Abstract: The enrollment plan of public kindergartens in Qingpu District in 2024 has been announced. This year, a total of 5,770 students were enrolled, and a total of 65 kindergartens were enrolled, an increase of 4 in total, but 6 new kindergartens were opened and 2 kindergartens were closed.
Recently, the "2024 Notice on the Admission of School-age Children in the Public Preschool Education Stage in Qingpu District" was released.
Judging from the division of public preschool education districts in Qingpu District announced this year, the total number of public kindergartens enrolled this year has reached 65, an increase of 4 over last year, and 61 last year. However, there are 9 schools that actually involve changes, of which 6 new kindergartens are newly opened, 2 are reduced, and the existing kindergartens are renamed.
Let's take a closer look:
1. Announce the division of kindergarten school districts
1. Qingpu urban area
This year, the Qingpu public kindergarten school district is still divided into urban areas and other regional towns.
In Qingpu City, there are a total of 27 public kindergartens enrolled this year (including experimental kindergartens, whose enrollment requirements are detailed below). Compared with last year, the number has increased by one, but two new kindergartens have actually been opened. One of them, the Xiuquan Kindergarten (Qinghu East Road) branch in the eastern part of the city, which we called Qinghu East Road Kindergarten during the construction period (see attached map for details), is located at No. 108, Songdian 1st Road, Qingpu District, which is the north side of Songdian Middle School. The kindergarten belongs to Qingpu New Town, but it is administratively subordinate to Zhaoxiang Town, and the kindergarten has 15 classes.
In addition, according to the enrollment announcement, the address of Qinghua Kindergarten is Heqiao Village Road, Qingpu District, behind Caoying Road Metro Station, and the address of Qinghua Kindergarten is No. 101 Xinhai Road.
This means that the "old" Qinghua Kindergarten will be deactivated, and the newly built Caoying Road Kindergarten will be opened and named Qinghua Kindergarten. The kindergarten has 15+1 classes.
We combed and found that because of the above-mentioned 2 new schools and the suspension of 1 kindergarten, this year's school district division in Qingpu urban area mainly focused on 3 concentrated changes.
In the easternmost part, because of the new opening of the Xiuquan Kindergarten (Qinghu East Road) branch, last year's Xiujuan Kindergarten Dianpu River north of the school district was all assigned to the Xiuquan Kindergarten (Qinghu East Road) branch;
The newly opened Xiuquan Kindergarten (Qinghu East Road) branch corresponds to the school district:
East of Gu'an Road, south of Qinghu East Road, west of Youdun Port, and north of Beidian Puhe Road (Tahoe Hongqiao, Aiduobang, Dekang Yayuan, Qinghu Xuan, Qinghu Garden).
In the middle, last year's "old" Qinghua Kindergarten school district, this year was all assigned to Yingxing Kindergarten.
In the west, the opening of the "new" Qinghua Kindergarten this year has divided part of the original Qinghewan Kindergarten and Morning Star Kindergarten into the "new" Qinghua Kindergarten.
This year's "new" Qinghua Kindergarten corresponds to the school district:
West of Shengli Road, east of Caoying Road, north of Yinggang Road. Western suburbs Chenzhang (No. 61 Heqiaocun Road), Chenzhang Yayuan (Lane 101, Heqiaocun Road), Shengyu Family (Lane 666 Dianhu Road), Hongqiao Rose Mansion (Lane 699 Dianhu Road), Xincheng Shengshi (Lane 555 Dianhu Road, Fushen Times Mansion (Lane 158-159 Yujiadai Road), Qinghewan Jiayuan.
2. The division of districts and towns outside the urban area
This year, a total of 38 public kindergartens are enrolled in market towns outside the city, an increase of three compared with last year. However, 4 new kindergartens were actually opened, namely:
Qingpu District Zhiding Road Kindergarten (tentative name), that is, G2-02C plot, the scale of 12+1 class, is located in Zhaoxiang Town, Zhiding Road No. 729; Because in 2020, a "Request for Instructions on the Site Selection of Soong Ching Ling-related Schools" clearly mentioned that after the completion of the public kindergarten on plot G2-2C, it will be entrusted to Soong Ching Ling Kindergarten (see further reading for details).

Fuquanshan Road Kindergarten (tentative name), which is located at No. 16 Luwen Road, Chonggu Town, has a scale of 15+3 classes.
This year, the corresponding school districts of Fuquanshan Road Kindergarten:
Fu Settlement Committee, Fu Zhao Neighborhood Committee, Quanxiang Neighborhood Committee.
Luzhou Kindergarten (tentative name), according to the enrollment announcement, the kindergarten is located in Luzhou Road, Zhujiajiao Town, Planning 4th Road. Therefore, we judge that the kindergarten is a 19-08 plot with a scale of 15+1 classes. Another kindergarten was being built in the vicinity at the same time, namely Zhangjiawei Hougang and Yuejin Hexi.
Luzhou Kindergarten (tentative name) corresponding school district:
North of Huqingping Highway and west of Fuxing East Road.
