Do I need to declare for my flight?
The Interim Regulations stipulate that:
For micro, light and small UAVs, the airspace is divided into flyable airspace, which can fly freely without submitting an application for flight activities.
Airspace, air restricted areas, airspace around the air restriction area, low-altitude flight airspace of military aviation, airports and surrounding areas, military restricted areas, important revolutionary memorial sites and other areas are set as controlled airspace.
If you need to fly within the controlled airspace, you need to apply to the air traffic control agency of the corresponding flight control area.

Personnel flying in the controlled airspace shall be trained and qualified in accordance with the regulations of the competent civil aviation department of the State Council, and shall submit an application for flight activities to the air traffic management agency before 12 o'clock on the day before the intended flight.
Do I need a drone driver's license?
Miniature / light civil UAVs for personal entertainment purposes only, as long as they fly in flyable airspace, do not need to obtain any certificates/licenses, but they must be proficient in the operation methods of relevant aircraft types, understand risk warning information and relevant management systems.
Personnel engaged in conventional agricultural UAV operation and flight activities do not need to obtain a controller license, but shall be trained and assessed by the agricultural UAV system producer in accordance with the content stipulated by the competent department of civil aviation and agriculture and rural affairs under the State Council, and obtain an operation certificate after passing the qualification.
