On April 12, the Ministry of Commerce and 14 other departments issued the "Action Plan for Promoting the Trade-in of Consumer Goods". Explicit:

Promote the innovative development of automobile circulation and consumption, encourage all localities to introduce supporting policies, and improve infrastructure such as charging (changing) electricity, parking, and smart transportation;

By increasing policy guidance and support, we will strive to accelerate the elimination of passenger cars with emission standards of China III and below by 2025, and further increase the market share of high-efficiency and energy-saving household appliances, increase the recycling volume of scrapped vehicles by 50% compared with 2023, and the recycling volume of waste household appliances by 15% compared with 2023, and by 2027, the recycling volume of scrapped vehicles will double compared with 2023, the transaction volume of second-hand cars will increase by 45% compared with 2023, and the recycling volume of waste household appliances will increase by 30% compared with 2023.

Promote the replacement of automobiles, focus on all aspects of the life cycle of automobiles such as new cars, second-hand cars, scrapped cars, and automobile aftermarket, increase policy support, smooth circulation and plugging points, strengthen reform and innovation guidance, and promote the trade-in of old cars in the whole chain.

Promote the trade-in action plan for consumer goods

In order to implement the decisions and arrangements of the Party Central Committee and the State Council, and in accordance with the requirements of the "Notice of the State Council on Printing and Distributing the Action Plan for Promoting Large-scale Equipment Renewal and Consumer Goods Trade-in" (Guo Fa [2024] No. 7), the following action plan is hereby formulated with the consent of the State Council.

1. General requirements

Adhere to the deepening of supply-side structural reform and focus on expanding effective demand to make concerted efforts, conform to the new situation and new trend of the consumer market, adhere to the linkage between the central government and local governments, take the improvement of technology, energy consumption, emissions and other standards as the traction, take policies as incentives, and smooth circulation as the drive, and gradually establish an effective mechanism of "it is easier to remove the old and more willing to replace the new", focus on expanding domestic demand, promote consumption from post-epidemic recovery to continuous expansion, and better meet the needs of the people for a better life.

By increasing policy guidance and support, we will strive to accelerate the elimination of passenger cars with emission standards of China III and below by 2025, and further increase the market share of high-efficiency and energy-saving household appliances, increase the recycling volume of scrapped vehicles by 50% compared with 2023, and the recycling volume of waste household appliances by 15% compared with 2023, and by 2027, the recycling volume of scrapped vehicles will double compared with 2023, the transaction volume of second-hand cars will increase by 45% compared with 2023, and the recycling volume of waste household appliances will increase by 30% compared with 2023.

2. Carry out car trade-in

Promote the replacement of automobiles, focus on all aspects of the life cycle of automobiles such as new cars, second-hand cars, scrapped cars, and automobile aftermarket, increase policy support, smooth circulation and plugging points, strengthen reform and innovation guidance, and promote the trade-in of old cars in the whole chain.

(1) Increase fiscal and financial policy support. The central government and local governments will work together to arrange funds to support the scrapping and renewal of automobiles, and encourage qualified localities to support the replacement and renewal of automobiles. Financial institutions are encouraged to appropriately reduce the down payment ratio of auto loans, and reasonably determine the interest rate and term of auto loans, under the premise of compliance with laws and regulations and controllable risks. Insurance institutions are encouraged to further enrich auto insurance products and services, reasonably determine insurance rates for new energy vehicles, and provide consumers with effective and adequate risk protection. In the national automobile circulation information management system, a car trade-in module is added, the automobile data of relevant departments is connected, the trade-in applet is developed, and a unified car trade-in subsidy application portal is provided, and the relevant parties give financial guarantees.

(2) Highlight the standard traction in the automotive field. Strictly implement the requirements of motor vehicle scrapping standards and vehicle safety and environmental protection inspection standards, and eliminate old cars that meet mandatory scrapping standards in accordance with laws and regulations. Formulate and implement relevant standards such as the valuation and evaluation of old automobiles, the circulation of reusable parts of scrapped motor vehicles, and the identification of traditional classic cars. On the basis of fully respecting the wishes of the masses, guide car owners to independently eliminate old cars that meet the standards for guiding scrapping based on fuel consumption, failure rate, maintenance costs, vehicle residual value and renewal subsidies.

