On April 17, the Zhangye Federation of Trade Unions held the third plenary meeting of the fourth fund review committee. Li Junfang, member of the party group of the Municipal Federation of Trade Unions and director of the Funding Review Committee, presided over the meeting, members of the Fourth Funding Review Committee attended the meeting, and the financial personnel of the Municipal Federation of Trade Unions attended the meeting.
At the meeting, the spirit of General Secretary Xi Jinping's speech at the first meeting of the 20th Central Audit Commission was conveyed and studied, the final accounts of the 2023 trade union funds and the draft budget of the 2024 trade union funds were reviewed and approved, the results of the assessment of the province's economic audit work in 2023 and the results of the selection of outstanding audit projects of the province's trade unions in 2023 were reported.
The meeting believed that the implementation of the budget of the Municipal Federation of Trade Unions in 2023 is generally good, which can strengthen the budget constraints, optimize the structure of fund expenditure, effectively reduce non-urgent and non-rigid expenditures, and continue to tilt funds to the grassroots level, focusing on practical things for employees, and providing a strong guarantee for the smooth development of the work of the trade union. The meeting put forward suggestions on the 2024 budget for revenue and expenditure: it is necessary to continue to implement the requirements of "tight days", strengthen the performance management of budget items, improve the rigid constraints of the budget, attach importance to the management of trade union assets, and improve the efficiency of the use of trade union assets.
The meeting stressed: First, it is necessary to strengthen political construction and stress politics throughout the work of economic examination. Adhere to the spirit of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, deeply study the spirit of the first meeting of the 20th Central Audit Committee, deeply understand the requirements of "like an arm, like a shadow, like a thunderbolt", combined with party discipline learning and education, implement various policies to the letter in the whole process of trade union economic review work, and transform the learning results into ideas and measures and strong spiritual motivation to do a good job in economic review work. Second, we must strengthen responsibility and strive to improve the quality and efficiency of audit supervision. In accordance with the "hierarchical management, hierarchical responsibility, and lower audit level" of the examination and supervision system, the city, county and district trade unions should guide and supervise the grassroots trade union economic examination organizations based on their responsibilities and positioning, innovate audit concepts and audit methods, carry out regular audit supervision at the same level, do a good job of before, during and after supervision, improve the quality and efficiency of audit supervision, and achieve "in-depth, focused, step-by-step, effective" audit supervision full coverage. Third, we must strengthen the problem orientation and strive to do the "second half" of the audit rectification. Supervise the rectification of audit problems as an important starting point for daily supervision, establish a comprehensive rectification, special rectification, and key supervision of the combination of audit rectification pattern, promote the audit problems from "point reform" and "specific reform" to "general reform" and "deepening reform" extension, grasp the use of audit results, and effectively improve the credibility and influence of audit supervision.
