Recently, the relevant departments of the Ministry of Foreign Affairs of China and the Director General of the Third Political Department of the Ministry of Foreign Affairs of Afghanistan Jalali co-chaired a meeting in Beijing to discuss matters related to China's humanitarian assistance and economic reconstruction to Afghanistan. In addition to the relevant personnel of the Ministry of Foreign Affairs attended the meeting, our own relevant units, including the National Development and Reform Commission, the Ministry of Natural Resources, the Ministry of Commerce, the General Administration of Customs, and the Red Cross, all attended the meeting. It can be seen that China has a very positive attitude towards supporting the development of Afghanistan's humanitarian undertakings and promoting economic development.
During the meeting with the Chinese side, Jalali took the lead in expressing the friendly attitude of the Afghan side towards China, and warmly said that China is a good neighbor and friend of Afghanistan, and that the Afghan side is willing to actively participate in the "Belt and Road" initiative, and also supports the "one-China principle" and China's just move to defend national reunification. According to the information that has been released so far, Jalali hopes that the Chinese side will provide help mainly in the following aspects:
First of all, due to the prejudice of the United States and the West against Afghanistan, very severe "sanctions" have been imposed on Afghanistan, and a large number of overseas assets in Afghanistan have been forcibly frozen by the United States and the West, including about $7 billion in foreign exchange reserves of the Afghan central bank in the United States ordered by the Biden administration to be frozen after the Taliban took over Kabul, the capital of Afghanistan. Therefore, Jalali hopes that the Chinese side can play a role in persuading the United States and the West to stop freezing Afghanistan's own money. In addition, Jalali also said that Afghanistan is facing natural disasters such as floods and droughts, and urgently needs China's humanitarian assistance and support. Finally, the Arab side is willing to deepen cooperation with China in various fields under the framework of the "Belt and Road", that is, it hopes that China will make economic investment and economic support for Afghanistan and promote China-Arab economic exchanges.
In response to Jalali's remarks, China's Ministry of Foreign Affairs gave positive feedback, expressing its willingness to urge relevant countries to return the hard-earned money of Afghans and to support humanitarian assistance to Afghanistan. At the same time, however, we have made the same demands on the Afghan side.
We know that the "head of the family" in Afghanistan today is the Taliban regime. Although this organization has succeeded in establishing a certain order in Afghanistan, due to the relatively conservative nature of the organization, there are still many initiatives that do not conform to the values of a modern state. For example, the Taliban still restrict or even ban women's right to education and ban music in Afghanistan. Therefore, the Chinese side said that it "hopes that the Arab side will respond positively to some legitimate concerns of the international community about the inclusive governance of the Arab side", that is, the Arab side should listen to the "concerns" of the international community, including China, in terms of "inclusive governance".
In addition, China's greatest concern is likely to be that the Afghan side needs to "step up" in combating terrorism and terrorist organizations in the country. After all, whether it is China's humanitarian assistance to Afghanistan or China's expansion of economic exchanges and investment with Afghanistan, it will inevitably involve Chinese personnel going to Afghanistan to carry out in-depth cooperation with Afghanistan. Then, when the Argentine side has not completely eliminated its own terrorists, we are undoubtedly risking our own lives in doing so! When our side dispatched the Y-10 transport plane to Afghanistan to transport humanitarian relief materials, we could find that there were relevant armed personnel of our army accompanying us, which undoubtedly shows that the current situation in Afghanistan is not completely stable. Under such circumstances, it will be difficult for our economic cooperation with Afghanistan to be carried out on a large scale, and it will be difficult for our humanitarian aid to Afghanistan to arrive on a large scale! After all, the workers who were attacked by our workers on the Pakistani Railway not long ago are a lesson from the past!
To sum up, it can be seen that in principle, our side is still willing to do its best to help the Afghan people, but the premise is that the Afghan Taliban must "handle their own family affairs well"!
