23. The municipality of Livani (Latvian: Līvānu novads) is a municipality in Latvia, located in the western part of the country, with the administrative center of Livani. The municipality covers an area of 622.56 square kilometers and has a population of 10,636 people. The municipality of Livani was established in 1999. In 2009, three parishes were incorporated into the municipality of Livani.

24. The municipality of Ludza (Latvian: Ludzas novads) is a municipality in Latvia, located in the eastern part of the country, with an administrative center of Luza. The municipality covers an area of 2,411.4 square kilometers and has a population of 26,732 people. The municipality of Luza was established in 2009. On July 1, 2021, the municipalities of Luza, Zibla, Calsava and Zilupe were merged to form the new municipality of Luza. The new municipalities are the same extent as the Luza district before 2009.

25. The municipality of Madonna (Latvian: Madonas novads) is a municipality in Latvia, located in the eastern part of the country, with Madona as its administrative center. The municipality covers an area of 3,354.8 square kilometers and has a population of 28,692. The municipality of Madonna was established in 2009. On 1 July 2021, the municipality of Madonna was merged with the municipalities of Tsełaíne, Elgli and Lubana to form the new municipality of Madonna.

26. The municipality of Marupe (Latvian: Mārupes novads) is a municipality in Latvia, located in the eastern part of the country, with the administrative center of Marupe. The municipality covers an area of 347.3 square kilometers and has a population of 32,824 people. The municipality of Maroupe was established in 2009. On July 1, 2021, the municipality of Babitai was merged into the municipality of Maroupe. Riga International Airport is located in this municipality.

27. The municipality of Ogres (Latvian: Ogres novads) is a municipality in Latvia, located in the center of the country, with the administrative center of the national city of Ogres. The municipality covers an area of 1,839 square kilometres and has a population of 57,617. The municipality of Augre was established in 2002. On 1 July 2021, the municipalities of Ogre, Ikshkele, Liejvalde and Chiegumus were merged to form the new municipality of Augre. The new town is the same extent as the pre-2009 district of Augre.

28. The municipality of Olaines (Latvian: Olaines novads) is a municipality in Latvia, established in 2009, located in the center of the country, with an administrative center of Olaine. The municipality covers an area of 298.54 square kilometers and has a population of 19,705 people.

29. The municipality of Preiļu novads (Latvian: Preiļu novads) is a municipality in Latvia, located in the southeastern part of the country, with the administrative center of Preiļu. The municipality covers an area of 1,419.4 square kilometers and has a population of 16,759 people. The municipality of Praile was established in 2000. In 2009, two parishes were merged. On July 1, 2021, the municipalities of Prairly, Rijebini, Valcava and part of the municipalities of Aglona were merged to form the new Municipality of Prairly.

The municipality of Rēzeknes (Latvian: Rēzeknes novads) is a municipality in Latvia, located in the south-east of the country, with the administrative center of the municipality of Rēzeknes (a separate national city, not within the municipal area). The municipality covers an area of 2,809 square kilometres and has a population of 32,588 people. The municipality of Rezekne was established in 2009. On July 1, 2021, the municipalities of Rezekne and Villani were merged to form the new municipality of Rezekne. The boundaries of the new municipality are the same as those of the district of Rezekne before 2009.

31. The municipality of Ropažu (Latvian: Ropažu novads) is a municipality in Latvia, located in the center of the country, with an administrative center of Urbroka. The municipality covers an area of 536 square kilometres and has a population of 31,697. The municipality of Roparge was established in 2005. On July 1, 2021, the municipalities of Roparge, Garcarne, Stupini and the municipalities of Impukalens, were merged to form the new municipality of Roparge.

32. The municipality of Salaspils (Latvian: Salaspils novads) is a municipality in Latvia, located in the center of the country, with the administrative center of Salaspils. The municipality covers an area of 122.8 square kilometres and has a population of 22,868. The municipality of Saraspils was established in 2004 as a reorganization of the town of Saraspils and its rural areas.

