In October 2022, Guo was sentenced to two years in prison, suspended for three years, and fined RMB 3,000 for the crime of covering up and concealing criminal proceeds and the proceeds of criminal proceeds. The Putian Municipal Community Corrections Administration Bureau found that this move was a major meritorious service and met the statutory conditions for commutation, so it submitted a recommendation to the Putian Intermediate People's Court for commutation.

During the course of the trial, the Putian Municipal Administration of Community Corrections, the enforcement organ, provided relevant materials on Guo's performance during the community corrections period, the determination of righteousness and courage, and the award of meritorious service, and applied for witnesses to testify and debate evidence in court. The court also heard the opinions of the enforcement and procuratorial organs on the commutation of the sentence and the statement made by Guo.

After trial, the Putian Intermediate People's Court found that during the period of community corrections, Guo strictly abided by the provisions on the supervision and management of community corrections, obeyed supervision, and did show repentance, and his major meritorious service during the period of community corrections was confirmed by relevant evidence. In accordance with articles 78 and 79 of the Criminal Law of the People's Republic of China, article 273 of the Criminal Procedure Law of the People's Republic of China, and the provisions of Article 5, Paragraph 1 and Article 16, Paragraph 1 (1) of the "Provisions of the Supreme People's Court on Trial Procedures for Commutation and Parole Cases", it was ruled that Guo's fixed-term imprisonment should be reduced by one year, and the probationary period of probation should be reduced to two years.
