Recently, the Cyberspace Administration of China, the National Development and Reform Commission, and the Ministry of Industry and Information Technology jointly issued the "2024 Work Arrangement for Further Promoting the Large-scale Deployment and Application of IPv6" (hereinafter referred to as the "Work Arrangement").
The notice requires that adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th National Congress of the Communist Party of China, completely, accurately and comprehensively implement the new development concept, take the comprehensive promotion of IPv6 technology innovation and integrated application as the main line, focus on solving bottlenecks and shortcomings, improve the technology industry ecology, and create a self-driven development trend led by innovation and efficient collaboration, so as to provide strong support for the construction of a cyber power and a digital China.
By the end of 2024, the number of active IPv6 users will reach 800 million, the number of IPv6 connections to the Internet of Things will reach 650 million, the proportion of fixed network IPv6 traffic will reach 23%, and the proportion of mobile network IPv6 traffic will reach 65%. IPv6 network performance and user experience have been significantly improved. IPv6 is enabled by default for cloud services, content delivery networks, and data centers when services are enabled. The IPv6 support rate of major commercial websites and mobile Internet applications has reached 95%, and the IPv6 industry integration application has become more in-depth and extensive. The level of IPv6 penetration in fixed networks has jumped significantly, and new home routers, set-top boxes, and other terminal devices are enabled IPv6 by default, the IPv6 opening rate of existing home routers has been significantly improved, and the IPv6 opening rate of Internet private lines for enterprises and institutions has been significantly improved. IPv6 single-stack support continues to be enhanced. The application field of "IPv6+" innovative technology has been further expanded. The IPv6 standard system has been continuously improved, and the number of IPv6 national standards has reached 50.
The "Work Arrangement" deploys 10 key tasks.
The first is to enhance IPv6 network performance and quality of service. This includes increasing the optimization of IPv6 networks, optimizing the IPv6 service provisioning process, continuously improving the level of IPv6 interconnection, and continuously promoting the IPv6 transformation of radio and television networks.
The second is to improve the level of IPv6 deployment in application facilities. This includes strengthening the promotion and application of IPv6 in cloud products, increasing the proportion of IPv6 traffic in content delivery networks, strengthening the IPv6 upgrading and transformation of data center bearer services, and promoting the simultaneous deployment of IPv6 in computing infrastructure.
The third is to improve the IPv6 connectivity level of terminal equipment. This includes improving the use of IPv6 in home routers, expanding the scope of IPv6 support for smart home terminals, and accelerating the application of IPv6 in the Internet of Things.
Fourth, strengthen the first trial and demonstration guidance. It includes carrying out IPv6 special actions in key cities, strengthening the role of pilot demonstrations, promoting the office network of party and government organs to take the lead in opening IPv6, and strengthening the role of promoting the large-scale deployment of IPv6 and the application of the expert committee platform.
Fifth, promote the evolution of IPv6 single-stack deployment. This includes enhancing IPv6 single-stack operation capabilities and expanding the scope of IPv6 single-stack pilot deployment.
Sixth, deepen the integration and application of the industry. It includes deepening the IPv6 transformation of the industry system of central enterprises, improving the level of IPv6 innovation and application of financial institutions, promoting the IPv6 upgrading and transformation of the system of the Ministry of Agriculture and Rural Affairs, deepening the IPv6 deployment and application of the education industry, promoting the IPv6 deployment and application of human resources and social security departments at all levels, promoting the IPv6 deployment and application of the civil affairs information system, strengthening the IPv6 upgrading and transformation of medical and health institutions, promoting the IPv6 application of transportation digital facilities, expanding the IPv6 application of the industrial Internet, and deepening the IPv6 deployment and application of the water conservancy industry. Intensify the transformation of IPv6 informatization of natural resources and ecological environment, and promote the support of IPv6 in emergency management business systems and terminals.
Seventh, expand the scale of IPv6 content sources. This includes deepening IPv6 upgrades and transformations for government networks and application services, and expanding the scope of IPv6 support for commercial applications.
Eighth, promote the construction of innovation ecology and standard system. It includes strengthening the ecological construction of "IPv6+" innovation industry, strengthening research on Internet architecture innovation, continuing to promote the formulation and implementation of IPv6 national standards, and actively participating in the formulation of international standards for IPv6 technology.
Ninth, strengthen network security guarantees. This includes accelerating the R&D and application of IPv6 security technology products, and strengthening IPv6 network security protection and management supervision.
Ten is to increase publicity and promotion. It includes innovating the form and content of publicity and enriching industry exchange activities.