33. The municipality of Saldus (Latvian: Saldus novads) is a municipality in Latvia, located in the southwest of the country, with the administrative center of Saldus. The municipality covers an area of 2,179 square kilometres and has a population of 27,110. The municipality of Saldus was established in 2009. On July 1, 2021, the municipality of Saldus was merged with the municipality of Brozeni to form the new municipality of Saldus.

34. The municipality of Saulkrastu (Latvian: Saulkrastu novads) is a municipality in Latvia, located in the north of the country, with an administrative center of Saulkrastu. The municipality covers an area of 277.8 square kilometers and has a population of 9,230 people. The municipality of Sauerkrastie was established in 2009. On July 1, 2021, the municipality of Saurkrasti merged with the municipality of Saia to form the new municipality of Saurkrasti.

35. The municipality of Siguldas (Latvian: Siguldas novads) is a municipality in Latvia, located in the north of the country, with an administrative center of Siguldá. The municipality covers an area of 1,030 square kilometres and has a population of 30,625. The municipality of Sigurda was established in 2003. In 2009 a parish was incorporated. On 1 July 2021, the municipality of Sigulda, a parish of the municipality of Inchukalens, the municipality of Krimurda and the municipality of Malpils were merged into the new municipality of Sigulda.

36. The municipality of Smiltene (Latvian: Smiltenes novads) is a municipality in Latvia, located in the northeast of the country, with the administrative center of Smiltene. The municipality covers an area of 1,801 square kilometres and has a population of 18,155. The municipality of Smirtene was established in 2009. On 1 July 2021, the municipalities of Smirtene, Ape and Rauna were merged to form the new Smirtene Municipality.

37. The municipality of South Kurzeme (Latvian: Dienvidkurzemes novads) is a municipality in Latvia, located in the southwest of the country, with an administrative center of Grobinia. The municipality covers an area of 3,591 square kilometres and has a population of 33,364. The municipality of South Courzeme is the same extent as the district of Liepaja, which existed between 1991 and 2009. In the 2009 administrative reform, the district of Liepaja was divided into eight municipalities: Ezputet, Dulbe, Grobinia, Nitsa, Pavilosta, Prekule, Ruchava and Vainiodai. In 2020, the Latvian Parliament approved a resolution on the reduction of 119 administrative units at the municipal level to 42, including the merger of the above-mentioned eight municipalities into the municipality of South Kurzeme.

38. The Municipality of Talsi (Latvian: Talsu novads) is a municipality in Latvia, located in the northwest of the country, with an administrative center of Talsi. The municipality covers an area of 2,751 square kilometres and has a population of 35,699. The municipality of Tarsi was established in 2009. On 1 July 2021, the Towns of Thalsi, Dundagar, Mellagus and Roa were merged to form the new Talsi Municipality. The new municipality is the same extent as it was in Talsi before 2009.

39. The municipality of Tukums (Latvian: Tukuma novads) is a municipality in Latvia, established in 2009, located in the center of the country, with the administrative center of Tukums. The municipality covers an area of 2,450 square kilometres and has a population of 44,411. The municipality of Tukums was established in 2009. On 1 July 2021, the municipalities of Tucumus, Ngure, New Pierce and Kandawa were merged to form the new Tukums Municipality. The new town is within the same extent as the pre-2009 Tukums district.

40. Valkas (Latvian: Valkas novads) is a municipality in Latvia, established in 2009, located in the north of the country with an administrative center of Valka. The municipality covers an area of 908.8 square kilometers and has a population of 7,596.

41. The municipality of Valmiera (Latvian: Valmieras novads) is a municipality in Latvia, located in the north of the country, with an administrative center of Valmiera. The municipality covers an area of 2,948 square kilometres and has a population of 51,370. In 2020, the Latvian Parliament approved a resolution to reduce the number of administrative units at the municipal level from 119 to 42. As a result, the municipalities of Valmiera, Beverina, Bultneki, Kozeny, Mazsalača, Naukseni, Ruiena and Strench were merged into the new Valmiera commune.

The municipality of Varakļānu novads (Latvian: Varakļānu novads) is a municipality in Latvia, established in 2009, located in the southeastern part of the country, with an administrative center of Valakliani. The municipality covers an area of 277.95 square kilometers and has a population of 2,945 people.
