The "Work Guide" clarifies the application process for special funds, and refines the application and specific reward standards for special funds in 17 categories, including technological transformation subsidies, provincial high-quality awards, and R&D institution construction project subsidies.
Accordingly, enterprises whose operating income exceeds 5 billion yuan, 10 billion yuan, and 50 billion yuan for the first time can apply for a maximum of 5 million yuan in reward funds;
Enterprises that have newly obtained the registration certificate of innovative drugs, improved new drugs, generic drugs, the national filing approval document of APIs, the registration certificate of Class III medical devices, and have realized industrialization in the local area and passed the consistency evaluation of the quality and efficacy of generic drugs, can apply for a one-time reward fund of up to 4 million yuan;
Technological transformation projects with an annual investment of more than 3 million yuan in productive equipment can apply for subsidies according to the maximum 8% of the investment in productive equipment, and the maximum annual subsidy for a single enterprise is 3 million yuan;
Enterprise R&D institutions with R&D equipment investment of 5 million yuan within 3 years can apply for subsidies according to 10% of the R&D equipment investment, and a single project can be subsidized up to 3 million yuan.

General principles
Jingzhou City's implementation of the "four major projects" to promote the high-quality development of the manufacturing industry special funds to take the form of free rewards and subsidies, policy fulfillment, etc., aiming to improve the automation and intelligence level of enterprise technology and equipment and the ability to guarantee safe production, promote the green, circular and low-carbon development of enterprises, enhance industrial innovation capabilities, and accelerate industrial integration and development.
(1) In accordance with the principle of "who declares, who is responsible, who recommends, and who checks", the legal person enterprises (units) that meet the requirements shall voluntarily declare, and the local economic and information departments shall report after review.

Support Categories
In 2023, the special funds will support the following 17 types of projects. Among them, the construction projects of technological transformation and R&D institutions belong to investment projects, and the subsidy funds are calculated according to the actual equipment investment; others belong to the policy cashing projects, in which the local matching rate reward of the chain owner enterprise is calculated according to the actual supporting situation, and the reward funds are directly cashed out according to the "enjoy without application" or relevant license review.
(1) Subsidies for technological transformation
Support method: technical transformation projects with an annual production equipment investment of more than 3 million yuan. The maximum 8% of the investment in productive equipment will be subsidized, and the maximum annual subsidy amount for a single enterprise is 3 million yuan. The technological transformation of the textile and garment industry will be subsidized by up to 10% of the investment in its productive equipment, and the annual subsidy amount for a single enterprise will be up to 4 million yuan.
Scope and process of acceptance and review (cashing): After the local enterprises in Jingzhou District, Shashi District and Jingzhou Economic and Technological Development Zone provide the corresponding information and submit it to the economic and information department of the jurisdiction for review, the economic and information departments of the three places shall summarize and submit the information according to the application process of the "Management Measures".
Enterprise application materials:
The basic information of the project (Annex 1-1), the summary table of the equipment investment project (Annex 2), the business license of the project undertaking unit and the screenshot of the official website of Credit China, the proof of completed investment (project record certificate, proof of entry into the system, list of purchased equipment and corresponding invoices, contracts, payment vouchers, etc.) with the signature and seal of the authenticity commitment.
The district economic and information department reviews and reports the information: the equipment purchase subsidy information is bound separately with a white cover, in duplicate, including:
1. Summary table of subsidies for equipment investment projects (Annex 3) (including stamped electronic scanned version and electronic version)
2. Summary table of basic information of equipment investment projects (including stamped electronic scanning version and electronic version)
3. The basic information table of the project (including the stamped electronic scanned version, the name prepared according to the project summary serial number: serial number - district - enterprise abbreviation - project name, and the paper information table is reported according to the serial number)
4. Screenshot of the official website of Enterprise Credit China, project record certificate, certificate of entry into the system, etc.
5. The audit report of the third-party institution, including the audit schedule of the equipment investment of each enterprise (Annex 4) and the electronic form
Notes:
1. Criteria for the recognition of "annual renewal of productive equipment investment". The technological transformation investment declared by the enterprise must meet the following conditions before it can be recognized:
(1) Productive equipment mainly includes: the purchase of production, testing, R&D and other equipment related to the construction of the project, including equipment installation and commissioning, excluding equipment leasing, the cost of raw materials and testing of self-made sets and complete equipment, excluding equipment maintenance, and the expenses incurred by industrial software supporting the project construction and the rental of new infrastructure such as communication lines, cloud servers and cloud storage equipment.
(2) The equipment shall not be backward and obsolete.
(3) The equipment invoice must be within 2023, and the recognized amount does not include the deductible part of VAT input tax.
(4) The purchase of domestic equipment shall be subject to the time of VAT invoice, and the purchase of imported equipment shall be subject to the declaration date of the customs declaration.
(5) The equipment purchase expenditure must form a clear list of equipment, indicate the product model or self-made equipment, and explain the purpose of the equipment and the place of placement for inspection.
2. The following expenses are not included in the "production equipment input":
(1) The purchase cost of raw materials, parts and consumables required for production;
(2) Construction costs of buildings and structures (pipelines, ditches);
(3) Construction costs of public infrastructure such as water supply, power supply, gas supply, transportation, fire protection and so on (except for special requirements due to production process needs);
(4) the purchase cost of the above-mentioned public infrastructure ancillary equipment and supplies;
(5) Investment in canteens, dormitories, reception centers, conference centers and other employee living and entertainment facilities;
(6) The purchase cost of non-productive equipment such as transportation equipment, general office equipment, ventilation and lighting, refrigeration and heating equipment for operation and management services only.
(7) Expenses incurred in operating leasing production equipment.
(8) Personnel wages, labor expenses, travel expenses, etc. and equipment maintenance expenses incurred in the construction of the project.
(9) Molds that are not accounted for in the accounts of "fixed assets" and "construction in progress".

