Chen Qizhen talked about the deepening reform of the scientific and technological system, gave a brief introduction to the current management model, and called on everyone to pay attention to the division of the innovation chain in scientific research work, pay attention to the latest developments and policy requirements of project applications; second, in the past few decades, with the joint efforts of schools, enterprises, scientific research institutions and other parties, the independent innovation ability of scientific instrument and equipment research and development in the mainland has made great progress, but there are still high-end core technology "stuck neck" Therefore, the need to speed up the research of key core technologies, strengthen the industrial application and iterative upgrading is still very urgent, which requires the joint efforts of all the experts here to undertake the national mission together; finally, he put forward three requirements: to consolidate the responsibility, conscientiously do a good job in the project, strengthen the construction of the style of study, and create a clean and upright scientific research environment.
In the theme report session, Academician Chen Zhinan of the Air Force Military Medical University gave an online theme report on "Characteristics and Progress of the Era of Biotechnological Drugs", in which Academician Chen made a detailed discussion on the current situation, characteristics of the times and the future development direction of biotechnology drugs, and shared the progress of the Air Force team in the research of biotechnology drugs. He pointed out that although the domestic antibody drugs in mainland China started late, they are developing rapidly, and the domestic market has a huge demand for antibody drugs. In view of the development status and characteristics of biotechnology drugs, nine development directions of biotechnology drugs are proposed, including the discovery and basic research of original innovative drug targets, the "AI + knowledge" new drug model, synthetic biology, and intelligent manufacturing of biological drugs.
Chief Engineer Nian Fushun made a theme report on the development status and existing problems of scientific instruments. He first introduced the development process of major scientific instrument development projects, briefly elaborated on the key special projects in different periods, and compared the layout and implementation plan of the "14th Five-Year Plan" scientific instrument projects. He pointed out that the development of scientific instruments currently has problems such as weak independent innovation ability, the reputation of domestic instruments has not yet been established, the "hollowing" of instruments is serious, and high-end instruments are controlled by others. He also said that the development of scientific instruments needs the support and cooperation of many parties in the future, and it is necessary to fully link the resources of all walks of life, build a collaborative innovation platform, gather high-end talents, and work hard to solve the core key problems.
Han Yugang, a researcher at the Institute of Biophysics, Chinese Academy of Sciences, made a keynote report on "Technology Priority in Ordering Scientific Instruments". He first introduced the mainland's scientific and technological innovation path, pointed out the problems existing in the current scientific and technological innovation path, and put forward several suggestions for the adjustment of the mainland's innovation system, such as future technology, priority of core technologies, strengthening cross-departmental collaboration, and reshaping the culture of engineers. He said that scientific and technological innovation is entering an era dominated by digital technology innovation, and China should seize the opportunity, adhere to the priority of technology, and improve its core competitiveness.
In the special report session, Shao Jinyou, executive vice president of the Institute of Science and Technology of Xi'an Jiaotong University, made a special report on "Deep Integration of Schools and Enterprises to Support the Research and Development of Major Scientific Instruments". First of all, the Western China Innovation Port was introduced, and Xi'an Jiaotong University relied on the Innovation Port to implement the "6352" project in depth, build the "1121" deep integration model of industry, university and research, and empower the high-quality development of schools and enterprises. In the context of the deep integration of schools and enterprises, the typical cases of instrument and equipment research and development of Xi'an Jiaotong University were introduced.
Su Guanghui, Dean of the School of Energy and Power Engineering of Xi'an Jiaotong University, made a special report on "Innovative Construction of Nuclear Energy Infrastructure - Boron Neutron Capture Therapy Technology", which expounded the basic principles, indications, maximum advantages, research status and key problems of boron neutron capture therapy technology.
Lv Yi, vice president of Xi'an Jiaotong University, made a special report on "Research and Development of Clinical Problem-Oriented Diagnosis and Treatment Equipment and Scientific Instruments", he combined his early experience in the integration of medicine and engineering, focused on the topic of "how surgeons carry out scientific and technological innovation", and vividly described from the aspects of discovering clinical problems, forming a medical-engineering cross team, joint research projects, and returning to clinical trials, emphasizing the importance of clinical problem-oriented innovative research.
Li Zhiming, director of the Mass Spectrometry Instrument and Application Technology Research Center of Xi'an Jiaotong University, made a special report on "Development and Application of High-resolution Glow Discharge Mass Spectrometer", first of all, the working principle, structure and current situation of magnetic mass spectrometer were briefly introduced. The project background, project team, key technology and instrument engineering process of high-resolution glow discharge mass spectrometer are described.
Professor Chen Yu of the School of Electrical Engineering of Xi'an Jiaotong University made a special report on "Development and Application of Ultraviolet Photoelectron Spectrometer Analyzer". He pointed out that the current situation of international monopoly technology is severe, and the localization and development of high-end analytical instruments cannot be delayed. The technical characteristics and working principles of the instrument were dynamically displayed, the test results were presented in data, and the difficulties in the process of industrialization deployment of the project were pointed out.
At the implementation plan discussion meeting on the afternoon of April 20, "R&D, Industrialization and Promotion and Application of Key Technologies of Multi-mode Imaging-Guided Intracavity Pulsed Electric Field Ablation System", "Multi-modal Macro-microscale Integrated Imaging System for Living Animals", "Mid-infrared Spectral Video Computing Camera Instrument and Application", "Large-scale Vibration Experimental System for Complex Service Environment of Aerospace Equipment", "Engineering R&D of High-precision Superconducting Gravimeter" The project leaders and team representatives of the five key projects approved by the National Key R&D Program reported on the implementation plans of their respective key special projects, and accepted questions from experts from the expert group to discuss the optimization of the project plans.
