According to the "Guangdong New Quality Productivity 2023 Development Research Report" released by the Guangdong Provincial Situation Investigation and Research Center, the whole process of innovation ecological chain of Guangdong's new quality productivity is taking shape. In the future, some new quality productivity tracks still need to make up for their weaknesses.
The development of new quality productive forces in Guangdong Province has an early layout, fast speed, large total amount and relatively complete system. In recent years, Guangdong has actively built a whole-process innovation ecological chain of "basic research + technological research + achievement transformation + science and technology finance + talent support", covering the whole process and all links from original innovation to real productivity transformation, and innovation has fallen on enterprises, industries and development, and has achieved good results. The Guangdong-Hong Kong-Macao Greater Bay Area has a high degree of cluster for the development of new quality productivity, and will become an "accelerator" and "energy storage pool" for Guangdong Province to build and form new quality productivity.
Guangdong actively promotes enterprises to play the role of innovative entities, optimizes the regional layout of industrial and supply chains, continuously improves the resilience and competitiveness of industrial and supply chains, and moves towards the middle and high end of the global value chain.
By the end of 2023, Guangdong Province has cultivated a total of 1,525 specialized, special and new "little giant" enterprises, promoting the formation of a collaborative, efficient, integrated and smooth financial development ecology, and laying the foundation for the future advanced manufacturing industry map of Guangdong Province. The regional characteristics of strategic emerging industrial clusters in Guangdong Province are obvious, and the scale of strategic emerging industries is growing. In 2023, the added value of 20 strategic emerging industrial clusters in Guangdong Province will increase by 5.2% year-on-year, and their added value will account for 40% of Guangdong's GDP, becoming the "stabilizer" of Guangdong manufacturing.
In addition, Guangdong has made efforts in artificial intelligence, high-end equipment manufacturing and biomedicine, strengthened major key core technology research, seized the high-end links of the industrial value chain, and led the country in the competitiveness of some new productivity-related industries.
However, there are still some shortcomings and weaknesses in the construction of new quality productivity in Guangdong Province, including the fact that the high-tech empowerment manufacturing industry is still insufficient; the overall level of scientific and technological innovation and industrial innovation to promote the development of new quality productivity needs to be improved, high-end chips, precision equipment, basic materials, industrial software and other fields are heavily dependent on imports, and key core technologies are "controlled by others"; the ability of science and technology to "realize" is not strong, and the development quality of innovative enterprises and key industries needs to be improved.
In the future, the number and market value of listed companies on the Science and Technology Innovation Board in Guangdong Province and the total number of unicorn enterprises need to catch up, the ability to "realize" science and technology needs to be further improved, and the semiconductor industry needs to make further efforts.

The Capital Institute of Development and Strategy of Chinese University held the Beijing Economic Forum on April 2 and released a special report on "Promoting the High-quality Development of the Capital with New Quality Productivity as the Starting Point".
According to the research report, Beijing has advantages in four aspects in accelerating the development of new quality productive forces. First, Beijing has a relatively high level of development in education, science and technology, and human resources, and is in a leading position in the country and even in the world. Second, as the capital, Beijing has a clear advantage in terms of political level and policy. Third, Beijing has obvious advantages in infrastructure such as transportation, electricity, artificial intelligence, and new energy. Fourth, the coordinated and in-depth development of Beijing-Tianjin-Hebei has given Beijing an advantage in terms of new quality productivity innovation chain and industrial chain.
Liu Kai, a researcher at the Capital Institute of Development and Strategy of the Chinese University and a professor at the School of Economics of the Chinese University, shared the report on behalf of the research group, saying that the new quality productivity is dominated by scientific and technological innovation and the improvement of total factor productivity; relies on the integration of production, education and research; is in line with the new development concept; coordinates the relationship between economic efficiency and economic security; and emphasizes promoting the development of productive forces through the adjustment of production relations.
He further pointed out that Beijing has advantages and a good foundation in education, talent, science and technology, headquarters economy, high-end service industry, state policy support, and infrastructure in accelerating the development of new productive forces, but it is also facing practical challenges in population control policies and population vitality.
Liu Kai put forward the following policy suggestions. The first is to further clarify the functional positioning of the capital. Second, on the basis of in-depth research, we should get the incentive policies right. The third is to promote the two-way integration of the innovation chain and the industrial chain. Fourth, classification supports different levels of new quality productivity. Fifth, it is necessary to reshape Beijing's population vitality and urban competitiveness. Since last year, the Development and Reform Commission of Ningxia Hui Autonomous Region has organized special forces to analyze the "family background" of Ningxia's development on the basis of learning from the experience of Zhejiang, Jiangsu, Shanghai, Anhui, Shandong, Chongqing, Sichuan and other places, and recently formed the "Research Report on the Development of New Quality Productive Forces in Ningxia in Accordance with Local Conditions" (hereinafter referred to as the "Report"). The report suggests that in order to ensure a good start and a good start for the development of Ningxia's new quality productivity, we should focus on the implementation of the "five actions" of industrial cluster construction, market entity cultivation, factor support and guarantee, policy supply innovation, and major strategic guidance.
According to the report, Ningxia currently has the advantages of significantly enhanced industrial strength, continuous emergence of new quality industries, accelerated improvement of innovation capabilities, coordinated promotion of green development, and continuous release of development vitality. At the same time, Ningxia still has problems and challenges such as low development quality and efficiency, weak innovation ability, weak market players, and high development costs.
According to the report, Ningxia should speed up the formation of new quality productivity characterized by high technology, high efficiency and high quality, focusing on building five systems, that is, accelerating the construction of a modern industrial system, a scientific and technological innovation system, an efficient development system, a power supply system, and a talent support system.
In terms of cultivating and developing emerging industries and future industries, the report "tailors" nine development areas for Ningxia, including artificial intelligence, intelligent manufacturing, hydrogen energy and new energy storage, semiconductor materials, and biomedicine. The report suggests that we should look at the future industrial development trends at home and abroad, pay close attention to the feasibility of the application and development of future industries in the western region, focus on the development advantages of clean energy and computing power industries, achieve technological breakthroughs and industrial implementation in the fields of artificial intelligence and hydrogen energy vehicles, actively expand the application of low-altitude technology in agriculture, tourism and other fields, introduce the latest technologies in brain-computer interface, and cultivate new momentum for high-quality economic development.
In terms of major strategic guidance, the report believes that Ningxia should make full use of its development advantages, actively promote the construction of ecological protection and high-quality development pilot areas in the Yellow River Basin, and make good use of platform carriers such as Ningdong Energy and Chemical Base, New Energy Comprehensive Demonstration Zone, Ningxia Hub of the National Integrated Computing Network, Comprehensive Pilot Zone for the Open Development of Grape and Wine Industry, and Inland Open Economic Pilot Zone.
