The Regulations on the Construction of a Waste-free City in Shanghai will come into force on June 5 this year. What kind of "city" is a "zero-waste city"? Enterprises can feel and enjoy, which can make this hot word more popular.

Chengtou Group is one of the three demonstration enterprises in the city, and it is fully promoting the construction of a "zero-waste group". Chengtou Environment, the core enterprise of the environmental sector of Chengtou Group, revealed today that the implementation plan for the construction of "zero-waste enterprises" has been formulated to explore the "1+1+1+2+3+N" construction model. At the same time, the "smart logistics" system for the classification, transportation and disposal of domestic waste in Shanghai was also launched today.

Provide grassroots practical experience for the construction of Shanghai's "zero-waste city".

A zero-waste city does not mean that there is no waste in the city, but that it refers to an urban development model that continues to promote the source reduction and resource utilization of solid waste, minimize the amount of solid waste disposal, minimize the environmental impact of solid waste, and achieve green and low-carbon development under the guidance of the new development concept of innovation, coordination, green, openness and sharing. Therefore, the construction of "zero-waste city" aims at key words such as reduction, recycling, and harmlessness, and "turning waste into treasure" depends on the real ability of technological innovation.

The "1+1+1+2+3+N" model explored and established by Chengtou Environment includes building a "waste-free collection and transportation base" and building the Xupu base into a "garden-style" domestic waste mid-end transfer base that is intelligent, low-carbon and humanistic;

Create one "zero-waste factory", and build the third phase of wet waste in Laogang base into a leading green and intelligent resource-based waste-free factory in the whole life cycle in China;

Improve 1 set of digital platforms to create a complete and efficient digital platform for the whole chain, the whole process and the whole category;

Expand the two types of solid waste collection and transportation mode, that is, promote the integrated collection and transportation of hazardous waste and the new model of "environmental steward" recycling of recyclables;

Coordinate the internal circulation of three types of solid waste, including promoting the internal circulation of recyclables, hazardous waste, construction waste and other systems;

Explore N process optimizations, such as exploring new equipment and new processes such as new energy ships and vehicles, logistics chain optimization, black soldier fly breeding, and dry waste incineration slag reuse.

Through a series of transformation and upgrading development measures, we will focus on building a demonstration brand of "zero-waste enterprise" that leads the industry and faces the future, and provides grassroots practical experience for the construction of Shanghai's "zero-waste city".

Three-year iterative upgrade to achieve "four comprehensive management"

The "smart logistics" system for the classification, transportation and disposal of domestic waste in Shanghai was launched today, which is mainly divided into two parts: the transfer station management system and the smart logistics main system, which realizes the refined instruction scheduling covering the transfer and compression of domestic waste, container water transportation, and terminal disposal, and solves the problem of unified scheduling and supervision of the whole process of domestic waste front-end cross-regional, multi-dock and multi-mode at the end of the end.

It is understood that in 2021, relying on the project funding of the Municipal State-owned Assets Supervision and Administration Commission, Chengtou Environment will reengineer and optimize the whole process of domestic waste container transportation and disposal, and implement the construction of a "smart logistics" system. After three years of iterative upgrading, the system was basically completed.

In terms of efficient operation of transit compression, compared with the original system, the system has added functions such as pre-perception of bulk vehicles, intelligent identification of vehicles, and pre-scheduling of container vehicles, effectively improving the operation efficiency of transfer stations and the speed of container turnover.

In terms of fine management of container water transportation, the latest digital management mode of international port terminal and fleet management has been introduced for the first time, relying on intelligent identification and instruction scheduling to ensure the classified shipment, precise distribution and fine disposal of domestic waste, and the accuracy of container number recognition has been increased to 100%, and the blocking points and difficult problems such as port berthing, return scheduling, and repair and washing container scheduling have been solved.

Focusing on the operation of the terminal disposal plan, the system improves the whole logistics organization according to the supply plan of each terminal disposal site, realizes the optimal distribution, and improves the operation efficiency of terminal facilities and equipment. In the event of emergencies such as typhoons and failures, early warning can be assessed and early warning, and a high degree of coordination of transportation and disposal can be achieved through prefabricated templates for multiple operation scenarios, so as to enhance the resilience of the waste transportation and disposal process.

The completion and operation of the system has realized the "four comprehensive management" of the whole chain, full coverage, full traceability and full supervision of nearly 10,000 tons of domestic waste collection and transportation office in the central urban area of Shanghai, helping Shanghai, a megacity, to enter a new era of intelligent management of domestic waste.

Hand over the five-year answer sheet for garbage classification

Since July 2019, Shanghai has implemented the Regulations on the Management of Domestic Waste in Shanghai. As a supporting enterprise for urban environmental operation, Chengtou Environment has built and operated a whole-process classification guarantee system for domestic waste, and has fully invested in the tough and protracted battle of garbage classification.

Precise layout of the front-end to achieve the coordinated development of resource recycling. It has built a "point-station-field" operation system for renewable resource recovery covering six major regions, including Huangpu, Xuhui, Jing'an, Jiading, Qingpu and Lingang, with 5,210 recycling points, 3 demonstration sites, 41 transfer stations and 3 distribution centers. Build a hazardous waste collection and transportation network system covering 16 districts of the city, and build the city's first standardized and intelligent hazardous waste sorting center.

Upgrading transit transportation, the consolidation system has entered a new era of classification. In order to meet the needs of classified transit transportation, the hardware transformation of the two subordinate solid waste container and transfer bases in Xupu and Hulin has been completed, a more efficient container vertical compression process has been introduced, a number of 600-ton LNG container ships have been built, more than 2,000 special containers for dry, wet and kitchen waste have been updated, classified and transshipment operation standards have been compiled, and an automatic berth distribution system has been built.

We will make efforts to dispose of the end and achieve a historic leap of "zero landfill". The average daily incineration and disposal capacity of dry waste in the Laogang base can reach 9,000 tons, and the average daily disposal capacity of wet waste can reach 2,500 tons. Two recycled building materials utilization centers have been built in Laogang Base and Qingpu District, with an average daily disposal capacity of 4,500 tons of construction waste, making up for the shortcomings of urban solid waste disposal capacity.

Focus on digital transformation and build a digital management platform for the entire industry chain. It has built the "Shanghai Domestic Waste Classification Information Platform", which brings together data sources such as 16 districts, 215 streets and towns, more than 2,100 container containers, more than 4,500 cleaning vehicles, and 20 terminal disposal facilities in the city, and comprehensively answers the question of "where does Shanghai's garbage come from and where does it go". In the front, middle and end of the construction of information platforms to realize the transformation of the whole process of domestic waste management from mechanization to digitalization.
