution Networks (Draft for Comments)", and "Implementation Rules for the Source-Grid-Load-Storage Integration Project in Rural Areas of Henan Province (Draft for Comments)".

Among them, the "Implementation Rules for the Integration of Source, Grid, Load and Storage in Rural Areas of Henan Province (Draft for Comments)" (hereinafter referred to as the "Implementation Rules") points out that the development of distributed photovoltaic and distributed wind power in rural areas will be supported in multiple scenarios, and the transformation of rural areas from single energy consumers to energy prosumers will be promoted. Source-grid-load-storage integration projects in rural areas should follow the principle of "rational allocation, self-generation and self-consumption", determine the appropriate installed capacity according to the load needs, appropriately build energy storage facilities, match the power consumption curve with the power generation curve, and maximize the use of spontaneous green electricity. Encourage self-balancing of electricity to reduce the impact on the operation of the power grid.

In principle, new energy storage facilities should be configured in accordance with the requirements of not less than 20% of the installed power of wind power and photovoltaic power and the duration of not less than 2 hours. The whole village development project shall be equipped with energy storage facilities, and the configuration scale shall not be less than 50% of the installed power of new energy in principle, and the duration shall not be less than 2 hours, and the proportion of self-power supply in the whole village shall not be less than 80%.

Comments: Rural areas are the main battlefield of the residential photovoltaic industry, with strong demand potential for residential photovoltaics. According to data from the Henan Provincial Bureau of Statistics, since 2018, under the steady promotion of urbanization, the number and proportion of rural permanent residents in Henan Province have shown a decreasing development trend year by year, but there is still a huge population base and sufficient household photovoltaic consumption demand. At the end of 2023, Henan Province will have a permanent population of 98.15 million at the end of the year, of which 57.01 million will be urban and 41.14 million will be rural, accounting for 41.9% of the rural population.

In recent years, with the steady growth of the domestic economy, the living standards of residents in rural areas have also continued to improve, driving the continuous growth of electricity consumption of various electrical appliances, and then driving the continuous increase in the demand for household photovoltaic and other energy consumption. In January, February and December, the peak period (including peak) is from 16:00 to 24:00, of which the peak period is from 17:00 to 19:00 in January and December, the trough period is 0:00 to 7:00, and the other periods are flat.
