In September 2014, the Anhui Provincial Party Committee and the Provincial Government approved the establishment of a provincial-level development zone - Linquan Luyang Modern Industrial Park (referred to as Linlu Industrial Park) in order to implement the strategy of revitalizing northern Anhui. The main functions of the park are: to build a pioneer area for the coordinated development of industrialization, urbanization and agricultural modernization in northern Anhui and a modern new urban area with new industrialization as the main focus and integrated development of urban and rural areas.
In April 2015, the Management Committee of Linlu Modern Industrial Park was formally established and put into operation. Since then, the beautiful vision of the integrated development of industry and city has become a reality step by step in the hopeful land of Linquan City South.
On May 18, 2016, the first batch of projects in Linquan Luyang Modern Industrial Park were commenced in a centralized manner, with a total investment of about 2 billion yuan in the standardized plant project of Linlu Xinxing Industrial Park, Anhui Guoneng large-scale bio-natural gas project, Anhui Zhiquan Agricultural Science and Technology Intelligent Plant Protection Machinery Project, International Automobile City Project, South Park Resettlement Area Project, and the overall urbanization road and comprehensive pipe gallery project 6 projects were started, involving standardized workshops, energy, agricultural machinery, urban construction and other fields.
Subsequently, Bailian Electronics, Kunyuan Aluminum, Zhongyuan Steel Structure, Dehydrated Vegetable Industrial Park, Guoneng Natural Gas, Agricultural Products Processing and other enterprises have settled in successively, injecting strong impetus into the development of the park.
As the leading project of the park, Huayuan Jucheng Intelligent Manufacturing is a project that mainly builds LED intelligent terminals, electronic optical communications, intelligent manufacturing centers and new energy industry manufacturing bases, covering an area of 145 acres and a total investment of 420 million yuan, which is an important part of the industrial chain layout of Linlu Industrial Park. The project was signed in May 2023 and started in June, and the construction content was basically completed in just over 4 months.
Also in 2023, the Xinrong Farmers Returning to their Hometowns Innovation and Entrepreneurship Base Project, which covers an area of 80 acres, will be completed and put into use, Yunlang New Energy, Haibo Human Resources Company, etc. will settle in successively, Mengtuo Agricultural Machinery, Shengmao Textile, Xiongde New Materials and other projects will be built smoothly....... enterprises in the park have sprung up.
Led by leading enterprises to drive the industrial chain to expand the "circle of friends", Linlu Industrial Park relies on key industrial chains such as machinery and electronics, green food processing, and aluminum-based building materials to build an industrial "park within a park" in the park, and constantly "extend, supplement and strengthen the chain" to highlight the development of clusters. After the completion of Bailian Intelligent Technology Industrial Park, 18 enterprises have settled in within one year, driving more than 30 upstream and downstream industrial chain enterprises. At present, six parks in the park have been gradually formed, including Bailian Intelligent Technology Industrial Park, Industrial Investment Industrial Park, Yangtze River Delta Innovation Industrial Park, and Dehydrated Vegetable Industrial Park.
In April 2020, the Anhui Provincial Office of Anhui Province issued the 2019 North-South Cooperation Co-construction Park Assessment Notice, and Linquan Luyang Modern Industrial Park won the first place in the assessment of county-level aid providers and the second place in comprehensive assessment, which is the honor of the park to win the first place in the construction aid party for three consecutive years. Subsequently, as the result of the joint construction of the north and the south, the Linlu Industrial Park has won a number of awards.

Unlike other places, there are no wires or plumbing equipment on the ground in Linlu Industrial Park, and there is a very advanced infrastructure - underground pipe gallery system.
From the beginning of the planning, the park managers have adhered to the path of "industry-city integration" development, regarded the pipe gallery system of the new urban area as a century-old project, placed various engineering pipelines such as electricity, communications, gas, heating, water supply and drainage in the pipe gallery, and set up special maintenance ports, hoisting ports and monitoring systems, and implemented unified planning, unified design, unified construction and management, which is an important infrastructure and "lifeline" to ensure the operation of the city. The pipe gallery system not only effectively saves construction land, greatly reduces the difficulty of municipal pipeline maintenance, completely eliminates problems such as "road zipper" and "spider web in the air", but also greatly improves the quality of the park and lays a solid foundation for industrial development and urban growth.
Linlu Industrial Park also puts the construction of urban infrastructure in a priority position, and the main roads such as Luyang Avenue, the eastern and southern outer ring roads of the city, and Jincheng Road have been connected one after another, realizing the random switching from the park to the urban area, high-speed rail station, and high-speed entrance.
On March 19, 2023, the Linquan New Passenger Station, the largest, most complete and more advanced highway passenger station in northern Anhui, was officially put into use. With an investment of nearly 100 million yuan and an area of 135 acres, the station is a first-class Class A bus station. The operation of the new passenger station has given wings to promote the flow of people and logistics in Linlu Industrial Park.
The integration of industry and city is indispensable for people's leisure and entertainment. To this end, Linlu Industrial Park plans to build a ginkgo lake park with an area of about 310 acres, and there are greenways, viewing platforms, fitness facilities, and children's amusement facilities along the lake. It is like a bright pearl embedded in the south of the city, echoing with the communities along the coast, and becoming a good place for people to relax.
In addition, the landscape of Baigou water system and the landscape of Linai River run through the north and south of the park, adding a bit of Jiangnan style to the park.
