Announcement on the second batch of open recruitment of teachers in 2024

In accordance with the requirements of the Beijing Municipal Human Resources and Social Security Bureau's "Notice on Printing <北京市事业单位公开招聘工作人员实施办法>and Distribution" (Jingren She Zhuan Ji Fa [2010] No. 102) and other documents, combined with the needs of the development of education in Yanqing District, the second batch of open recruitment of teachers in 2024 is hereby released.

1. Recruitment positions

There are 9 positions set up in this open recruitment, and 10 teachers are planned to be recruited (see Annex 1 for specific job information).

Second, the way of recruitment

The recruitment method is an interview, and the candidates are determined by the interview results.

3. Recruitment objects

Fresh graduates in 2024 who are included in the national unified enrollment plan (excluding orientation and commission training), graduate on time and obtain the corresponding academic degree. Non-Beijing fresh graduates must meet the requirements of the "Administrative Measures for the Introduction of Graduates in Beijing" (Jingren She Bi Fa [2021] No. 22).

Graduates who have left school within two years and are not employed can apply for the position of fresh graduates in 2024. Graduates who have left school and are not employed within two years refer to the graduates of ordinary colleges and universities included in the national unified enrollment plan in 2022 and 2023, who have not confirmed their work units at the time of leaving school and within the career selection period stipulated by the state, and whose household registration, files, and organizational relationships are still retained in the original school from which they graduated, or who are retained in the graduate employment departments at all levels (graduate employment guidance service centers), talent exchange service agencies at all levels, and public employment service agencies at all levels, and have not paid social insurance.

Returnees who have obtained a foreign academic degree and completed the certification of academic qualifications and degrees from the Ministry of Education between January 1, 2023 and July 31, 2024, and have not yet secured a work unit, have permanent residence in Beijing and have personnel and administrative relations in Beijing.

Fourth, the recruitment conditions

(1) Basic requirements: have the nationality of the People's Republic of China, support the leadership of the Communist Party of China, abide by the Constitution and laws, have good conduct, love education, have the professional and skills required by the post, and meet the physical requirements of the post;

(2) Household registration requirements: Beijing students must have a permanent residence in Beijing and have a personnel and administrative relationship in Beijing (excluding non-Beijing graduates whose household registration and files are stored in the school from which they graduated);

(3) Academic degree requirements: master's degree or above, and obtain the corresponding degree;

(4) Professional requirements: The major studied with the highest degree must be consistent with the major required by the position to be applied for;

(5) Age requirements: Master's students are limited to 30 years old and below (i.e., born on or after January 1, 1994), and doctoral students are limited to 35 years old and below (i.e., born on or after January 1, 1989);

(6) Teacher qualification requirements: must have the teacher qualification certificate of the level and discipline required for the recruitment position, or the certificate of passing the teacher qualification examination within the validity period, or the certificate of exemption from the examination for normal students issued by the school-level academic affairs department (clarifying the qualification certificate and discipline), or the "Teacher Professional Ability Certificate for Normal Students". Ordinary primary and secondary school teacher qualifications in the same subject, with higher levels applicable to lower levels;

(7) Other conditions: must meet other qualifications required for the recruitment position (see Annex 1);

(8) Must comply with the relevant provisions of the open recruitment recusal system;

(9) Years of service: no less than 8 years for Beijing graduates and no less than 10 years for non-Beijing graduates. Obey the adjustment of the Yanqing District Education Committee;

(10) Persons who have received administrative or criminal punishments, persons who have received party or government disciplinary sanctions, persons who have been lawfully listed as targets of joint disciplinary action for untrustworthiness, persons who have been found to have serious violations of employment discipline such as fraud in recruitment and recruitment at all levels, persons who are undergoing disciplinary review, persons whose criminal punishment period has not yet expired, or persons who are under investigation for suspected violations or crimes, must not participate in this recruitment.

5. Relevant treatment

Formal career establishment: Graduates from non-Beijing students who are hired can go through the procedures for entering Beijing with household registration.

6. Recruitment Procedures

(1) Registration

The registration will be conducted online. Eligible applicants must send the scanned electronic version of the following materials to the email address of the school from 9:00 a.m. on April 25, 2024 to 17:30 p.m. on April 30, 2024 (see Attachment 1). Each person is limited to one position, and repeated applicants will be disqualified from all employment qualifications for this recruitment. Please submit the following materials within the specified registration time, as they will be invalid after the deadline.

