Chutian Traffic Broadcasting's "City Shinkansen" and "Jiangcheng Police Signal" invited Xu Shengyao, a community police officer of the Hongshan District Branch of the Wuhan Municipal Public Security Bureau, and Zhang Min, secretary of the Party Committee of the Guanxi Community, to introduce the work story of creating a new pattern of mass prevention and mass governance.
Xu Shengyao, who joined the police in 2014, is currently a police officer of the Guanxi Community Management Section of the Zhuodaoquan Street Police Station, and won the third-class merit of the Ministry of Public Security once in April 2017, and the third-class merit of the Municipal Bureau once, and has been awarded by the city and sub-bureau many times. This year, he was awarded the 2023 "Good Man of Hongshan".
Zhang Min, who joined the community in 2007, is currently the Secretary of the Party Committee and Director of the Neighborhood Committee of Guanxi Community, Zhuodaoquan Street, Hongshan District, Wuhan City. From a medical insurance specialist to the post of secretary and director of the community party committee. In 2022, the Kansai community managed by the company won the Excellent Community of Zhuodaoquan Street.

In the past ten years, he has served as a criminal investigation, public security, and community police, and has insisted on studying hard in different positions from different perspectives, honing skills, catching up with learning, and striving for excellence.
As a criminal investigation police officer and a public security policeman, my work revolves around the case, which is to handle the case, solve the case, and arrest the criminal suspect, and the focus is on whether the case handling procedures are illegal and whether the facts of the case are clearly investigated; There are electric cars will be stolen, whether the disputes upstairs and downstairs are properly handled, whether there will be recurring incidents and so on, the focus of work is all shifted to the small things of people's livelihood, and the work goal is to practice the "Fengqiao experience" in the new era, do the basic work of the community, and strive to achieve "no contradictions, no accidents, no lack of services", and implement the "main defense of the police station" and "block security".
Located on the south side of Chuxiong Street and across the street from Wuhan Institute of Technology, Zhuodaoquan Street Guanxi Community is a mixed community of affordable housing, re-built housing and commercial housing. The community covers an area of 0.42 square kilometers, with 3,638 households and 11,000 residents. There are 4 jurisdictional units in the jurisdiction: Hongshan High School, Luxiang Primary School No. 1 Branch, Genius Workshop Kindergarten, and Ju'an Property Company. The Kansai community is an old community, with a large area, high personnel density, strong personnel mobility, and weak and old infrastructure.
Moderator: Officer Xu has only been in the community for just over a year, and the honorary title of "Good Man of Hongshan" was obtained when he served as a community policeman
Secretary Zhang: After Officer Xu came to the Kansai community, the advantages of the police-community linkage have become more obvious, whether it is the investigation and resolution of contradictions and disputes, the investigation of fire safety hazards, or population management, we have cooperated with each other very smoothly, and now not only the sense of security of the masses has been greatly improved, but also the staff of our neighborhood committee feel particularly down-to-earth. This is to truly mobilize the masses to develop and co-build, build and manage, and share the results, so as to jointly create a better environment and a happy life.
Moderator: Officer Xu serves as a community police officer, and the object of his work has changed, and his work ideas have also been adjusted, what is your vision for community policing?
Officer Xu: First of all, I would like to add an honor that I have just won: in February 2024, the Kansai Police Office was awarded the "Advanced Grassroots Unit" of Ping An Hongshan Construction in 2023.
Since I became a community policing, I have set myself two goals:
(1) Be a close friend of the masses, so that the masses can find Officer Xu when they have something.
(2) Be a close friend of the masses, so that the masses are willing to find Officer Xu when they have something.
To achieve these two points, I use the "24-hour hotline" to knock on and off the hearts of the residents of the West Community to gather the hearts of the people, and use the self-created "one investigation, two listening, three shun, and four solutions" conflict and dispute mediation method to resolve residents' grievances and build reputation, and the police team is dedicated to serving the people and creating a brand for the people.