(3) Improve the recycling and dismantling system of scrapped vehicles. Guide enterprises to improve the level of recycling services, facilitate the delivery of car owners, and promote the door-to-door car collection service model. Optimize the industrial layout of scrapped vehicle recycling and dismantling according to local conditions, include eligible key projects for resource recycling into the scope of support such as investment in the central budget, encourage scrapped vehicle recycling and dismantling enterprises to improve the level of high-value comprehensive utilization of resources, and extend and expand to downstream steel, non-ferrous metals, parts remanufacturing and other industrial chains, and support enterprises to become bigger and stronger. Standardize the business behavior of scrapped vehicle recycling and dismantling enterprises, investigate and punish illegal dismantling and other illegal acts in accordance with the law, and effectively prevent safety and environmental protection risks.

(4) Promote the safe and convenient transaction of second-hand cars. We will continue to implement facilitation measures such as "reverse invoicing" for second-hand car sales and registration of transactions in different places, and break down all kinds of invisible obstacles. Give full play to the advantages of the second-hand car trading platform directly connecting buyers and sellers, and promote the reduction of links, costs and efficiency of second-hand car transactions. Promote the open use of non-confidential and non-private information in the automotive field, improve the operation quality and efficiency of independent third-party second-hand car information query platforms, support the construction of new energy second-hand car power battery testing and valuation platforms, and guide second-hand car dealers to provide and display vehicle condition sheets, clearly indicating the basic information, important configurations, prices and other contents of the vehicle.

(5) Cultivate and expand the main body of second-hand car business. Support the sale of second-hand cars from brokerage to distribution, encourage automobile manufacturers to carry out second-hand car replacement, manufacturer certification and other businesses, encourage second-hand car dealers to provide vehicle warranty services, encourage local governments to carry out second-hand car dealership management by classification and classification, and promote the branding and large-scale development of second-hand cars. Implement second-hand car export management measures, improve the quality of second-hand car exports, enhance the international operation capabilities of second-hand car export enterprises, and support them to continue to expand overseas markets.

(6) Promote the innovation and development of automobile circulation and consumption. Carry out pilot reforms of urban automobile circulation and consumption, support qualified localities to take the lead in experimentation, strengthen innovation leadership and experience promotion, and accelerate the construction of a unified, efficient, green and circular automobile circulation and consumption market. Accelerate the transformation from purchase management to use management, and promote the optimization of vehicle purchase restrictions in relevant regions. Encourage all localities to introduce support policies to improve infrastructure such as charging (changing) electricity, parking, and smart transportation. Improve the information disclosure system in the automotive field, improve the information sharing mechanism between departments, and promote the construction of an information interaction system for the whole life cycle of automobiles. Support the standardized development of related industries such as car modification, car rental, automobile events, RV camping, traditional classic cars, etc., create and form a number of influential and dynamic automotive aftermarket projects, and promote the transformation of automobiles from transportation to living space.

3. Promote the trade-in of household appliances

Promote the replacement of household appliances with "intelligence", focus on facilitating the replacement of urban and rural residents, improve the recycling system of waste household appliances, open up the "venous circulation" of waste household appliances recycling, and smooth the cycle of household appliances renewal and consumption.

(7) Give play to the guiding role of fiscal and taxation policies. Encourage qualified localities to make overall use of the funds related to the modern commercial and trade circulation system arranged by the central government, make full use of existing funding channels such as the construction of the county-level commercial system, transform and upgrade the household appliance recycling network, improve the efficiency of recycling, transit and distribution of waste household appliances, and support the trade-in of household appliances. Research and introduce financial policies related to the disposal of waste electrical and electronic products, and smooth the whole chain of waste household appliances recycling. Implement relevant tax policies and promote the practice of "reverse invoicing" by resource recovery enterprises to sellers of scrapped products by natural persons. Cooperate with the simplified VAT collection policy for renewable resource recovery enterprises, study and improve the supporting measures for income tax collection and management, and optimize the standards and methods of tax collection and management.

(8) Encourage the introduction of measures to benefit the people. Encourage qualified localities to subsidize consumers to purchase green smart home appliances. Support home appliance sales enterprises to carry out trade-in promotional activities with production enterprises and recycling enterprises, integrate upstream and downstream resources throughout the chain, open online and offline home appliance trade-in zones, and give preferential treatment to consumers who exchange old appliances for energy-saving household appliances. Encourage financial institutions to increase financing support for enterprises related to the recycling of waste household appliances and the trade-in of household appliances, and expand relevant consumer credit business.

