At the beginning of April this year, the Shaanxi Provincial Commission for Discipline Inspection and Supervision issued a document disclosing that in 2016, starting from his tenure as the mayor of Hancheng, Chu Jinfeng began to release a signal of "engaging in projects" with great fanfare. In the first "Government Work Report" after serving as the mayor of Hancheng, Chu Jinfeng clearly put forward the words of "building a 100 billion fine chemical park", "promoting the construction of 24 key projects in scenic spots" and "focusing on the implementation of 140 urban construction projects".
Where will the money come from? In February 2016, Chu Jinfeng entrusted a deputy mayor to preside over a special meeting to review and approve the construction of the Yellow River Ecological Fishery Demonstration Base Project. The project is located in the Yellow River Wetland Provincial Nature Reserve in Shaanxi Province, which not only has no land use procedures, but also clearly violates the Shaanxi Provincial Wetland Protection Regulations. Chu Jinfeng was criticized for blindly borrowing and paving the way for projects. From 2016 to 2018, the GDP growth rate of Korean cities showed a downward trend for three consecutive years. During this period, from December 2015 to August 2021, there were 545 projects in Hancheng that had violations such as no project approval procedures, no construction permits, and no land procedures, of which 67 projects were decided and implemented by Chu Jinfeng. Four projects, including the general airport and the Yellow River New Area Convention and Exhibition Center, were terminated or stopped due to the failure to go through the environmental impact assessment procedures, illegal occupation of land, insufficient government funding, rush to start construction but large funding gap, remote site selection, etc., involving an investment of more than 800 million yuan.
In December 2017, Hancheng was named and notified by the National Audit Office for illegally borrowing 357 million yuan of government debt.
In order to promote the construction of related projects, the Hancheng city government can only borrow in disguise through financing or arrears of project payments, which directly leads to the formation of huge debts of local governments and triggers the credit risk of hidden debts of the government. In 2024, the work report of the Hancheng Municipal Government disclosed: "Although debt resolution has entered a benign track, the status quo of large stock, tight deadline and poor structure has not been fundamentally reversed." Many years later, Chu Jinfeng was investigated, and looking back on the matter, he wrote: "As a party member with more than 30 years of party experience and the secretary of the municipal party committee who is in charge of the party, blindly befriending 'political liars', calling him a brother and a brother, and running for office to buy officials, it is really incredible, and even I can't figure it out when I look back, but this is what really happened." ”
In August 2018, this person proposed 5 million yuan as an "activity fee", and Chu Jinfeng arranged for the chairman of a municipal state-owned enterprise in Hancheng to embezzle 4.5 million yuan of public funds and transfer it to the other party. More than a month later, this person asked for another 1 million yuan. Chu Jinfeng asked a private boss who had contracted a greening project in Hancheng for 1 million yuan.
In order to express his sincerity, Chu Jinfeng not only arranged for this person's daughter to work in Hancheng, but also instructed the organization department to develop the recommender and investor into a probationary member of the CCP in violation of regulations. Later, after investigation, it was found that the dates and positions of the two people's applications for joining the party were forged.
Chu Jinfeng did not wait for the "job promotion" promised by the other party, instead, he learned that in August 2020, this person was arrested by Beijing police. In August 2021, he was sentenced to 13 years in prison for fraud.
Worried that his friendship with a "political liar" would be exposed, Chu Jinfeng went to the Shaanxi Provincial Commission for Discipline Inspection and Supervision twice in 2021 to explain the situation, falsely claiming that his relationship with this person was to fight for funds for Hancheng's optoelectronic industry, and the two had no economic contacts. In order to make up for the embezzlement of public funds, Chu Jinfeng later demanded 4.3 million yuan from the legal representative of a commercial operation company in Xi'an, and also took out the 3 million yuan he had received from others.

In the second half of 2016, Wang, the legal representative of a real estate company in Shaanxi, asked Chu Jinfeng to help contract the road widening and reconstruction project. Under the care of Chu Jinfeng, Wang successfully won the bid for the project. In order to express his gratitude and prepare for the follow-up project to continue to receive Chu Jinfeng's help, Wang gave Chu Jinfeng 5 million yuan three times.
In April 2018, Chu Jinfeng was appointed secretary of the Hancheng Municipal Party Committee, and after learning the news, Yang, the legal representative of a real estate company in Shaanxi, made a special trip to Chu Jinfeng's home in Weinan City to send 500,000 yuan. Yang proposed that he wanted to develop real estate in South Korea, and Chu Jinfeng readily agreed. Later, due to the sluggish market, the development of real estate was put on hold. Even so, Yang did not forget to take the opportunity to send money to Chu Jinfeng in the name of "visiting" during the New Year's holidays.
After investigation, Chu Jinfeng successively accepted gifts totaling 1.8135 million yuan and accepting bribes totaling more than 1,990 yuan. Among the bribe-givers were some public officials in Hancheng.