Moderator: What are the highlights of the community work?
Officer Xu: Under the guidance of the party building work of the Guanxi community of Zhuodaoquan Street, we actively promoted the integration and participation of multiple parties and explored the formation of a grassroots governance model of "tripartite linkage, adapting measures to local conditions, mass prevention and governance, and joint construction and sharing": that is, focusing on the tripartite forces of the community, the police office, and the property, integrating the sinking party members and volunteers, and jointly participating in the construction and governance of the community in combination with the actual situation of the community.
The first is to improve the consultation system. Formulate a community-centered, tripartite consultation system of "monthly consultation on nothing, weekly consultation on trivial matters, and consultation on urgent matters".
The second is to optimize the working mode. I led the police office team to adhere to the normalization of school nursing, armed security patrols three times a day, increasing the police detection rate and residents' familiarity rate, and going to the door at night to verify the actual population information and carry out anti-fraud publicity;
The third is to unite the team. I pay attention to digging deep into the potential of the police team, reasonably distributing various tasks, always stimulating the team's sense of mission, honor and achievement, enhancing the motivation and determination to serve the people, leading the team to unite and harmonious, work together to do practical things for the residents, summarize the public security situation and the work of the police office in the jurisdiction every week, record the situation of "serving the people's livelihood", and improve the quality and efficiency of work.
Moderator: Through regular meetings, we negotiate and solve small problems encountered by residents in their daily lives. Summarize the progress of the work resolution of the whole month every month. Meetings will be held at any time in case of urgent and anxious events for residents. With such a consultation system, what are the cases in the specific work of serving the masses?
Secretary Zhang: Daddy Chen, who lives in Building 3 of the Kansai Community, is a beneficiary of this system. Daddy Chen is an elderly man who lives alone, has no children to take care of, and usually does not like to socialize, because he is old and frail and has no one to take care of him, he often "prescribes" medicine for himself according to short videos, which in turn leads to his excessive medication and physical discomfort. On this day, Daddy Chen felt very uncomfortable and could not take care of himself, so he called his sister who was far away in the hope of getting help. Considering the urgency of the situation, Daddy Chen's sister hoped that the community could send Daddy Chen to the hospital for treatment. After hearing about the incident, I immediately contacted Officer Xu Shengyao, hoping to solve this urgent matter together, Director Yuan of our neighborhood committee was more aware of the situation, so we went to the hospital together, sent to the hospital, Daddy Chen entered the emergency room, Director Yuan also immediately went through the hospitalization procedures, etc., and also hired a nurse, so I was relieved to leave the hospital.
During Daddy Chen's hospitalization, Director Yuan learned about Daddy Chen's treatment through nurses many times, and reassured his sister who was far away. After Daddy Chen's health improved and he could be discharged from the hospital, Officer Xu of the Police Office and our community neighborhood committee took Daddy Chen out of the hospital and went home. After returning home, the community and property staff visited the house together and instructed Daddy Chen to stop buying and taking medicine indiscriminately. Seeing that Daddy Chen's life was inconvenient, they cleaned Daddy Chen's house together. Considering that Daddy Chen lives alone and has weak self-care ability, Director Yuan also actively helps his family contact the rehabilitation center. During the whole process, he communicated with Daddy Chen's sister at any time, and at the follow-up tripartite consultation meeting, the property also accepted Daddy Chen's follow-up visit, saying that he would continue to pay attention to Daddy Chen's living needs and do a good job in hygiene and food delivery services.
Moderator: The tripartite consultation meeting system is very effective in dealing with emergencies quickly. The benefits to the residents are tangible, and the community as a whole.
Secretary Zhang: At the beginning of this year, under the double disaster weather of freezing rain + blizzard, the Kansai community held a tripartite linkage meeting in a timely manner to determine the plan for the community, property and police office to jointly carry out snow shoveling and deicing.
