In order to improve the quality of inland water transport services and help the high-quality development of inland water transport, Jining Port and Shipping Development Center focuses on the construction of Shandong Demonstration Zone, a transportation power, and builds a "Jigang Pass" service platform around the breakthrough strategy of the city's modern port and shipping logistics development, and launches the "Jigang Pass" brand in inland rivers across the country, continuously promotes the deep integration of the Internet, big data, artificial intelligence and port and shipping business services, and strives to create a "Jining model" for the intelligent development of inland waterway shipping.
First, based on the benefit of the people and enterprises, build a service matrix. Focusing on serving the development of the port and shipping economy, we will continue to amplify the effect of smart port and shipping. By aggregating basic information and logistics information such as waterways, ports, locks, ships, hydrology, weather, etc., a "micro-service" matrix of Jining Port and Shipping has been built with information exchange, service interconnection and resource sharing on the platform of "Jigang Pass". The "Jigang Pass" platform has set up six sections: cloud ship inspection, "e-delivery", port cargo, cloud monitoring, information service, and Jizhou Harbor, and 92 businesses have been handled through one network and shared across the whole network, realizing "one map coverage" for dispatching and command, "one-touch visualization" for port and shipping dynamics, and "one-network operation" for information services.
Second, pay close attention to the promotion and application, and comprehensively improve quality and efficiency. Focus on the work of "application promotion, expansion and quality improvement, brand promotion, and achievement transformation", consolidate responsibilities and clarify tasks. Formulate the "Implementation Plan for the Breakthrough Year of Jigang Connect" Application and the "Scheduling and Monitoring Work Guide", strengthen supervision and assessment, and earnestly fulfill the main responsibility for the application and promotion of the system. Intensify publicity and external promotion, and carry out the "five in" activities of entering the port, entering the station, entering the lock, entering the shipyard and entering the shiphold, so as to truly let the service objects understand, grasp and make good use of the platform functions and maximize the benefits of the service platform. The "Jigang Pass" platform has more than 60,000 registered users, 206 port and shipping enterprises, more than 7,200 operating ships, and more than 30,000 pieces of various service information have been released, comprehensively improving the quality and efficiency of online services for port and shipping enterprises and seafarers. In 2023, the "Jigang Connect Platform Application" was selected into the list of "Three Excellence and Two Heavy" projects in Shandong Province, and was awarded the "Top Ten Applications" of Shandong Province's Digital Government, the "Excellent Big Data Application Case of Shandong Province", and the "Jigang Connect" service platform was awarded the Top Ten Port and Shipping (Inland River) Civilization Window of Shandong Province's Transportation System.
3. Optimize service means and empower the development of the industry. Adhere to the main line of benefiting enterprises and facilitating the people, focusing on all-weather, full-time, and full-chain services, and actively enrich service items, expand service scope, and flexible service methods. It provides more than 40 convenient services such as online weather forecast, navigation services, water level and water conditions, and waiting for gate information. To provide "do not meet" service, so that the port and shipping services are more intelligent, more convenient, in addition to the traditional inspection mode of offline "face-to-face", in the province's inland rivers took the lead in the "cloud ship inspection", far away in Jiangsu, Zhejiang, Shanghai and Anhui provinces and cities of the operating ships can use remote video to carry out ship inspection, the inspection process is shortened from 3 days to 1 day, a year can save more than 2,000 yuan for the crew of the ship. The goods, ships, warehousing, logistics and other information released in the "Hong Kong Merchants" section are automatically integrated, intelligently classified and directionally pushed, and the bulk commodity logistics information has changed from offline to "cloud", and the supply and demand sides have been efficiently connected and accurately matched online, and an information exchange viaduct has been set up between "ports, goods and ships", which has effectively solved the industry problems of difficulty in finding goods and finding ships on ships, reducing the empty sailing rate of ships by 12% and increasing by 21.9% year-on-year in and out of the port. Through the Jizhou Harbor section, it provides more than 30 convenient services for seafarers, such as ship pollutant delivery appointments, fresh water supply, fuel filling, express delivery and receiving, and commodity procurement, and has served more than 102,000 crew members.
