Through the recommendation of the masses, 72 fair and decent party members, retired soldiers, veteran cadres, property management personnel, good people around Qujing, and village sages were selected as the "whistleblowers" of the terminal prevention unit, and visited the residents of Baobao at least once a week to inquire about the basic situation, collect social conditions and public opinions, investigate safety risks and hidden dangers and contradictions and disputes, and make sure that the household knows the person, the governor, the matter, and the situation. At present, 5 contradictions and disputes have been investigated and 5 have been resolved.

The community regularly holds special meetings to listen to the basic situation of the "whistleblower" terminal prevention unit, analyze, judge and deal with the reporting problems, and conduct special training. The "whistleblowers" regularly register and learn about outsiders in their jurisdictions and cooperate with the crackdown on pyramid schemes and anti-cult work. If it is found that there are abnormal situations such as noise and smashing of items among residents in the prevention unit, report to the grid chief in a timely manner, and the grid chief will report to the community "two committees" for disposal according to the analysis and judgment, and the community organization police station, judicial office and other industry departments will deal with it to ensure that everything has an echo and everything has been settled. At present, the "whistleblower" report has reported 3 problems, organized and resolved 3 cases, publicized 5 issues, and visited 528 households, truly resolving contradictions and disputes at the grassroots level and in the local area, and eliminating hidden dangers in the bud.