Seeing the freezing rain and blizzard one after another, the main road that had just been shoveled black was covered with ice and snow again overnight, and it was white as far as the eye could see, and the Kansai community immediately organized sinking party members, building chiefs, volunteers, etc., together with our community, police office, and property to form a "snow and ice removal team" of more than 30 people In less than half a day, the main road of the community was restored with the joint efforts of everyone, and the dangerous broken branches were also dealt with, ensuring that the elderly traveled safely, the vehicles went home smoothly, and the children played in the snow safely. In such a cold and snowy place, under such a hot atmosphere, many community residents also carried shovels, borrowed snow shovels, and raised brooms, and some "swept the snow in front of their doors" - cleaning the roads near the entrance of their units and corridors, and some even spontaneously joined the snow shoveling army to remove ice and snow on the roads with us. Because of this, less than a day after the snow stopped, almost all roads in the Kansai community were fully cleared and safe.
Moderator: Send the warmth of public security to the hearts of residents in the jurisdiction, so that the sense of security and happiness of residents in the jurisdiction will be more fulfilling, more secure and more sustainable.
Officer Xu: Here I would like to introduce my "four-step point-point" work method for mediating mass disputes, that is, "one investigation, two listening, three sparseness, and four solutions". Help residents to relieve conflicts and relax physically and mentally. It is not only necessary to solve "things", but also to "go well". It is necessary to be a confidant, intimate and warm-hearted person around the residents, and cannot let the contradictions affect the mood and life of the parties, let alone have a negative impact on the society.
In early March, a landlord in the jurisdiction found that his rental house was a staff dormitory, because he was worried about the complexity of the tenants, the nature of the work disturbing the people, the house is not easy to maintain and other problems, so he asked me to coordinate the surrender of the rent, and the landlord successfully surrendered the lease under my proper disposal.
Due to the kitchen leakage problem in Building 3 of the community, Daddy Luo had been arguing with Daddy Chen's house upstairs for many years without success, and even developed to the point of insulting and pushing. But Daddy Chen refused to allow me to visit his home to see the scene, and even thought that I was helping Daddy Luo. Later, after many days of squatting in the building, seeking the opportunity to communicate with Daddy Chen face-to-face, using the "four-step point-point" mediation method, gradually solved the problem of water leakage and the grievances of the two families for many years, and the work attitude and ability were fully affirmed by the two fathers. In early March, Daddy Chen was unwell due to his old age and frailty, and I immediately sent him to the hospital and took him home.
Moderator: It is understood that Officer Xu has handled more than 100 calls from residents for consultation, request for help, and police calls every month, and used the "four-step point-point" mediation method to patiently and properly resolve all kinds of contradictions and disputes among the masses, and more than 100 cases, which has won the trust of residents in the jurisdiction and established a reputation.
The Kansai community is an old community with weak infrastructure, but Officer Xu came to the community to meet the needs of the masses and respond to the concerns of the masses with heart and affection, and he innovated and launched the "special attention + tracking service" model, the police and the community linkage, insisted on helping special groups in the community, and sent warmth to the masses through weekly visits and condolences, mediation of disputes, and repairing houses.
Secretary Zhang: Yes, soon after Officer Xu came to the community, we held a special meeting of the tripartite joint "knock on the door" to set up a care and support group, with the participation of the community police office, the person in charge of the property in the community, and all the staff in the community. Inspections are mainly carried out in three ways, namely daytime, night, and day+night form.
The specific division of labor is as follows: community staff are divided into grid areas, and during the day they conduct grid inspections in the public area of the community, door-to-door inspections, pay attention to key groups, and touch out difficult families and elderly people living alone; the community police room takes the opportunity of publicizing electric fraud and population information registration at night to visit the door-to-door and routinely conduct door-to-door inspections until 10:30 o'clock every day; property knocks on the door during the day + uninterrupted inspections at night.