In order to further improve the educational facilities, Linlu Industrial Park has also built a number of schools such as Tengfei Road Nine-Year Consistent School, Linhua Middle School, Jingbo Senior High School, etc., laying a solid foundation for optimizing the basic education resources of Chengnan New Area.
With the rapid rise of the south of the city, attracting more and more citizens to settle here, the importance of commercial layout is particularly prominent.
Covering an area of about 25,000 square meters and a planned total construction area of about 84,000 square meters, Baiyi Prosperous Lane is a commercial area integrating six major business formats: boutique supermarket, brand business hotel, catering and gourmet street, children's leisure and entertainment, leisure life facilities, and cultural and creative block. In October 2023, newly installed street lamps on both sides of the road in Mada Village, Zhangxin Township, Linquan County, illuminated the way home for the first time. These street lamps were funded and installed by Sanshigang Township, Luyang District.
The "story" of Sanshigang Township and Zhangxin Town is just one of the vivid practices of pairing between Luyang District and Linquan County. Since September 2014, the provincial government officially approved the establishment of a provincial-level development zone - Linlu Modern Industrial Park, the two places have officially bonded and opened the road of working together.
In 2022, Luyang District will help Gaotang Community, Gaotang Town, Linquan County to build a 60-acre steel-framed greenhouse honeypotato seedling project, and also selected the Anhui Times Animal Husbandry Farm Dairy Farming Expansion Project in Lilou Village, Tupi Township, and the 20,000-square-meter double-layer automatic constant temperature water curtain cooling greenhouse edible fungus development project in Zhongtaoying Village, Zhangxin Town......
In the past ten years, groups of Luyang people have taken root in Linquan, the cooperative relationship between the two places has been deepened, the industrial projects have been solidly promoted, and the social undertakings have blossomed in many places, bearing a number of fruits with the characteristics of the two places, achieving a good situation of win-win cooperation, and forming a deep friendship that is particularly cherished.
In February 2017, the General Office of the Anhui Provincial Party Committee of the Communist Party of China and the General Office of the Anhui Provincial People's Government issued the "Implementation Opinions on County-level Paired Assistance to Promote Poverty Alleviation", and selected 20 economically developed counties (cities and districts) in the province to help 20 national-level poverty-stricken counties and districts. Among them, Luyang District helped Linquan County.
Since then, the principal responsible persons of Linquan and Luyang have led teams to visit and exchange with each other on many occasions and signed strategic cooperation agreements; the two places have successively sent party and government cadres, teachers, doctors, and other personnel to their counterparts for temporary exchanges; Linquan County's "agricultural products into the city" exhibition and sales center -- Zhongyuan Ranch has settled in Luyang...... the main theme and strongest voice of "Linlu family" has played in all aspects of the economic and social development of the two places.
In April 2020, Linquan County successfully withdrew from the sequence of poverty-stricken counties. From 2017 to 2020, Luyang District has invested a total of 53 million yuan in financial assistance funds, and 14 financial assistance projects, covering 14 towns (streets) in Linquan County, directly driving more than 2,000 poor households in Linquan County to achieve stable income increase; Professional and technical personnel went to Linquan County for temporary job exchanges, trained 2,032 cadres, poor households and wealthy leaders in Linquan County, selected 10 doctors and 39 teachers to go to Linquan County to support medical and education, and held 6 county-level paired job fairs, providing 4,075 jobs.
After Linquan County was lifted out of poverty, the friendship between Linquan and Luyang has not faded, and the story of the joint development of the two places continues.
In 2021, Luyang District issued the "Luyang District 2021 County Twinning Assistance Plan", and determined 61 project plans: 18.9 million yuan of financial assistance for Linquan County throughout the year, 3 financial assistance projects, 8 cadres, Professional and technical personnel went to Linquan County for temporary job exchanges, and accepted 10 cadres and workers from Linquan County to Luyang for work guidance and follow-up study; helped 66 rural laborers, especially those lifted out of poverty and low-income rural people, to find employment in Linquan County; 11 townships (streets) in our district helped 11 key villages in Linquan County; held 4 social assistance activities, and purchased 5.58 million yuan of agricultural products from Linquan County.
In 2022, Luyang District issued the "Luyang District 2022 County Twinning Assistance Plan", which identified 57 project plans: 19.8 million yuan of financial assistance to Linquan County and 5 financial assistance projects throughout the year, 8 cadres and professional and technical personnel were selected to go to Linquan County for temporary job exchanges, job fairs were jointly organized with Linquan County to help 152 people from Linquan who were lifted out of poverty, and 15.2 million yuan of consumption assistance.
In 2023, Luyang District will invest 20 million yuan in special assistance funds, select 2 cadres and 2 technical talents to go to Linquan County for temporary exchanges, help 113 people in Linquan County achieve stable employment, carry out procurement and consumption assistance of 12.58 million yuan, and hold 10 social force assistance activities......
Adhere to the development orientation of "industry-city integration", with the goal of building a "smart park, ecological park, and community construction demonstration area", ten years of efforts, ten years of co-construction, ten years of friendship, Linquan and Luyang cooperation have produced the fruitful results of Linlu Industrial Park and many development projects distributed in towns and towns, and the butterfly change in the south of Linquan City is the best witness of the wind and rain in this decade.
