Notice on the application of Huainan Skills Experience Center
All relevant units and institutions:
In order to implement the spirit of the 20th National Congress of the Communist Party of China and accelerate the construction of skills in Anhui, according to the "List of Phased Objectives and Tasks for the Implementation of Huainan City<部省共建技能安徽建设的意见>", after research, it was decided to carry out the declaration of the skills experience hall, and the relevant matters are hereby notified as follows.
1. Purpose and significance
The Skills Experience Hall is an important place to provide experience vocational education and vocational skills for the general public, especially for primary and secondary school students. Through skill experience, more people can understand vocational education and the cultivation of vocational and skilled talents, and further create a good atmosphere of "society advocating skills, everyone learning skills, and everyone having skills" in the whole society.
Second, the subject of the declaration
The city's colleges and universities (including higher vocational colleges, technician colleges), secondary vocational schools (including technical schools) and units or social institutions that can undertake skills experience activities.
3. Application conditions
To apply for the Huainan Skills Experience Center, the following conditions must be met, and the corresponding supporting materials shall be provided as follows.
1. Legal person qualification. The colleges, units or social institutions that apply for the Huainan Skills Experience Center must have the qualification of a legal person, be located in Huainan City, and have no major safety liability accidents, public opinion incidents, environmental pollution accidents and other violations of laws and regulations in the past three years (provide relevant valid licenses, certificates and other supporting materials).
2. Site size. The area of the skill experience hall should be more than 100 square meters, and no less than 30 people can participate in the skill experience at a time. The skills experience venue has complete functions, scientific and reasonable layout, complete infrastructure such as water, electricity, communications, and fire protection, and a clean and hygienic environment (provide supporting materials such as basic explanations and real pictures of the experience venues).
3. Curriculum. Encourage the establishment of skill experience projects around seven emerging industries in Huainan City, including "new energy automobile industry, advanced photovoltaic and new energy storage industry, new material industry, high-end equipment manufacturing industry, green food industry, new generation information technology industry, and life and health industry", and support relevant departments, colleges or social institutions to set up skill experience projects relying on their own superior resources. The skills experience project should contain at least 3 or more activity units, and have a detailed course project experience activity plan (provide specific project activity teaching design and other supporting materials).
4. Faculty allocation. There are more than 2 full-time teachers who can guide skills experience related projects, and they must have relevant certificates (provide supporting materials such as a roster of instructors and relevant certificates).
5. Open operation. The annual opening hours of the skill experience hall shall not be less than 30 days, and the number of people receiving skill experience should be more than 200 people every year. Take the initiative to disclose the specific time and contact information of the opening of the skills experience center through the website or other publicity media, and timely publicize the operation of the skills experience center services (provide supporting materials such as the annual opening operation plan and publicity plan).
6. Security Measures. The skill experience hall should pass the fire protection and sanitation acceptance as a whole, meet the basic requirements of public place safety, and have strict safety management measures. All kinds of safety, monitoring and fire-fighting facilities and equipment are in good operation. Safety tips and guidance signs are complete and clear, and emergency exit signs are clear and unobstructed. Formulate emergency response plans, regularly carry out safety education and training and emergency response drills, and conduct safety education and emergency response drills no less than once a year (provide supporting materials such as safety management systems, safety emergency plans, equipment and tool operating procedures, and real-life pictures of safety protection facilities and equipment).
7. Standardize management. The management system of the skill experience hall is sound, the post management responsibilities are clear, the file management is standardized, and the daily operation funds can be fully guaranteed (provide supporting materials such as management systems).
Fourth, the application procedure
1. Voluntary declaration. In accordance with the principle of voluntariness, all relevant institutions and social institutions shall submit application materials to the Huainan Municipal Bureau of Education and Sports with reference to the application conditions and the consent of the competent department.
2. Expert review. Huainan Municipal Bureau of Education and Sports organized relevant experts to conduct a review.
3. Determination of results. The Huainan Municipal Bureau of Education and Sports will officially issue a document to identify and award the skills experience hall that has passed the review.
5. Relevant requirements
1. The application materials and related supporting materials submitted by the reporting unit, colleges or social institutions for the Huainan Skills Experience Center must be true and valid, and those who submit false information and materials will be disqualified.
2. All reporting units should send the "Huainan Skills Experience Hall Application Form" and "Huainan Skills Experience Hall Declaration Supporting Materials" (both PDF versions, with the official seal of the unit) to the designated mailbox before April 30, 2024.