(2) Provincial high-quality awards
Support method: The investment projects that have been supported by special funds for the high-quality development of the provincial manufacturing industry in 2021, 2022 and 2023 and have not been supported by the special funds for municipal technological transformation, and the projects that are completed and accepted during the period from January 1, 2023 to December 31, 2023 will be rewarded according to 20% of the actual amount of provincial subsidy funds for the project.

Note: Projects that have received the fixed assets award and subsidy of the investment promotion policy will not be rewarded repeatedly.

(3) Subsidies for R&D institution construction projects
Support method: From 2023 onwards, enterprise R&D institutions with R&D equipment investment of 5 million yuan within three years. The subsidy will be 10%, with a maximum of 3 million yuan.

3. 4. The audit report of the third-party institution, including the detailed audit schedule of equipment investment of each enterprise (Appendix 4) and electronic form;
Notes:
1. In the same year of the same enterprise, the construction project of R&D institutions and the technical transformation project can be declared at the same time, but the equipment-related bills cannot be declared repeatedly in the two projects.
2. R&D equipment includes all kinds of machines and equipment, test and measuring instruments, tooling tools, etc. used for R&D activities. For design, R&D-specific software, it is classified as R&D equipment.

(4) Pharmaceutical-related awards
Support method: For those who newly obtain the registration certificate of innovative drugs, improved new drugs, generic drugs, APIs, and Class III medical devices in 2023 and realize industrialization in the city for the first time, a one-time reward of 4 million yuan, 1.5 million yuan, 1 million yuan, and 300,000 yuan will be given to each variety. 300,000 yuan, for the varieties that have passed the consistency evaluation of the quality and efficacy of generic drugs, each variety will be rewarded with a one-time reward of 1 million yuan, and the number of varieties supported by each enterprise will not exceed 3 per year.

Enterprise application materials: summary table of industrial Internet platform (Annex 9), industrial Internet platform construction plan and contract, copy of business license of construction unit, list of enterprises and contracts that have signed service contracts with the platform, financial statements, customer service contracts and other financial information reflecting the operation of the industrial Internet platform, list of connected industrial equipment and products, and other relevant supporting materials that can explain the ability of the reporting unit.

(10) Pilot demonstration awards for industrial digital transformation
Support method: 500,000 yuan will be awarded to the newly recognized new generation information technology and manufacturing industry integration development demonstration and industrial Internet pilot demonstration by the Ministry of Industry and Information Technology, and 200,000 yuan will be given to the new generation of information technology typical products, applications and service cases newly identified by the Ministry of Industry and Information Technology. (11) "Entering the regulations" and "stabilizing the regulations" rewards

If an individual industrial and commercial household is directly converted into an industrial enterprise above designated size, a reward of 50,000 yuan will be added to the reward. Enterprises that enter the regulations in 2023 will be given a one-time "stable regulation" reward fund of 100,000 yuan if the annual operating income growth rate remains above 10% for two consecutive years. (12) Gradient growth rewards
Support method: For the first time selected into the "Top 500 Manufacturing Enterprises in China" and "Top 100 Private Enterprises in Manufacturing Industry in Hubei Province", a one-time reward of 1.5 million yuan and 300,000 yuan will be given respectively. For enterprises whose operating income exceeds 5 billion yuan, 10 billion yuan and 50 billion yuan for the first time, a one-time reward of 1 million yuan, 2 million yuan and 5 million yuan will be given respectively, of which the reward funds will be paid on the basis of 50% of the provincial finance, and the remaining 50% will be borne according to the current financial system. A one-time reward of 200,000 yuan will be given to those newly identified as provincial-level specialized, special and new, individual champions in the manufacturing industry, service-oriented manufacturing, industrial design centers, intelligent manufacturing, and technological innovation demonstration enterprises.

(14) JMRH Awards
Support method: For enterprises that have newly obtained the confidentiality qualification certificate of weapons and equipment research and production units, the weapons and equipment research and production license, and the qualification certificate of equipment contractors, they will be given a reward fund of 100,000 yuan according to the certificate, and another reward fund of 100,000 yuan will be given if the three certificates are complete. For provincial-level military-civilian integration enterprises that are included in the statistics of civilian supporting units in 2022 and before and continue to report reports for more than one year, a one-time reward of 20,000 yuan will be given.

