In order to rectify military discipline and solve problems, the party committee of the Southwest Military Region specially transferred Yu Qiuli, then president of the Second Senior Infantry School, to the logistics department as director and concurrently deputy director of the Supervision Commission, responsible for the specific work of the "three anti and five anti" campaign.

When Yu Qiuli took office, it was a period when the "three antis and five antis" movement was expanded. At the same time, some people with ulterior motives saw that there was an opportunity to frame and frame them on various charges, and for a time, the logistics department of the military region was paralyzed.

It turned out that this material exposed Chen Geng, saying that Chen Geng embezzled a large amount of property, including a large amount of gold, together with Chief of Staff Zhou Xihan, during his tenure as the commander of the 386 Brigade during the Anti-Japanese War. The leader said aggrievedly that the reason for falsely reporting expenses was not because he wanted to keep them for himself, but because he wanted to use them for the future construction of the troops, so as to be in case of emergency.