In addition, the original Dianshanhu Kindergarten will be discontinued this year and will be demolished because it is located in the "urban village" renovation area of Xicen Community, Jinze Town. Kanazawa Kindergarten, which was originally located at No. 75 Nurturing Road in Kanazawa Town, was renamed Yodosanko (Kanazawa) Kindergarten. The original two kindergarten school districts were merged, that is, the corresponding school districts of Dianshan Lake (Kanazawa) Kindergarten this year:
Kanazawa Town, Kanazawa, Xicen, Liansheng Community.
2. List of enrollment plans for public kindergartens in Qingpu District in 2024
This year, the highest fee for public kindergartens is still experimental kindergartens (demonstration kindergartens), which is 700 yuan / month.
The rest of the kindergarten fees are basically as follows:
Demonstration kindergarten: 400 yuan/month;
Level 1 kindergarten: 225 yuan/month;
Level 2 kindergarten: 175 yuan/month.
In terms of enrollment, the kindergarten with the largest enrollment this year is Chonggu Kindergarten, with 225 students.
This year, the total enrollment of public kindergartens in Qingpu District is 5,770.

III. Enrollment Policy
Persist in adapting measures to local conditions. Public kindergartens in the city to give priority to the protection of the city's household registration of school-age children on the basis of the surplus of school places, can be based on the regional and kindergarten resource allocation, in accordance with the real estate held by the people in Shanghai, the validity period of the "Shanghai Residence Permit", points, years of holding and other conditions set priority in order of admission. Children with disabilities who are able to persist in participating in group activities should be arranged to attend preschool special education classes, special education centers, or ordinary kindergartens according to the type and degree of their disabilities, and must not be arbitrarily denied admission to kindergartens.
Admission Target:
School-age children born between September 1, 2020 and August 31, 2021 who are in good health (without chronic infectious diseases) and can participate in group activities normally.
Admission Requirements:
●Main City Register:
1. School-age children with household registration consistent with the owner of the real estate certificate. The head of the household is the child himself or his immediate family, and the owner of the real estate certificate is the child himself or his immediate family.
2. The head of the household is a school-age child or an immediate family member of the school-age child in the district.
3. The right holder of the real estate certificate is a school-age child or an immediate family member of the school-age child with household registration in the city.
4. The child does not have a Shanghai hukou, but one of the parents has a permanent residence in the district.
Remark:
(1) In principle, the deadline for household registration and real estate application is April 30, 2024.
(2) Kindergartens in the urban area will be placed in order according to the above enrollment conditions according to the number of students. If the placement is not successful, the Education Bureau will make overall arrangements according to the enrollment conditions and regional location. When the towns encounter the above situation, the town social development department and the kindergarten jointly negotiate and coordinate the placement.
●Non-Honshi Register:
1. One of the parents holds a property in the enrollment area and has 120 points.
2. One of the parents holds a property in the enrollment area, but the points do not reach 120 points.
3. One of the parents holds a legal rental certificate in the enrollment area, and the points reach 120 points.

Remark:
(1) The child must hold the valid "Shanghai Residence Permit" or "Residence Registration Certificate", and one parent must hold the valid "Shanghai Residence Permit", and participate in the social insurance for employees of the city for 6 months within one year (July 1, 2023 to June 30, 2024) (excluding supplementary payment, except for those allowed by relevant policies), or complete flexible employment registration at the Community Affairs Acceptance Service Center for 3 consecutive years (from the date of first registration to June 30, 2024).

●Hong Kong, Macao, Taiwan and foreigners
1. If the legal guardian is legally employed or employed in the district, and has purchased a house in the district, Hong Kong, Macao, Taiwan and foreign school-age children who are willing to study in public kindergartens, can register for the kindergarten with relevant certificates with reference to the school-age children in the district.
2. The legal guardian of the legal work in the district or legally rent in the district and is willing to study in public kindergartens of Hong Kong, Macau, Taiwan and foreign school-age children, in line with the principle of nearby admission and overall arrangement, combined with the actual pre-school education in the district by the District Education Bureau to coordinate and arrange admission.
●Qingpu District Experimental Kindergarten admission conditions
The child must hold both the household registration and the real estate certificate of Xiayang Street or Yingpu Street in Qingpu District (the real estate certificate must be the child's own, the child's parents or grandparents, and the child's household registration must be the child's own, the child's parents or grandparents, and the real estate certificate and household registration must be the same address).
When the number of children who have passed the online verification is lower than the planned enrollment number, the kindergarten should admit the kindergarten in full, and when the number of children who have passed the online verification exceeds the planned enrollment number, the kindergarten shall be admitted by computer lottery. The computer lottery is notarized by the staff of the notary office, and is subject to the supervision of the discipline inspection department of the district education bureau, the neighborhood committee, and the parent representatives.
Admission procedures
In 2024, the enrollment of preschool education in Qingpu District will adopt the method of city-level registration first and then district-level registration.