Aunt Zhang's family is a special situation that has been investigated through the tripartite joint inspection system. A few years ago, Aunt Zhang, a resident on the first floor of Building 32, found that the basement had serious water seepage, and the water was dozens of centimeters at its deepest, and Aunt Zhang, an empty nester in her eighties, even had to bend down and scoop water manually every day, and the water accumulation in the basement seriously affected the normal life of the residents of Building 32. It was hoped that the renovation of the old community in 2022 could solve this problem, but because the basement belongs to the private housing part, it is not within the scope of the old renovation and cannot be solved through the old reform. This made Aunt Zhang feel very desperate, and she didn't know how long such a day would pass, so she was very dissatisfied with the community work. During the daily inspection, we saw Aunt Zhang who was complaining and scooping water outside, and listened to Aunt Zhang tell about the situation.
After learning about the situation of Aunt Zhang's family, we went to the field many times to check the situation, and we were deeply distressed by the living conditions of Aunt Zhang's two elders. I contacted the property to check, but I couldn't find the cause of the water seepage. Secretary Zhang began to seek support everywhere, and successively invited representatives of the street, district people's congresses, water affairs bureau experts and other parties to jointly investigate the site to find the cause of water seepage. Finally, under the guidance of experts, the problem of water seepage in the basements of 32 buildings was finally solved. Looking at the clean basement, Aunt Zhang showed a long-lost smile on her face, and hurriedly made a few pennants to express her gratitude to us, Aunt Zhang said: "Thanks to Secretary Zhang, the two of us don't have to live in a 'dire straits' anymore." I will fully support the community work in the future!"
The same is true for Xiao Zeng's family, a resident of the community. Xiao Zeng is a special person in the Kansai community, and due to illness, he is unable to perform ordinary work normally, so he has no stable income. His wife also works odd jobs outside the home all year round to make ends meet, and the family has a daughter who is in elementary school and an elderly mother, and the family situation is very difficult.
Once, because Xiao Zeng refused to take medicine, he had an emotional quarrel with his mother at home, and the elderly man who was nearly 80 years old had no choice but to run to the community for help. After listening to the old man's description of the situation at home, Secretary Zhang worked with the community staff to do ideological work for Xiao Zeng and persuaded him to insist on taking medicine for treatment. Considering that Xiao Zeng did not have a stable income and his family situation was difficult, Secretary Zhang paid attention to the vacancy of the public welfare job and introduced Xiao Zeng to engage in this work. This job not only provided Xiao Zeng with some income, but also improved his confidence, Xiao Zeng felt the recognition that his work brought him, and he also had more normal social interactions, and his mood was getting better and better. At the same time, Secretary Zhang still did not forget to often remind Xiao Zeng to insist on treatment, so as not to worry the old mother. After these things, Xiao Zeng's current state is getting better and better, and he has gradually returned to his normal life. Xiao Zeng's mother said: "With you doing the work, he is much better now." Now that he has a job, he now has a positive attitude towards life. Thank you for your care and help!"
Moderator: In recent years, electric bicycles have become an important means of transportation for ordinary people to travel with their economical and convenient characteristics.
Officer Xu: There are a large number of electric vehicles in the Kansai community, and the charging piles are relatively tight, we have roughly made statistics, there are more than 3,000 electric vehicles in the Kansai community, and there are only more than 1,800 charging spaces, plus some residents use the charging spaces as parking spaces, which leads to the tightness of electric vehicle charging in the community. The Kansai community is an old community, and it is inevitable that there will be random parking and flying wire charging. Under the guidance of the community party building, we work with the police office and the property to seek a balance between safety and people's livelihood according to the actual situation of the community, which not only ensures the safety of residents' electric vehicle parking and charging, but also ensures the actual living needs of residents in the community. On the one hand, we issued publicity notices in the name of the community, the police office and the property, and on the other hand, we arranged for the police office and the property staff to relay and persuade the residents who were really in difficulty, and we helped the residents find the nearest charging space, and even helped the residents to remove the electric vehicles that occupied the charging space and did not charge, so that the residents could charge normally. For units and buildings with serious parking and flying wire charging, we post reminder letters in the name of the public security, and go to the door one by one to carry out legal education.
