Scientific planning is a necessary measure to guide development and a necessary policy to lead future development. On April 25, 2021, the State Council approved the "Implementation Plan for the Construction of Jinan's New and Old Kinetic Energy Conversion Start-up Area", and the start-up area came into being in the tide of major national strategies of the Yellow River.
In the past three years, the Start-up Area has implemented the two national strategies of ecological protection and high-quality development of the Yellow River Basin and the conversion of old and new kinetic energy, based on the overall requirements of "world vision, international standards, Shandong advantages, and Quancheng characteristics", highlighted the positioning of the "city", and drew a new blueprint for the city of the future towards the goal of "building a livable and business-friendly charming city".
Construct a three-level spatial planning system of "macro strategy, meso control, and micro implementation". At the macro level, it emphasizes strategic guidance, with the implementation plan for the construction of the starting area as the guide, and the comprehensive planning such as development planning and land and space planning is "multi-plan integration" to ensure the leading role of the upper planning; at the mesoscopic level, it emphasizes the preparation of special plans such as comprehensive transportation and public service facilities, and innovates and integrates the synchronous preparation of regulatory planning and urban design, which plays a role in guiding the preparation of implementation planning and control regulations; at the micro level, it implements detailed planning and urban design, and actively promotes the headquarters economic zone, Micro-level implementation planning for key areas such as the Queshan Ecological and Cultural Zone is prepared to ensure integrated and precise implementation.
Establish a "multi-corps" establishment team with the participation of international, domestic and local parties. Introduce an internationally renowned team, introduce international advanced concepts, and benchmark the "world vision" in the planning pattern; absorb the domestic industry elite team, focus on controlling and implementing national policies and guidelines, and ensure "domestic advanced" in planning standards through high-level and high-quality creation; and follow up and support by the local team, responsible for key control of the implementation of concepts, planning approval and other links, and highlight the "Quancheng characteristics" in the planning style.
In the process of compilation, experts from the Development Research Center of the State Council, the National Development and Reform Commission, and the Ministry of Housing and Urban-Rural Development were invited to participate in the consultation and discussion, solve more than 200 technical problems, improve the planning level with the help of professional strength, and coordinate the spatial placement of more than 30 planning elements in the five major sectors of ecological space, agricultural space, urban space, transportation facilities and public facilities.

The bridge group plans a demonstration area of 12 square kilometers of construction land, which is positioned as an ecological business district (EBD) to promote the organic integration of blue-green ecological space, agricultural and rural space, and new urban space, and strive to build a happy city with water as the vein, blue-green complex, city-park integration, and harmonious coexistence between man and nature.
At the end of 2023, the Standing Committee of the Provincial Party Committee studied and approved the "Implementation Plan for the Construction of the Urban Sub-center Demonstration Zone in the Start-up Area for the Conversion of New and Old Kinetic Energy in Jinan", which further clarified the task book, timetable and roadmap for the construction of the new city. At present, the bridge area has mature detonation conditions, Quehua East and West Road and other new city backbone road networks have been laid, a large number of new city landmark buildings such as TV towers have also been approved, the comprehensive development and utilization of underground space has been gradually promoted, coupled with the whole process, the whole cycle of dynamic control mechanism, the image of the future new city is transforming from a static blueprint to a realistic scene.
The start-up area came into being in the major national strategy of the Yellow River, and is the only physical new area supported in the Yellow River Planning Outline, which adheres to the concept of "building a modern pastoral city in the new era" at the beginning of the planning. Coordinate ecology, security and development, build a 42 index system of "modern pastoral city in the new era" in the starting area, build a guidance system of "10 target systems + 30 planning guidelines + 93 implementation rules" for the four major target areas, and comprehensively ensure that the goal concept of "modern pastoral city in the new era" is transmitted and implemented in the whole area of the starting area, all-factor land space and planning systems at all levels, systematically protect and govern mountains, rivers, forests, fields, lakes and grasses, promote the organic integration of cities and villages, and promote green, low-carbon and high-quality economic development.