(1) Information registration
Parents of school-age children must log in to the "Shanghai School-age Children's Kindergarten Information Registration System" (log in to the homepage of the "Shanghai One-Net-to-Kindergarten" website and enter the special column of "2024 School-age Children's Admission to Kindergarten", or log in to the homepage of "Citizen Cloud with Bidding" and "2024 School-age Children's Kindergarten Information Registration") on their mobile phones for unified information registration, and obtain the "Shanghai School-age Children's Kindergarten Admission Information Registration Form" (hereinafter referred to as the "Registration Form") and registration number. The "Registration Form" and the registration number are used as the vouchers for the verification of the child's enrollment in the kindergarten. If there is a reason to be unable to complete the information registration by yourself, you can consult by phone and make an appointment in advance, and then go to the nearest public kindergarten or designated registration point (No. 2 Yueying Road) in the district for registration. The order of information registration and the location of information registration are not directly related to whether or not the information is admitted.
Once the information is registered, it cannot be modified during the information registration stage. If it is necessary to modify or fail to register due to special circumstances, parents shall complete the modification or supplementary registration in the registration verification stage with relevant supporting materials.
(2) Publication of the brochure
The enrollment brochure of each kindergarten shall be published to the public within the specified time after filing with the District Education Bureau. The brochure must indicate the general situation, grade, address, charging standard, enrollment conditions, enrollment area, number of people, consultation telephone and online registration date, supplementary verification date and other information.
(3) Online registration
Parents of school-age children can log in to the "Qingpu District School-age Children's Kindergarten Registration Platform" through the special column of "2024 School-age Children's Admission to Kindergarten" on the homepage of the "Shanghai One-Net-to-Run Office" website or the "Registration of Districts" in the "2024 School-age Children's Admission Information Registration System" on the homepage of the "Shanghai One-Net-to-Office Office" website or the "Registration of Districts" on the homepage of the "2024 School-age Children's Admission Information Registration System" on the homepage of the "Shanghai One-Net-to-Office Office" website, improve the registration information, and independently choose public or private kindergartens to submit registration (public and private kindergartens can only register for one category).
Parents of school-age children who sign up for public kindergartens can click on "Register for Public" to choose the kindergarten in accordance with the school district diagram and the conditions of the enrollment brochure of each park. Each child is limited to 1 public kindergarten in the school district. Parents of young children who are not admitted to the Qingpu District Experimental Kindergarten must log in to the kindergarten registration platform again within the specified time and choose the public kindergarten in the school district to register.
Parents of school-age children who sign up for private kindergartens can click "Sign up for private kindergartens". (There is no kindergarten selection online, and you can consult independently according to the enrollment announcement phone.) ）
(4) Material verification
Parents of school-age children who sign up for public kindergartens, each public kindergarten will verify the registration information online.
Parents of school-age children who sign up for private kindergartens, in accordance with the enrollment conditions of each private kindergarten, the designated time and requirements for verification, independently contact the kindergarten for online verification materials.
If there is a reason why online registration and verification cannot be carried out, and the registration information cannot be submitted on time, parents can contact the kindergarten for offline supplementary verification with relevant supporting materials.
The electronic license in the "Citizen Cloud with Application" or "Shanghai One Net Office" website is used with the same effect as the paper certificate.
The guardian of the child is responsible for the authenticity of the information filled in the registration platform, and will implement a "one-vote veto" for providing false information.
(5) Issuance of notices
According to the actual situation of registration verification, each kindergarten will be admitted in turn according to the number of enrollment plans and the set enrollment conditions, and will be put into the kindergarten notice in batches according to the specified time node.
Admission to the park working hours
1. On April 16, the District Education Bureau announced to the public the 2024 kindergarten admission policy for school-age children in the district, the registration process for kindergartens, the Q&A on the admission policy, the schematic diagram of urban school districts, the distribution of relevant street and town school districts, and the enrollment plan (kindergarten nature, level, enrollment telephone, address, charging standards, enrollment number, enrollment area, etc.).
2. On April 20 or 21, each public kindergarten organizes an open day activity, and parents can pay attention to the official account of each kindergarten to understand the opening hours of the activity.
3. From April 22nd to 29th, parents log in to the "Shanghai Kindergarten Admission Information Registration System" to complete the information registration and obtain the "Registration Form" and registration number.
4. On May 7, all kindergartens in the district announced the enrollment brochure of the kindergarten to the public.
5. From May 9th to 14th, parents will log in to the "Qingpu District School-age Children's Kindergarten Registration Platform" to fill in the registration information and submit the registration.
6. On May 15, the experimental kindergarten sent a text message to the parents of young children who passed the online verification. At the same time, the experimental kindergarten will be supplemented and verified as needed.
7. At 1 p.m. on May 21, the experimental kindergarten started the computer lottery on time, and on May 22nd and 23rd, the parents of young children who were not admitted to the experimental kindergarten by the computer lottery re-selected the kindergarten in the school district to register.
8. On May 24, other public kindergartens sent SMS messages to parents of young children who passed the online verification.
9. On May 25 and 26, public kindergartens will be supplemented and verified as needed.
10. From May 9th to May 31st, private kindergartens will conduct online registration verification.
11. On June 22, the public kindergarten issued the first batch of admission notices (the city's household registration children); on July 6, the public kindergartens issued the second batch of supplementary admission notices.
