1. Funding objects
Enterprises, institutions and social organizations that are registered and managed by tax accounts are all in Pudong New Area, and have normal business status and good credit records.
2. Funded projects
(1) Funding for national awards
1. The form and amount of subsidy
Since 2023, a subsidy of 300,000 yuan will be given to each of the newly approved China Patent Gold Awards, China Design Gold Awards, China Trademark Gold Awards, China Copyright Gold Awards, National Intellectual Property Demonstration Enterprises, National Copyright Demonstration Units or National Intellectual Property Service Brand Institutions, and 100,000 yuan will be given to each of the newly approved China Patent Silver Awards, China Design Silver Awards, CPCC Top Ten Chinese Copyright Holders, and National Intellectual Property Advantage Enterprises.
2. Handling process
This project is available without application, and adopts the method of "one-click confirmation, no need to fill in". After the results of each award are announced, relevant units can confirm online according to the notice of the WeChat official account of "Pudong Intellectual Property", and the deadline is September 30, 2024.
(2) Funding for municipal pilot demonstration units
1. The form and amount of subsidy
For enterprises and institutions that have been identified as pilot and demonstration of patent work in Shanghai in the current year, the first payment will be subsidized according to 1:1, and the final payment will be subsidized according to 1:1 if they pass the acceptance in the current year.
2. Declaration requirements
The applicant must be a pilot or demonstration unit of patent work in Shanghai that has been recognized or accepted by the relevant departments of Shanghai.
3. Application materials
Project declaration form, fund use agreement (submit two original paper copies after project approval), letter of commitment for fund use, detailed list of existing patent applications and authorizations, plan and task letter signed with the municipal fund approval department, and other materials that need to be explained.
4. The date of acceptance of the declaration
According to the document issued by the competent municipal department, notify the relevant units to handle it.
(3) Funding for foreign invention patents
1. The form and amount of subsidy
Subsidies will be given to enterprises and institutions that have obtained foreign invention patent authorizations through the PCT channel, and the total amount of subsidies for each patent at all levels shall not exceed 50% of the official fees paid for obtaining patent rights, and the total amount of subsidies for each patent shall not exceed 20,000 yuan. Each unit shall give priority to applying for the municipal patent subsidy policy, and the total annual subsidy for the same unit shall not exceed 2 million yuan.
2. Declaration requirements
(1) The project applicant must be the first right holder of the patent.
(2) Foreign invention patents must be patents granted after January 1, 2023 (inclusive).
3. Application materials
Application form and list of subsidy, patent authorization certificate, approval materials for obtaining municipal subsidy, and other materials that need to be explained.

(4) Funding for district-level cultivation enterprises
1. The form and amount of subsidy
For eligible enterprises, a one-time subsidy of 100,000 yuan can be given (priority is given to intellectual property innovation work), and priority will be given to recommending the application of Shanghai pilot demonstration units.
2. Declaration requirements
(1) There is an independent intellectual property department, equipped with more than 2 full-time staff, more than 4 authorized invention patents, 5 invention patent applications in the past 3 years or more than 2 patents applied through PCT channels, more than 2 valid registered trademarks, and the main trademark has been registered for 2 years.
(2) The annual work expenditure of intellectual property rights accounts for 10% of the R&D investment of the current year or an average of more than 50,000 yuan in the past three years, and the average annual sales revenue in the past three years is more than 40 million yuan, of which the annual sales of products containing intellectual property rights account for more than 60% of the total sales.
(3) It has not been included in the pilot or demonstration units of patent work in Shanghai for the time being.
3. Application materials
Project declaration form, proof of the establishment of an independent intellectual property department, proof of full-time intellectual property staff of the enterprise and proof of social security payment for more than half a year, list of invention patents of the enterprise, PCT application materials, proof of trademark registration of the enterprise, audit report of the enterprise from 2021 to 2023, materials on the proportion of annual work expenses of intellectual property rights in the current year's R&D investment, materials on the proportion of annual sales of products containing intellectual property rights in the total sales, and other materials that need to be explained.
4. The date of acceptance of the declaration
August 5 - August 16, 2024.
(5) Funding for the improvement of enterprise management capabilities
1. The form and amount of subsidy
Enterprises and institutions that have newly cultivated or introduced middle and senior professionals in intellectual property rights since 2023 can be subsidized at the standard of 100,000 yuan per person.
2. Declaration requirements
Intermediate and senior professionals in intellectual property include: those who have the qualification of patent agent or the professional title of associate senior or above, and who have worked continuously for more than half a year. The same title of the same person is only funded once. The number of new recruits in the same unit shall not exceed 2 in the same year.
3. Application materials
Project declaration form, certificate of intermediate and senior professionals in intellectual property rights, proof of social security payment for more than half a year, supporting materials of personal work performance of applicants (PCT patent application, intellectual property pledge financing and insurance, patent transformation and application, etc.), and other materials that need to be explained.
4. The date of acceptance of the declaration
August 5 - August 16, 2024.
(6) Funding for the growth of service organizations
1. The form and amount of subsidy
For intellectual property service institutions whose main business income reaches 1 million yuan for the first time in the previous year and has been established for no more than three years, each will be given a subsidy of 200,000 yuan.
