In order to implement the spirit of the "First Meeting of the New Year" of the provincial and municipal party committees, comprehensively strengthen the construction of "three teams", further optimize the structure of medical and health talents, and meet the needs of outstanding talents in medical and health institutions, according to the relevant documents, the health system of Yuhang District of Hangzhou City has carried out merit-based contract recruitment for full-time medical graduates from ordinary colleges and universities. The relevant matters are hereby announced as follows:

1. Recruitment positions

There are 57 positions in this recruitment, and a total of 77 people are planned to be recruited. For details of the recruitment unit, position, number of people and application conditions, please refer to the "Recruitment Plan for Medical Graduates of Full-time Ordinary Colleges and Universities in the Health System of Yuhang District, Hangzhou" (Annex 1), which can be consulted by each recruiting unit for details.

2. Recruitment conditions

(1) Basic conditions

1. Have the nationality of the People's Republic of China;

2. Abide by the Constitution and laws of the People's Republic of China;

3. Have good professional ethics;

4. Have the professional education, professional theoretical knowledge and practical operation ability required by the position;

5. Have the physical and psychological conditions to adapt to the requirements of the post;

6. Age requirements: 35 years old and below;

7. Have other conditions stipulated by the post.

(2) Merit-based employment conditions (one of the conditions can be met)

1. Full-time graduates with a master's degree or above majoring in medicine;

2. Graduates of full-time undergraduate degree (bachelor's degree) majoring in medicine from Zhejiang Province, Jiangsu Province, Shanghai, Anhui Province and Jiangxi Province, and graduates of full-time undergraduate degree (bachelor's degree) majoring in medicine from colleges and universities in short supply. At the same time, one of the following conditions must be met:

(1) Provincial outstanding graduates, school-level outstanding graduates or school-level three-good students;

(2) Won the National Inspirational Scholarship once during the school period, or the national key construction college graduates won the school-level first-class scholarship once during the school, or other college graduates won the school-level first-class scholarship twice during the school.

3. Students from Yuhang District have a bachelor's degree (bachelor's degree) in clinical medicine from a full-time ordinary university, meet the conditions and are willing to work in pediatrics, emergency critical care (critical care medicine, emergency medicine, pre-hospital first aid), infectious diseases, fine prevention and other doctors.

4. Fresh full-time undergraduate graduates of clinical medicine, general medicine, preventive medicine and other majors from ordinary colleges and universities in Yuhang District are willing to work in the branches of the Western Medical Community (Baizhang, Luniao, Huanghu and Jingshan Branches).

(3) Circumstances in which applicants are not allowed to apply

1. The period for receiving Party or government disciplinary sanctions has not yet expired or is currently undergoing disciplinary review;

2. The period for receiving criminal punishment has not yet expired or is undergoing a judicial investigation and no conclusion has yet been reached;

3. Being found to have committed serious cheating in civil servant examinations or public institution recruitment;

4. Personnel who constitute a recusal relationship after being hired;

5. Orientation students and commission trainees;

6. Persons who have received criminal punishment for crimes, who have been expelled from the Communist Party of China, who have been expelled from public office, or who have been lawfully listed as targets of joint disciplinary action for untrustworthiness;

7. Other circumstances where laws or regulations provide that they must not be hired as staff of public institutions.

3. Recruitment procedures and methods

Adhere to the principle of "openness, equality, competition, and merit-based selection", and carry out merit-based signing through procedures such as registration, qualification review, examination, physical examination and inspection, publicity and employment.

(1) Registration and qualification review

1. Registration time: You can register throughout 2024 (the registration time for 2025 fresh graduates should be from September 2024) until the corresponding position is hired.

2. Registration method: a combination of online registration and on-site registration. Applicants send the registration form (Attachment 2) to the e-mail address of the recruiting unit by e-mail, please indicate the subject of the email "recruiting unit + recruitment position + name", and provide relevant electronic supporting materials, and must bring relevant materials for on-site review before taking the exam; After passing the preliminary examination, they will be qualified to participate in the written examination and interview.

3. The materials required for registration include:

(1) "Registration Form for Medical Graduates of Colleges and Universities in Yuhang District, Hangzhou City" (Annex 2), fill in and print on A4 paper, sign and upload. On-site registrants are required to provide a recent one-inch bareheaded white background color photo of themselves.

(2) The second-generation ID card and household registration booklet (including the first page and the personal page) within the validity period, the employment recommendation form with transcripts issued by the school, the "National Employment Agreement for Graduates of Ordinary Colleges and Universities" issued by the Student Department of the Ministry of Education (colleges and universities outside the province can hold the "Employment Agreement for Graduates of Ordinary Colleges and Universities" issued by the provincial education administrative department), the online verification report of student status of the Ministry of Education and related honorary certificates.

(3) Applicants for master's degree or above must provide the academic degree certificate of the previous stage and the electronic registration and filing form of the academic certificate of the Ministry of Education.

(4) Other certificates and related supporting materials such as the standardized training certificate of resident physicians specified in the post.

The review materials uploaded for online registration are required to be scanned copies of the originals (PDF format). The registration implements the integrity commitment system, and the application information and materials submitted by the applicants shall be true, accurate and valid, otherwise the registration qualification will be cancelled. The qualification review will be carried out simultaneously with the registration, and the recruiting unit will conduct a qualification review of the candidates according to the conditions of the recruitment position and report the preliminary examination to the District Health Bureau for review. The qualification review runs through the whole process of merit-based signing, and if it is found that the candidates do not meet the qualifications required by the recruitment position and provide false materials, the qualifications for merit-based signing will be cancelled. (2) Written examination and interview

The recruiting unit (the branch hospital is led by the General Hospital of the Medical Community) will organize and implement the written examination and interview in a timely manner, on the basis of merit and in batches, according to the registration and qualification review. The specific time and place of the examination will be notified by the recruiting unit.

The written test and interview shall be guided and supervised by the District Human Resources and Social Security Bureau and the District Health Bureau, and shall be implemented in accordance with the standardized operating procedures. The full score of the interview is 100 points, and the passing score is 60 points, and those who fail will not move on to the next stage. (3) Physical examination and inspection

Those who have passed the qualification review shall be uniformly organized for physical examination and inspection. The time and place of the physical examination will be notified separately by the recruiting unit. The cost of the medical examination is at your own expense. The content and standards of physical examinations and inspections shall be implemented with reference to the relevant provisions of the current physical examinations and inspections for civil servants in Hangzhou (if the national, provincial and municipal regulations are issued before the implementation of physical examinations and inspections, they shall be implemented in accordance with the new provisions), and mental health assessment items shall be added at the same time.

During the inspection, candidates must provide the original and photocopies of graduation certificates, degree certificates and other documents specified in the recruitment position within the specified time. Where relevant personnel withdraw in breach of contract during the inspection period, it is to be recorded in the creditworthiness archives. (4) Publicity and employment

Inspect qualified personnel, determine the objects to be hired, and publicize the personnel to be hired on the portal website of Yuhang District, Hangzhou City for 7 working days. After the expiration of the publicity period, if there is no reflection or there is a problem that does not affect the employment after verification, the employment formalities shall be handled in accordance with the regulations, the employment contract shall be signed, and the probationary period system shall be implemented. If the reported problems affect employment and there is solid evidence, they will not be hired; if it is difficult to verify the reported problems for the time being, the decision on whether to hire them will be made after they have been clarified.

Personnel who are approved for employment must go through the registration and employment procedures within one month after the issuance of the employment documents. If you fail to report within the time limit without a legitimate reason, or if it is found that you do not meet the qualifications and employment conditions, you will be disqualified from employment and will not be replaced. The hired personnel must have served in the employing unit for at least 5 years (including the probationary period or probationary period, excluding the standardized training time for resident doctors).