1. Registration form (see Appendix 2, fill in and print it and sign it in the specified position);

2. Graduate employment recommendation form stamped by the employment department of the school. The recommendation form must clearly indicate the graduate's place of origin, training method (indicate "non-directional", etc.), major, academic background, duration and graduation time. If there are any matters that are not clearly marked, a certificate issued by the employment department of the school must also be provided;

3. Transcripts of all courses taken stamped by the academic affairs department of the school. If there are failed subjects in the transcript, you are not allowed to apply for the exam;

4. ID card (the front and back of the ID card are placed on the same page);

5. Hukou booklet (the first page of the hukou and the page of the person are placed on the same page; if the hukou is in a collective household, a copy of the page of the person and the first page of the collective household shall be submitted and stamped with the official seal of the household registration management department, or a household registration certificate issued by the collective household management department and stamped with the official seal);

6. Teacher qualification certificate, or certificate of passing the teacher qualification examination within the validity period (only those who pass the written examination are not deemed to have teacher qualifications), or the certificate of exemption from the examination for normal students issued by the school-level academic affairs department (clarifying the section and discipline of the teacher qualification certificate), or the "Teacher Professional Ability Certificate for Normal Students";

7. Graduates from non-Beijing students must provide proof of no social insurance payment during the period of study (screenshot can be queried by Alipay); graduates who have left school within two years and are not employed must also provide the graduation certificate and degree certificate of the highest degree, and proof of no social insurance payment after graduation of the highest degree (screenshot can be queried by Alipay); international students must provide the certificate of academic degree certification of the Ministry of Education;

8. Other materials required by the school.

The above materials must be named according to the "sequence number - material name - name", such as "1 - registration form - sheet **". All materials are uniformly packaged into a zip or rar format file compression package (the size of the compressed package does not exceed 10MB), and the file compression package is named in the format of "post code (serial number)-post name-name", such as "20240101-No. 1 Middle School Chinese Teacher-Zhang**", and send it to the designated mailbox of the school, and the email subject naming format is the same as that of the file compressed package. After the applicant submits the registration materials through the mailbox, he or she should confirm the registration information with the school contact person in time.

(2) Qualification review

Applicants should ensure the authenticity of the uploaded materials, and the school will conduct a qualification review of the candidates according to the recruitment conditions, and those who pass the preliminary examination will be notified by SMS, phone or email to enter the interview process. Before hiring, the original of the above-mentioned qualification review materials of the personnel to be hired will be reviewed.

(3) Interview

The interview will be organized by the District Education Commission, and the specific time and place shall be subject to the notice of the school. The content of the interview includes trial lecture and defense, and the interview score is 100 points, and the passing score is 60 points. According to the ratio of 1:1 for each position, among the qualified personnel in the interview, the candidates for physical examination will be determined according to the results from high to low. If the interview score is the same, the ranking will be determined by the score of the interview examiner.

(4) Publish the results

Within 7 working days after the end of the assessment, candidates can check the assessment results and enter the list of physical examination personnel in the "Public Announcement" column on the official website (http://www.bjyq.gov.cn/) of the Yanqing District Government.

(5) Physical examination

The physical examination shall be organized by the District Education Commission, and the specific arrangements will be notified when the assessment results are announced, and the cost of the physical examination shall be borne by the candidates.

(6) Investigation and publicity

The District Education Commission is responsible for the inspection of the personnel who have passed the physical examination, and the inspection content mainly includes the ideological and political performance, moral character, professional ability, work performance, personal personnel files, etc., and the files shall meet the requirements of the "Regulations on the Work of Cadre Files", and the qualifications of the candidates for inspection shall be reviewed. After the inspection, the personnel to be hired will be announced.

(7) Employment and relevant procedures

After the completion of physical examination, political review, publicity and other links, the employment procedures shall be handled for the qualified personnel to be hired. If there is any unqualified or voluntary abandonment, it will be replaced in order according to the ranking of the applicant's interview results.

7. Precautions

(1) In any of the following circumstances, the employment qualifications shall be directly revoked:

1. Those who do not meet the above recruitment conditions;

2. Providing false information or forging relevant materials;

3. Non-Beijing graduates who fail to meet the approval and settlement procedures for entering Beijing;

4. The physical examination or inspection does not meet the requirements;

5. The person to be hired gives up the employment;

6. Failure to sign a tripartite agreement at the specified time or failure to report on time;

7. Those who cannot obtain a graduation certificate, degree certificate, or teacher qualification certificate before July 31, 2024;

8. There are objections to the results of the announcement of the personnel to be hired, which affects the employment;

9. Other circumstances that may affect employment.

(2) The probationary period of the hired personnel shall be implemented in accordance with the relevant provisions of the state. After the hired personnel take up their posts, they shall sign an employment contract with the unit, and implement the probationary period system according to the regulations, and the probationary period shall be one year. Those who pass the examination at the end of the probationary period shall be formally employed; those who fail to pass the examination shall be terminated from the employment contract. If you leave the post without the consent of the school during the employment period (service period), you will be held accountable in accordance with the content of the employment contract (agreement).

(3) The starting salary time of the hired personnel shall be subject to the time of registration procedures, and the salary and treatment shall be determined according to the corresponding position of the public institution. Graduates from non-Beijing students who have passed the examination and approval for entering Beijing shall go through the relevant settlement procedures after three years.

(4) During the period from the beginning of registration to the end of recruitment, candidates should ensure that the telephone number left at the time of registration is unblocked, and if the candidate cannot be notified due to poor telephone contact, the responsibility shall be borne by the candidate. Candidates should check the announcements and publicity matters online in a timely manner, and if they fail to participate in the next recruitment process due to the reasons of the candidates, the responsibility shall be borne by the candidates themselves.