For intellectual property service institutions whose main business income reaches 3 million yuan for the first time in the previous year, each will be given a subsidy of 200,000 yuan.
For intellectual property service institutions whose main business income reaches 5 million yuan for the first time in the previous year, each will be given a subsidy of 300,000 yuan.
2. Declaration requirements
(1) "Principal business income of the previous year" refers to the income from engaging in intellectual property-related business in 2023.
(2) "First achievement" refers to the first time that the designated main business income target is met during the implementation of the policy.
(3) "Established for no more than three years" means established after January 1, 2021.
3. Application materials
Project declaration form, 2023 audit report, 2023 enterprise intellectual property service status report, 2023 intellectual property service contract and invoice list, and other materials that need to be explained.
4. The date of acceptance of the declaration

(7) Funding for capacity building of service institutions
1. The form and amount of subsidy
Intellectual property service institutions that have newly cultivated or introduced middle and senior professionals in intellectual property since 2023 can be subsidized at the rate of 50,000 yuan per person.
2. Declaration requirements
Intermediate and senior professionals in intellectual property include: those who have the qualification of patent agent or the professional title of associate senior or above, and who have worked continuously for more than half a year. (8) Subsidies for service organizations to promote operations
1. The form and amount of subsidy
Intellectual property service institutions that have served enterprises and institutions in Pudong New Area since 2023 and facilitated patent transaction licensing can be subsidized at the rate of 1% of the actual transaction amount of annual patent operation.
2. Declaration requirements
(1) The place of registration and tax administration of the transferor of the patent transaction or the licensor of the patent license shall be in Pudong New Area;
(2) the parties to the patent transaction and the license are unrelated parties;
(3) The total annual subsidy of the same institution shall not exceed 500,000 yuan, and it shall not be enjoyed repeatedly with the growth subsidy of the service organization.
3. Application materials
Project declaration form, proof of patent right, patent transaction or license contract, invoice, receipt voucher, service contract of service organization participating in patent transaction and licensing, and other materials that need to be explained.
4. The date of acceptance of the declaration
August 5 - August 16, 2024.
(9) Funding for overseas rights protection services
1. The form and amount of subsidy
A one-time subsidy of 200,000 yuan will be given to intellectual property service institutions, social organizations and other organizations that have provided overseas intellectual property rights protection services for enterprises and institutions in Pudong since 2023 according to the application and meet the conditions.
2. Declaration requirements
Applicants must meet the following criteria:
(1) Established for more than two years, with good intellectual property service capabilities;
(2) Provide legal services and technical support for the overseas intellectual property layout, overseas intellectual property risk prevention and overseas intellectual property dispute response of enterprises and institutions in Pudong, and serve more than 10 enterprises and institutions every year;
(3) Organize overseas intellectual property public welfare training and other services for more than 2 times;
(4) Form 2 legal environment reports or early warning reports, and allow the Pudong New Area Intellectual Property Office to use them for public welfare publicity and release.
3. Application materials
Project application form, certificate of subject qualification, list of services that provide legal services and technical services such as overseas intellectual property layout, risk prevention and dispute response, copy of the contract and proof of project services for signing a contract, and proof of overseas rights protection service ledger records or audio and video materials for those who have not signed a contract, full text of legal environment report or early warning report, proof of organizing overseas intellectual property public welfare training, such as notices, sign-in sheets, photos, videos, etc., and other supporting materials.
4. The date of acceptance of the declaration
September 18 - September 30, 2024.
(10) Intellectual property insurance subsidy
1. The form and amount of subsidy
Enterprises and institutions that purchase intellectual property insurance since 2023 can be subsidized at 50% of the total amount of premiums actually paid. The total annual subsidy for the same unit shall not exceed 1 million yuan.
2. Declaration requirements
For those who have applied for the matching financial support of Pudong New Area, a pilot demonstration unit of Shanghai patent work, and are still within the implementation period of the project, they shall not apply for funding for this project.
3. Application materials
Project declaration form, certificate of intellectual property rights insured, intellectual property insurance policy, certificate of insurance premium, and other materials that need to be explained.
4. The date of acceptance of the declaration
August 5 - August 16, 2024.
(11) Subsidies for the industrialization of high-value patents
1. The form and amount of subsidy
If the annual sales revenue of the high-value invention patent of the enterprise increases by more than 5 million yuan compared with the previous year, after review, each patent can be subsidized with 100,000 yuan after meeting the above industrialization conditions, and each company is limited to one application per year. There is no duplication of funding for the same patent.
2. Declaration requirements
(1) If the project applicant is not the first patent right holder, all other right holders must issue a statement with the official seal of the authorized declarant to apply for the project funding;
(2) The enterprise has a high-value invention patent that has been implemented (including licensing others to implement), and the corresponding patented product has been filed with the State Intellectual Property Office, and the invention patent is the "core patent" of the recorded product;
(3) The invention patent must be a valid invention patent included in the national statistics on the ownership of high-value invention patents;
(4) The sales revenue of patented products has increased by more than 5 million yuan.