(9) Improve the recycling network of waste household appliances. Based on the local urban and rural population size and residential communities, all localities should rationally arrange recycling outlets, street (township, town) transfer stations and regional sorting centers. Solidly promote the construction of a convenient living circle within a quarter of an hour, and include renewable resource recycling outlets such as waste household appliances into the "small repairs and small repairs" convenience map, so as to facilitate residents to inquire about recycling channels. Encourage qualified communities to set up temporary storage sites for waste household appliances, and promote the "integration of two networks" in the planning, construction, and operation of the domestic waste classification and collection system and the recycling system of renewable resources. Urge household appliance recycling enterprises to sell waste household appliances to legal and compliant dismantling enterprises.

(10) Increase the cultivation of diversified entities. Cultivate a number of typical cities and enterprises for the recycling of renewable resources such as waste household appliances, and develop new models such as "Internet + door-to-door recycling" and "car instead of garage". Promote the establishment of a long-term cooperation mechanism between waste household appliance recycling enterprises and properties, communities, and streets (townships and towns) to provide convenient and efficient door-to-door recycling services for residents. Guide home appliance manufacturers to actively expand the recycling business of waste household appliances through their own reverse logistics systems, or entrusting third-party enterprises such as home appliance recycling and dismantling to recycle. Encourage platform enterprises to comprehensively use mobile Internet media such as mobile phone apps and small programs, give full play to the advantages of distribution channels, and provide "one-stop" services for collecting old household appliances, sending new ones, and disassembling and assembling them.

(11) Strengthen the guidance and support of household appliance standards. Improve the relevant standards for energy efficiency and water efficiency of household appliances, promote the certification system for green and intelligent household appliances, guide household appliance manufacturers to increase the supply of green, intelligent and low-carbon household appliances in accordance with relevant standards, and promote industrial upgrading and green transformation of products. Integrate and optimize the standard system for the recycling and utilization of renewable resources, and study and formulate general standards such as recycling sites, transfer stations, and sorting centers. Accelerate the formulation and revision of relevant standards such as the valuation and evaluation rules for waste household appliances and the recycling specifications for waste household appliances, so as to form a strong traction for the trade-in of household appliances.

(12) Comprehensively improve the level of after-sales service. In-depth implementation of household appliances after-sales service improvement actions, the selection of a number of strong, new, demonstration and driving role of home appliances after-sales service leading enterprises, to further expand the coverage of standardized after-sales service. Organize household appliance after-sales service enterprises and recycling enterprises to strengthen cooperation, and jointly provide consumers with comprehensive services such as recycling valuation, timely removal and transportation. Guide home appliance after-sales service enterprises to provide personalized services such as online ordering, door-to-door appointment, and self-selection of accessories. Support relevant industry associations and enterprises to launch a common information table for home appliance brand maintenance services, and continuously improve the standardization level of maintenance services.

(13) Develop the circulation of second-hand goods. Carry out the pilot work of second-hand commodity circulation, and cultivate a number of leading enterprises in second-hand commodity circulation with convenient services and standardized and efficient. Encourage the production and circulation enterprises of electrical and electronic products to develop second-hand recycling business and expand the scale of second-hand commodity trading. Encourage the development of "Internet + second-hand", after-sales repurchase and other models. Improve the regulations on the circulation of second-hand goods, improve the relevant standards for the identification and evaluation of second-hand goods, and standardize the trading behavior of second-hand goods.

Fourth, promote the "renewal" of home decoration kitchen and bathroom

With the expansion of the renovation of existing houses as the starting point, we will promote the replacement of consumer goods for home decoration, kitchen and bathroom, promote smart home consumption, and continue to release the potential of home consumption.

(14) Increase support for the people. Encourage qualified areas to support residents to carry out local renovation and age-appropriate renovation of old houses, kitchens and bathrooms, and give subsidies for the purchase of smart home products; Encourage financial institutions to support consumption such as smart homes and home decoration in accordance with the principles of marketization and rule of law, reasonably determine loan interest rates and repayment periods, optimize the approval process, and promote online instant processing.

(15) Improve the level of convenient services. Encourage streets, communities and residential areas to set up "home improvement convenience service points" to provide temporary storage of furniture, home improvement market information consultation and other services; explore the introduction of professional business entities, jointly establish a "public welfare maintenance team" to carry out home maintenance, evaluation, provide home improvement services and home product group purchase packages, and provide convenience for decoration vehicles and waste material recycling vehicles to enter and exit the community. Support enterprises to provide furniture, kitchen and bathroom and other consumer goods door-to-door "new" and return "old" services, innovate and promote "Internet + recycling" and other models, optimize online and offline second-hand home trading services, and meet the diverse needs of the masses.

