Guided by digital development, we will build an in-depth governance system for transportation data that is "full, online, integrated, high-quality, safe, compliant, open, shared, and empowered" around the main line of "aggregation, management, and use".

(1) Gather well: Build full, online, and integrated data aggregation capabilities
In accordance with the work requirements of "one number, one source, one responsibility and one standard", carry out four tasks: data hub, digital combing, data aggregation and data integration, build a data hub system with three-level linkage of provinces, cities and counties (districts) and extend to the whole industry, establish a provincial transportation data resource catalog, promote data classification and integration, multi-source integration, realize the online aggregation of data fresh, complete, accurate and safe, and build an integrated data resource system for transportation.
(2) Good management: Build high-quality, secure, and compliant data management capabilities
Focusing on data resource management needs such as data quality management, data security management, and data compliance management, carry out three tasks: closed-loop management of data quality, three-dimensional protection of data security, and data compliance supervision, establish and improve data quality management mechanisms, continuously improve data quality through data source governance, continuously strengthen data resource classification and grading security protection, data security risk monitoring, and emergency response capabilities, build a solid line of defense for data security, establish a full-life cycle data supervision system, and ensure that all activities are legal, compliant, and efficient.
(3) Make good use of it: Build open, shared, and empowered data utilization capabilities
Focusing on the requirements of demand-oriented and business-oriented work, we will carry out four tasks: data openness, data sharing, data application, and digital ecology, improve the provincial transportation data sharing management system, business processes, and technical support, expand and deepen data analysis, data visualization, ad hoc data query, data service and other capabilities, and promote the digital upgrading of cross-departmental and cross-level businesses such as transportation government services, industry governance, and internal government affairs.

(1) Take the lead in building an industry-wide integrated data governance management system
In view of the common problems in the industry such as unclear data governance responsibilities and imperfect management mechanisms, we have innovatively built a data governance management structure led by the leading group for the reform of "digital government" and the development of "digital transportation" of the department, and coordinated and co-governed by all departments of the department and the municipal and county transportation bureaus, so as to form an organizational management system for the collaborative governance of decision-makers, managers, implementers, service providers, and regulators.
(2) Take the lead in building a data hub system with three-level linkage of provinces, cities, counties (districts).
Relying on the three-level digital platform of provinces, cities and counties (districts), build a data hub system that links provinces, cities and counties (districts) at the three levels and extends to the whole industry, supports the unified aggregation, governance, utilization and external sharing and opening of data in the province and region, and promotes the integration of data resources in the transportation field of the province.
(3) Take the lead in building a "three-layer and five-library" industry data resource system
On the basis of the mainstream data integration idea with the basic database, theme library, and thematic library as the core, comprehensively consider the actual needs of data access, data domain integration, data open utilization, data operation supervision, etc., and promote the construction of five databases of "basic database, theme library, thematic library, service library, and self-managed library" in accordance with the source layer, data warehouse layer, and service layer, so as to support the data gathering, management, and use well of the whole industry.
(4) Take the lead in building a business application-oriented data governance development model
Transform the existing technical thinking with data aggregation and database construction as the main purpose, start from the application needs of telling the story of transportation data and empowering the application needs of key business efficiency such as transportation government services, transportation planning, construction and management, and comprehensive transportation, sort out the requirements of data resources and data governance, and form a business-oriented data governance development idea, with clearer governance goals, more unified governance understanding, and clearer governance paths.
In the context of digital China, it has become a strategic development direction to drive the transformation of production methods, lifestyles and governance methods with digitalization, and it is of great significance to carry out data governance, strengthen data management and promote data utilization to accelerate the modernization of transportation governance system and governance capacity. As the first provincial-level top-level plan for data governance in the field of transportation in China, the Plan can effectively guide the province's transportation data governance work, promote the digital development of transportation, and provide reference for other provinces across the country.