3. Application materials
Project declaration form, invention patent authorization certificate and latest annual fee receipt, special audit report or 2022 and 2023 audit report and proof of sales revenue of patented products, filing of patented products and proof of core patent materials.
4. The date of acceptance of the declaration
Acceptance period: May 27 - June 7, 2024.
(12) Subsidy for patent operation and transformation
1. The form and amount of subsidy
Since 2023, universities, scientific research institutes or enterprise R&D institutions that have set up intellectual property transformation operation centers to promote the formation of high-value patents for scientific and technological achievements and realize patent transaction licenses can be subsidized at the rate of 2% of the actual annual patent operation transaction amount.
2. Declaration requirements
(1) The place of registration and tax administration of the transferor of the patent transaction or the licensor of the patent license shall be in Pudong New Area;
(2) The parties to the patent transaction and the license are unrelated parties. The invention patent must meet the relevant standards of the state for the recognition of high-value invention patents;
(3) The total annual subsidy of the same unit shall not exceed 500,000 yuan.
3. Application materials
Project application form, identification materials of universities, scientific research institutes or enterprise R&D institutions, materials for the establishment of intellectual property transformation operation center, materials for the filing of patent right change or license contract, patent transaction or license contract, invoices, receipt vouchers, and other materials that need to be explained.
4. The date of acceptance of the declaration
August 5 - August 16, 2024.
(13) Funding for the construction of the SEP pool
1. The form and amount of subsidy
Enterprises and institutions that participate in the formulation of international, national or Shanghai industry standards, take the lead in building a patent pool with the standard essential patents they own, and carry out market-oriented operations, can be given a one-time subsidy of 500,000 yuan after review.
2. Declaration requirements
(1) Enterprises and institutions that participate in the formulation of international, national or Shanghai industry standards shall take the lead in building a patent pool with the standard essential patents they own as the core;
(2) The number of domestic invention patents in the patent pool is more than 30 (or more than 10 domestic invention patents and international patents authorized through the PCT route);
(3) The patent pool carries out market-oriented operation.
3. Application materials
Project application form, materials for participating in the formulation of international, national or Shanghai industry standards, patent certificates and supporting materials for standard essential patents, reports on the construction and operation of patent pools, list of patents included in the patent pool, and other materials that need to be explained.
4. The date of acceptance of the declaration
August 5 - August 16, 2024.
(14) Funding for rights protection
1. The form and amount of subsidy
Since 2023, enterprises, public institutions, and social organizations that have successfully defended their rights in accordance with the law through non-litigation dispute resolution mechanisms in responding to intellectual property disputes will be subsidized at the rate of 50% of the reasonable expenses such as lawyer's fees, notary fees, investigation fees, appraisal fees, and search and evaluation fees actually incurred. The total annual subsidy for the same unit shall not exceed 500,000 yuan, and the total annual subsidy for the same unit involved in overseas rights protection shall not exceed 1 million yuan. It is not duplicated with overseas rights protection service subsidies, and it is not duplicated with intellectual property insurance subsidies.
2. Declaration requirements
(1) Rights protection in accordance with law includes active rights protection or rights protection in response to lawsuits;
(2) Successful rights protection includes all and part of the lawsuits;
(3) Where the supporting materials for the successful protection of rights are obtained abroad, they shall be certified by a notary public in the country where they are located and authenticated by the embassy or consulate of the People's Republic of China in that country, or the certification formalities provided for in the relevant treaties concluded between the People's Republic of China and the country where the evidence is located shall be performed. Supporting materials obtained in the Hong Kong Special Administrative Region of the People's Republic of China, the Macao Special Administrative Region and the Taiwan Region shall have the certification formalities handled in accordance with the relevant provisions. Documents such as foreign documentary evidence or foreign Chinese audiovisual materials shall be accompanied by a Chinese translation translated by an institution with translation qualifications or other accurate translations, and shall be stamped by the translation institution or signed by the translator.

(15) Funding for mediation institutions
1. The form and amount of subsidy
For intellectual property dispute mediation organizations that have mediated intellectual property dispute cases involving Pudong in accordance with the law since 2023 and successfully concluded the cases, according to the application, if the number of successfully concluded cases reaches 20, a subsidy of 100,000 yuan will be granted, and a subsidy of 50,000 yuan will be provided for every 20 cases successfully closed, and the total annual subsidy for the same institution shall not exceed 600,000 yuan.
2. Declaration requirements
(1) In principle, mediation funding is aimed at intellectual property disputes where mediation is successful and a written mediation agreement is reached. Except for those cases that involve government procurement of services or have received funding from other similar projects;
(2) In the case of the same plaintiff defendant and the same batch of cases that have been successfully mediated in the litigation and mediation docking case, the calculation shall be based on the mediation agreement reached.
3. Application materials
Project application form, list of successful mediation cases, case acceptance materials or case entrustment materials, mediation agreement or civil mediation letter or civil ruling and other proof of successful mediation, mediation return visit record or withdrawal of litigation materials, and other supporting materials.

3. Application process and declaration method
(1) Application process
Applicants can choose one of the following platforms to declare:
