State Councilor Chen Yiqin recently visited Hebei Province to investigate civil affairs and post-disaster relief work. She stressed that it is necessary to thoroughly study and implement the spirit of General Secretary Xi Jinping's important instructions, conscientiously implement the decisions and arrangements of the Party Central Committee and the State Council, strengthen the construction of urban and rural community pension service networks, actively and steadily develop flexible and diverse meal assistance services for the elderly according to local conditions, continue to do a good job in helping the affected people, and effectively protect the basic livelihood of the people.
From the 17th to the 19th, Chen Yiqin successively went to Shijiazhuang City and Zhuozhou City to go deep into rural areas, communities, pension service institutions and enterprises to investigate the operation of pension service institutions, meal services for the elderly, post-disaster relief and reconstruction of civil affairs institutions, and held a symposium to listen to the opinions and suggestions of relevant institutions and front-line staff on the development of meal services for the elderly. Chen Yiqin pointed out that it is necessary to deepen the reform of pension services, strengthen the construction of the basic pension service system, promote the expansion and quality of pension services, and increase the strength of rural pension services to make up for shortcomings. It is necessary to adhere to important principles such as adapting measures to local conditions, paid services, and sustainable operations, make overall plans to make good use of all kinds of facilities and resources for meal assistance services for the elderly, gradually expand the supply of meal assistance services for the elderly, and highlight the meal assistance services for the elderly in difficulty. It is necessary to improve support policies in light of actual conditions, explore different ways of providing meal assistance services for the elderly, ensure the quality and safety of services, and truly do good things well and do practical things. Chen Yiqin stressed that it is necessary to do a good job in the connection between the emergency assistance and normalized relief policies for the affected people, implement the measures for the relief and guarantee of the subsistence allowance and the extremely poor, strengthen the disaster prevention and resilience capacity of civil affairs institutions such as pension services, strengthen safety management, and provide better services for all kinds of people in difficulty.