(16) Cultivate new growth points for home furnishings. Promote the implementation of smart homes in more life scenarios such as smart kitchens, healthy bathrooms, home security, and elderly care. Continue to carry out pilot projects for the construction of digital homes. Accelerate the production, certification and promotion and application of green building materials, and comprehensively carry out green building materials to the countryside. Encourage enterprises to innovate and create experiential interactive home consumption scenarios, launch online and offline home improvement model rooms, and promote model rooms into shopping malls, communities, and platforms.

(17) Optimize the home market environment. Accelerate the improvement of smart home interconnection standards, formulate and implement model texts for home improvement contracts, and dynamically improve the promotion catalog of elderly products. Improve the credit evaluation system for the home furnishing industry, promote typical cases of creditworthiness management, and organize and carry out the activity of "creditworthiness into the community".

5. Organization and implementation

(18) Improve organizational leadership. The Ministry of Commerce, the Ministry of Finance, the Ministry of Industry and Information Technology will take the lead, and work with the National Development and Reform Commission, the Ministry of Public Security, the Ministry of Civil Affairs, the Ministry of Natural Resources, the Ministry of Ecology and Environment, the Ministry of Housing and Urban-Rural Development, the Ministry of Transport, the People's Bank of China, the State Administration of Taxation, the State Administration of Market Regulation, the State Administration of Financial Supervision and other departments to establish a work coordination mechanism to study and solve major problems encountered in the trade-in of consumer goods. All localities should attach great importance to the trade-in of consumer goods, formulate work implementation measures in accordance with this action plan, refine the division of tasks, and consolidate responsibilities at all levels.

(19) Strengthen fund management and factor safeguards. Local competent departments of commerce and financial departments should strengthen the guidance and supervision of the central financial support for the use of funds for the trade-in of automobiles and the construction of a modern commercial circulation system and a county-level commercial system, and do a good job in promoting the construction of renewable resource recovery systems such as waste household appliances, so as to ensure that the preferential treatment of "real money" reaches consumers directly. The department of natural resources should increase the support for the land used for the construction project of the recycling and dismantling enterprises of scrapped motor vehicles, and include the recycling facilities of renewable resources such as waste household appliances in the scope of local public infrastructure land to ensure the demand for rational land use. The public security traffic management department should ensure the reasonable right of way for recycling vehicles such as waste household appliances and furniture, and support and regulate the vehicle allocation, traffic area, and road time.

(20) Coordinate the promotion of activities. Coordinate the "2024 Consumption Promotion Year" activity arrangements and the trade-in of consumer goods, carry out a series of activities such as the "Thousands of Counties and Towns" new energy vehicle consumption season, the "National Home Appliance Consumption Season" and the "Home Renovation Consumption Season", promote production, supply and marketing, upstream and downstream, government, banks and enterprises, and online and offline collaborative linkage, carry out joint profit promotion activities, form a policy package, stimulate market vitality, and guide the industry to compete in an orderly manner. Referring to the relevant practices of trade-in of automobiles and household appliances, relevant departments have studied and promoted the trade-in of electric bicycles to effectively prevent and control the safety risks of old electric bicycles.

(21) Increase the extent of policy publicity and interpretation. Encourage all localities to produce and publish brochures on the trade-in policy of consumer goods, and organize associations, experts, and the media to carry out the promotion activities of the "National Consumer Goods Trade-in Journey", strengthen publicity and guidance, and expand the influence and coverage of the policy. All localities have opened consultation service hotlines, done a good job in answering policy questions, and publicized standards and information such as the recommended service life, maintenance cycle, and potential safety hazards of consumer goods such as automobiles, home appliances, kitchen and bathroom appliances, stoves and sanitary ware, etc., and advocated the concept of green and safe consumption. Strengthen the analysis of consumption big data, track and judge the characteristics of consumption trends and the effectiveness of policy implementation.

(22) Strengthen supervision and urging implementation. The relevant policies involved in the action plan shall be subject to detailed measures by the relevant departments according to the situation. All localities should earnestly do a good job of compliance guidance for the trade-in of consumer goods, strengthen risk prevention, strictly prevent local protection, enterprises taking the opportunity to raise prices, illegal fraud and other behaviors, and for those who make up through fraud, they should recover the subsidy funds that have been issued and investigate and deal with them in accordance with laws and regulations. All localities shall not require the sale of scrap automobiles and household appliances to designated enterprises, and shall not separately set up a subsidy catalogue or enterprise list with regional and technical product orientation.