(15) Local matching rewards for the chain owner
Support method: For the municipal key industrial chain "chain master" enterprises (determined by the Municipal Office of the Leading Group for Promoting Industrial Economic Development after reporting to the municipal government for approval) for every 5 percentage points of the local matching rate, 1% of the corresponding procurement amount will be rewarded according to the annual matching rate increase, with a maximum of 1 million yuan.

Filing requirements
(1) The project implementation enterprise shall submit application documents and relevant supporting materials to apply for special fund support. The following conditions should be met:
1. Enterprises above designated size that pay taxes, register in Jingzhou District, Shashi District and Jingzhou Economic and Technological Development Zone, and have independent legal personality.
2. The financial management of the enterprise is compliant, and there have been no major safety, quality and other accidents, tax evasion, environmental pollution administrative penalties and other violations of laws and regulations in the past 3 years, the enterprise has not been included in the list of abnormal business operations or the list of seriously untrustworthy entities, and the enterprise legal person has not been included in the list of judgment defaulters.

In principle, the investment projects declared by enterprises should be implemented in Jingzhou City, and the projects should be included in a set of table networking direct reporting platform of the National Bureau of Statistics, and standardize the reporting of industrial investment statistics (not required by military enterprises), and the investment projects of R&D institutions should fill in the statistical report of R&D activities of enterprises (units) on the statistical platform. If there are special reasons for not being included, the economic and information department under its jurisdiction shall explain the situation.
(2) Projects that have enjoyed the financial support of similar projects at the national and provincial levels shall not enjoy the investment project policy repeatedly.
(3) Projects and enterprises that have enjoyed the city's fixed assets subsidy policies for investment promotion, unless otherwise agreed in the agreement, shall not repeatedly enjoy the investment project policy.
(4) The county and municipal economic and information departments shall solicit the information of the above enterprises from the relevant departments, and issue audit opinions on quality, safety, environmental protection, taxation and other aspects in the past three years (Annex 13).
Performance evaluation
The applicant shall clarify the expected performance objectives of the project when declaring the project, and the expected performance objectives of the project shall be quantifiable and assessable, and the data used shall have clear and credible sources and identification methods. Performance objectives include, but are not limited to, project input (investment) and project output, of which in addition to the scale of output, should focus on quality, efficiency, scientific and technological innovation, energy conservation and emission reduction. The Municipal Bureau of Economy and Information Technology will entrust a third-party agency to carry out relevant performance evaluation work.
Job Requirements:
First, strengthen organizational leadership. The district economic and information department should attach great importance to the management and use of special funds at the municipal level, strengthen organizational leadership, clarify the responsibility of special personnel, clarify the work objectives, establish a working mechanism, and conscientiously organize and carry out the declaration of enterprises within the jurisdiction.
The second is to earnestly perform their duties and responsibilities. The district economic and information department is responsible for organizing the project declaration, condition review, investment identification and other work of the high-quality development funds of the enterprises under its jurisdiction. At the same time, it should be promised that the content of the project declaration is true and effective, and the legality and authenticity of the project declared by the enterprise should be checked. If there is false declaration of the project, illegal use of funds, etc., willing to bear the corresponding legal responsibility, consciously and actively accept the project supervision, inspection, audit and other work at all levels and departments. The Municipal Bureau of Economy and Information Technology is responsible for the overall planning and summary of project declaration, taking the lead in formulating guidelines for fund declaration, organizing expert groups to carry out re-verification of subsidy funds for investment projects such as technological transformation, clarifying the scope of pilot demonstration awards, and doing a good job in project performance evaluation. The Municipal Finance Bureau is responsible for completing the allocation of funds, supervision and inspection. Other units involved should do a good job of relevant cooperation work.
The third is to strengthen policy publicity. It is necessary to increase policy publicity, carry out extensive policy interpretation through various forms, effectively open up the "last mile" of policy awareness, and improve the coverage and benefit of special funds for high-quality development.
Fourth, clarify the declaration time. At the beginning of April 2024, the Municipal Bureau of Economy and Information Technology issued a declaration guide, and the economic and information departments of each district will report the list of confirmed third-party institutions (accounting firms) to the Municipal Bureau of Economy and Information Technology, and the Municipal Bureau will organize and hold a business training meeting for third-party institutions;
Before May 15, 2024, the economic and information departments of each district will organize enterprises to declare, conduct a preliminary review of the application materials, verify the reward amount, and officially report to the Municipal Economic and Information Bureau with the consent of the local district government (management committee).
Before the end of June 2024, the Municipal Bureau of Economy and Information Technology will organize relevant departments to review and approve the relevant pilot demonstration awards, entrust a third party to review the subsidies for technological transformation and R&D equipment, and report to the Party Group of the Bureau for discussion, publicity, and approval by the Municipal Government.
