The Political and Legal Committee of the Tieli Municipal Party Committee promotes the strengthening of the linkage between the political and legal organs and the petition department, and establishes the Tieli Municipal Petition Legal Service Center on the basis of the original petition reception center, integrates the resources of the Municipal Bureau of Justice, the Pre-litigation People's Mediator Committee, and the legal service agency, and sets up a legal consultation reception window and a people's mediation room in the reception hall of the Municipal Petition Bureau, and specially hires 2 senior mediators and 1 lawyer to sit on duty, using rich work experience and outstanding professional advantages to reason and mediate and resolve conflicts. The "two centers" have a division of labor, cooperation, and joint office, effectively giving full play to the integrated operation of "petition reception + legal consulting services + comprehensive mediation", promoting "one-stop acceptance, one-stop service, and package solution" of petition issues, and timely and effectively resolving contradictions at the grassroots level and in the bud. Since 2023, the Petition Legal Service Center has mediated and resolved a total of 368 petition matters such as neighborhood disputes, land disputes, and labor disputes, with a mediation success rate of 96%, truly achieving a good effect of solving problems for the people.
Promote the "diversification" mechanism

Complete working mechanisms for the linkage of interviews and investigations, and interconnect them in areas such as procedural circulation, legal guidance, conflict resolution, and legal services. For letter-or-visit matters that are suitable for mediation resolution, the Letters and Visits Legal Service Center will first mediate and handle them, and full-time mediators will "take the pulse" of the letter-or-visit matters, and on the basis of the parties' willingness, promptly introduce mediation procedures, and do a good job of tracking and scheduling, so as to improve the efficiency of resolving letter-or-visit problems; Since 2023, through the "interview and investigation docking" mechanism, 29 outstanding problems of major and difficult petitions have been resolved in a timely manner, effectively safeguarding the legitimate rights and interests of petitioners. For example, in the petition case of repairing a person's personal injury compensation, which was included in the special management of "treating the heavy and reducing the accumulation", after the legal service center intervened in the mediation, it did a lot of investigation and evidence collection, and contacted relevant units for several mediations, and finally Xiu received reasonable compensation, realizing the conclusion of the case and the resolution of the matter. For particularly complex petition disputes, the center's lawyers will intervene in mediation, explain the law from a legal perspective, and promote the resolution of conflicts and disputes in accordance with the law. Since 2023, lawyers have participated in mediation in 63 petition conflicts, with a mediation success rate of 100%.
Implement standardized management
"Seeking quality and efficiency" to enhance the credibility of "interview docking".
Implement ledger-type cancellation handling of "interview and investigation docking" petition matters, track the implementation of mediation agreements in real time, and make regular return visits through telephone communication, on-site visits, etc., to prevent the return of cases. The Petition Legal Service Center has also established a "green channel" for judicial confirmation with the Tieli Municipal Court, so that the parties can have "peace of mind". For example, in the case of a labor dispute between the petitioner Cui and his affiliated enterprise, after dozens of communications between the center and the parties, the two parties finally agreed to sign a civil ruling on the mediation agreement confirmed by the court. After the return visit, the petitioners recognized the working mechanism, work efficiency, work quality and fairness and justice of the "interview docking", achieved the goal of timely acceptance and completion on schedule, promoted the resolution of petition problems with high quality, and effectively enhanced the credibility and public recognition of petition work.
