Building a government under the rule of law, an innovative government, a clean government and a service-oriented government that satisfies the people is the value orientation and main goal of the government's own construction. The newly revised Organic Law of the State Council and the work rules of the State Council both put forward the need to build a government under the rule of law, an innovative government, a clean government and a service-oriented government that is satisfactory to the people. People's satisfaction is the value pursuit and fundamental purpose of the government's own construction, and the rule of law government, innovative government, clean government and service-oriented government are the specific goals and ways to achieve the government's own construction. At present, there are still some problems in optimizing coordination and efficient performance of duties by governments at all levels. Actively follow the trend of digital development and comprehensively promote the construction of digital government

The construction of digital government is a necessary question to promote the modernization of the national governance system and governance capacity, and it is of fundamental and long-term significance for improving the government's ability to perform its duties and administrative efficiency. Accelerate the digital transformation of government operations and build an efficient and coordinated overall government. For a long time, government governance has faced contradictory problems such as overlapping responsibilities and segmentation.
