Taking Shandong Province as an example, Zhou Naixiang said at the aforementioned press conference that Shandong Province will implement the "three-year action plan for the cultivation of new quality productivity" this year, effectively strengthen scientific and technological innovation, highlight the main position of enterprises, and implement 100 major scientific and technological innovation projects in the fields of integrated circuits and industrial machine tools.

Another example is Shenzhen, Guangdong Province. Pan Helin, co-director and researcher of the Digital Economy and Financial Innovation Research Center of Zhejiang University International Business School, believes that the new quality productivity is a high-efficiency and high-efficiency productivity, which is different from the productivity development mode that relies on a large amount of resource input and consumes resources and energy. Pan and Lin believe that in the long run, in the face of the development of new quality productive forces and other key problems such as insufficient investment in science and technology, the industrial foundation needs to be strengthened, the institutional environment is not perfect, and the support of talents is insufficient, it is necessary to rely on a relaxed innovation environment, strong policy support and perfect legal guarantees.

"This process requires the coordination of resources and relationships between stakeholders such as government, industry and research institutions. In particular, there is a need to simplify onerous policies and regulations, and to reduce ideological and institutional barriers to innovation and investment through effective measures to encourage venture capital, intellectual property protection and market access. Pan and Lin said.

Build a "strong engine" for talents

Fuling focuses on talents and provides key support for new quality productivity.
