In August 2022, the public security in Yuhuan, Zhejiang, received a report from Mr. Li, saying that he had purchased multiple batches of Moutai liquor worth more than 140 yuan from Huang since 2018, which were identified as fake liquor. After receiving the police, the public security organs at the Taizhou and Yuhuan levels dispatched business backbones to set up a special case team to carry out research, judgment and investigation.
After investigation, the criminal suspect Huang Moumou got acquainted with Sun, who sold fake wine, during his work outside, and after returning to Taizhou, he often claimed that he had a "way" in the circle, so as to shape the "personality". He said that he had a 'special channel' in other provinces, and he could buy 'special' wine at a cheaper price than the market. Mr. Li, who likes to collect high-end liquor, believed it and began to place orders one after another.
In this way, Huang Moumou successively sold fake wine to more than 40 people, making huge profits. Through information verification, the police gradually found out its online seller Sun in other provinces, as well as the producers Zhang, Tang, and Bai. Sun is ostensibly a legal person of a liquor research company, but behind the scenes, he is engaged in the business of reselling fake liquor. Zhang and Tang were online ride-hailing drivers during the day, and at night they produced fake liquor in a private house and sold it all over the country through the convenience of Bai's work in a logistics company.

After the main culprit arrived at the case, the police followed the line and dug deep and expanded another upstream fake wine production gang led by Song, as well as Zhu Moumou, a supplier of packaging materials. The criminal act of producing and selling "special supply" liquor discovered in this case has attracted great attention from the public security organs. Wu Yuanfei, head of the food, drug and environmental crime investigation detachment of the Taizhou Municipal Public Security Bureau, said that criminals deceived and misled consumers in the name of "special supply" and "exclusive supply", and fostered a bad atmosphere in society.
The reporter saw in a warehouse of the Taizhou City Property Management Center involved in the case that boxes of counterfeit Moutai, Wuliangye and other brands of liquor were neatly stacked, and many of them were "special" fake liquor printed with the words of party, government and military units. "'Special' wines are mainly produced according to customer-specific requirements. Suspect Zhang Moumou confessed that such customers will order some "special" liquor with the name of the relevant unit for the sake of selling, entertaining or giving gifts.
According to Lu Zhang, the organizer of the police, the cost price of a bottle of "special Moutai" liquor is less than 50 yuan, and the end price is only slightly lower than the market price of real liquor through layered distribution. "Criminals have caught eye on the psychology of customers, and the price of counterfeit wine fluctuates with the market, but it will always remain a little lower than the real wine. In this way, he said, the "specialness" of the channel can be highlighted.
According to the analysis of the cases cracked by the public security organs in the past, private business owners account for a certain proportion of the group that buys "special" counterfeit wine. "What does it mean to get a 'special' wine? A grassroots cadre said frankly that in fact, it was vanity and tried to play tricks.
Gao Chuan, head of the Public Security Action Brigade of the Yuhuan City Public Security Bureau, said that the modus operandi of this type of crime is often relatively hidden, and it is sold through small internal circles or introductions by acquaintances, and the criminals have obvious geographical characteristics and strong anti-investigation capabilities. In recent years, some lawbreakers have fraudulently used the names of the central and state organs and the people's army to make huge profits by bottling, blending, producing, and selling so-called "special" and "exclusive" fake liquors for low-grade liquor. In view of the prominent problems of such crimes, the Ministry of Public Security has recently deployed public security organs across the country to carry out a special operation to curb the illegal production and sale of "special liquor", purify the social atmosphere, maintain the good image of the party, the government, and the people's army, and effectively protect the legitimate rights and interests of consumers.
According to the relevant person in charge of the Food and Drug Crime Investigation Bureau of the Ministry of Public Security, the relevant departments issued a notice in 2013 to strictly prohibit the central and state organs from using "special supply" and "exclusive supply" and other labels. It has been learned that in view of the intertwined characteristics of such crimes as false propaganda, trademark infringement, Internet sales of counterfeit goods, endangerment of food safety, illegal printing, and other administrative violations, the public security organs will actively carry out joint law enforcement with relevant departments, strengthen supervision and inspection of key venues, and dig deep into the clues of the crime of using the Internet and logistics to sell counterfeit liquor; according to the situation of the crime of making and selling counterfeit goods in key areas, organize and carry out cross-provincial cluster campaigns, and completely cut off the criminal chain of "production, supply, and marketing."