(5) In the process of implementation of the recruitment organization, if there is any adjustment to the work arrangement, the corresponding supplementary announcement will be published in the "Public Announcement" column of the Yanqing District People's Government, please pay attention to it at any time.

(6) This recruitment interview does not specify any counseling books, and does not hold or entrust any institution to hold examination coaching training courses.

(7) The recruitment announcement and specific job requirements are subject to the announcement and attachments published on the websites of the Beijing Municipal Human Resources and Social Security Bureau and the People's Government of Yanqing District, Beijing, and the recruitment announcements forwarded by other institutions are not explained.

In accordance with the provisions of the "Implementation Measures for the Open Recruitment of Staff in Public Institutions in Beijing" (Jingren She Zhuan Ji Fa [2010] No. 102) and other documents, in order to further deepen the reform of the medical and health system and improve the overall quality of the health talent team in Yanqing District, Beijing, the Health Commission of Yanqing District of Beijing intends to openly recruit medical personnel from the public, and hereby announces the relevant matters as follows:

1. Recruitment positions

This open recruitment involves a total of 6 positions, and 10 people are planned to be recruited.

2. Recruitment conditions

(1) Love medical and health care, have a strong sense of responsibility, abide by discipline and law, have good conduct, be physically and mentally healthy, and have the physical conditions to meet the requirements of the post;

3. Recruitment steps

(1) Online registration and qualification review

1. Registration time: from the date of announcement to April 30, 2024

2. Registration method: This recruitment is carried out by online registration, and the electronic materials required are as follows:

(1) Candidates download and fill in the registration form completely, sign and scan it by hand in the "personal signature" (see Attachment 2);

(2) Scanned copy of the front and back of the ID card (the ID card used for registration and examination must be consistent);

(3) Scanned copy of household registration book (home page and personal page);

(4) Scanned copies of the graduate employment recommendation form stamped by the employment department of the school ("non-directional" must be indicated, and a certificate must be issued if not indicated), scanned copies of transcripts of all courses studied (stamped by the school's academic affairs department), scanned copies of English level 4 (6) certificates and other materials;

(5) Scanned copies of other certificates or certification materials that can prove that they meet the requirements of the recruitment position.

Package the scanned copies of the above registration materials (uniformly named as "name + job title + personal contact information") and send them to the mailbox of the recruiting unit within the specified registration time (see Annex 1).

Note: Each candidate can only apply for one position. The qualification review runs through the whole process of open recruitment, and the applicant shall be responsible for the authenticity of the submitted materials. Anyone who commits fraud will be disqualified from examination or employment once it is verified.

(2) Recruitment examinations

Practical examinations and comprehensive interviews will be conducted for graduates who have passed the qualification examination, and the specific time and place of the examination will be notified separately.

(3) Determine the personnel to be hired

The passing score line of the operation test and the comprehensive interview score is 60 points, and among the qualified personnel in the operation test, according to the results of the operation test, from the high score to the low score, the comprehensive interview candidates are determined according to the ratio of 1:3 of the number of recruited positions. Candidates whose scores in the operational test do not reach the passing score line are not allowed to enter the comprehensive interview. For candidates who have reached the passing score line or above in both the operational examination and the comprehensive interview, the comprehensive score will be calculated according to the weight of 50% of the operational examination and the comprehensive interview score, and the comprehensive score will be sorted from high to low to determine the personnel to be hired (if the comprehensive score score is the same, another operation test will be conducted). Candidates who fail to pass any of the practical examinations and comprehensive interviews will not be hired.

(4) Physical examination

Organize the personnel to be hired to undergo physical examination in designated medical and health institutions at a time of further notice, and the cost of physical examination shall be borne by the applicant. Those who fail to pass the physical examination will not be hired.

(5) Investigation

The employer shall inspect the ideological and political performance and moral character of the personnel to be hired, and the time will be notified separately, and those who fail to pass the examination will not be hired.

(6) Publicity

The proposed personnel who have passed the physical examination and inspection shall be publicized, and the publicity period shall not be less than 7 working days.

(7) 聘用

The employer shall handle the employment and related procedures for the qualified personnel in all aspects of physical examination, inspection, publicity and other links, among which the final approval results of the Beijing Municipal Human Resources and Social Security Bureau shall prevail, and the non-Beijing graduates who have not been approved by the Beijing Municipal Human Resources and Social Security Bureau shall not be hired.

4. Other notes

(1) Candidates must keep their communication tools unblocked, and candidates who are unable to notify them of the examination matters due to poor communication will be responsible for them.

(2) The personal information, supporting materials, certificates, and contents filled in the registration form provided by the applicants must be true, accurate and valid, and promise to consciously abide by the provisions of the recruitment work, be honest and trustworthy, strictly abide by discipline, and conscientiously fulfill the obligations of the applicants.

(3) If the fresh graduates fail to obtain the graduation certificate and degree certificate on time, they will be disqualified from employment.
