Recently, Beilun Customs, a subsidiary of Ningbo Customs, found that the goods were actually gray-black block-shaped objects, not molds, when they conducted manual inspections of export goods such as "graphite molds". After sampling and inspection, the goods belong to high-purity, high-strength, high-density artificial graphite products, weighing 1 ton, and dual-use items are required for export, and the company cannot provide relevant licenses.
Customs reminds that the scope of dual-use items subject to management varies according to import and export, and the specific catalogue refers to the Catalogue for the Administration of Import and Export Licenses for Dual-Use Items and Technologies issued by the Ministry of Commerce and the General Administration of Customs (Joint Announcement [2023] No. 66 of the Ministry of Commerce and the General Administration of Customs). The state implements license management for the import and export of dual-use items, that is, the parties to the import and export shall first apply for the Import (Export) License of Dual-use Items and Technologies of the People's Republic of China, and declare to the customs in the declaration form.
