Chen Jianming, 55 years old this year, is a veteran party member and is currently the deputy director of the safety and environmental protection department and emergency management commissioner of the Yaganliang area of the power construction hydropower development company. For more than 30 years, he has been as diligent and conscientious as an old scalper, and has guarded the company's safe production with practical actions. He has been rated as an advanced individual in safety production and an excellent management person in safety production by the power construction hydropower development company for 6 times. Emergency workers have always been known as "the people's night watchman", but Chen Jianming has his own opinion, in his opinion, emergency workers must be ambitious, sharp, and vigorous.

From a "recruit" to an "expert", it comes from 33 years of practical experience at the grassroots level

It turned out that the power station attendant called and asked him to deal with the problem of whether the power station could shut down and avoid peaks caused by the sudden rainstorm in the upper reaches of the Songlin River. For more than 30 years, in order not to miss emergency calls, Chen Jianming often keeps his mobile phone 24 hours a day, and even turns up the ringtone of his mobile phone to the maximum before going to sleep every night. Colleagues say that after becoming an "emergency man", he has become more and more sensitive, more and more verbose, and always trembling and walking on thin ice at work. Chen Jianming said: "There is no distinction between day and night, season and time in safety production work, and if you want to do this work well, you must rely on paying close attention to every link, and you must not be sloppy in the slightest." In the eyes of colleagues, Chen Jianming is a representative of "professionals" in the field of safety production.

In Chen Jianming's view, the so-called "professionalism" is just because he continues to learn skills, work hard in the field of emergency response, and accumulate rich experience. Chen Jianming recalled that in the early days of his employment, when he went to the production site to inspect, he could only "tailgating" behind his colleagues, and he always felt that he couldn't grasp the key point. Unconvinced, he vowed to take the Registered Safety Engineer exam to improve his professional ability. In 2008, he became the first batch of employees of Songlinhe Company in Yaganliang Area to obtain the qualification of national registered safety engineer, laying a solid theoretical foundation for scientific inspection and supervision according to law.

After 33 years of experience, he has become an expert in the field of emergency management with his rich practical experience and keen judgment. He was invited to participate in the compilation of the "Sichuan Province In-service Small and Medium-sized Hydropower Station Safety Production Rules and Regulations and Key Post Operation Procedures", and was hired as a hydropower safety management expert by Shimian County.

He not only studied laws and regulations in the office all day long, but also took the initiative to observe and consult other units, so he studied carefully and worked for a long time, wrote down the key points in his notebook, engraved them in his mind, systematically sorted them out, and constantly improved.

He took the lead in organizing the compilation and revision of more than 30 management standards such as emergency management, fire management, special equipment management, traffic safety management, and safety production responsibility system, participated in the preparation of more than 50 emergency plans, guided each power station to carry out more than 120 actual combat drills, organized and carried out more than 130 safety education and training, and promoted the better transformation of institutional advantages into standardized management efficiency. In 2012, Songlinhe Company was the first to pass the acceptance of the "AAA" standard certification for standardized good behavior in the power industry. Although he is responsible for seven or eight key tasks such as emergency capacity building, standardization establishment, system drafting, various plans, and reports of the Ministry of Safety and Environmental Protection, and the tasks are heavy, he never complains and does things in principle. Under the unified deployment arrangement of the company, Chen Jianming actively assisted in safety management, insisted on promoting safety management from the aspects of hierarchical responsibility, mechanism establishment and list classification, broke through the small obstructions of management, and built a large safety pattern.

Retrograde rescue, forge ahead and grow in the experience again and again

Chen Jianming said that their battlefields are everywhere, and he is proud of the great mission he shoulders for every heroic retrograde, every life-and-death rescue of power rescue.

In July 2013, a rare rainstorm swept through many places in Sichuan, because the area where the Dajinping Power Station of Songlinhe Company is located is located in the Hengduan Mountains in southwest China, which is a typical alpine valley area, and the regional geological conditions are harsh, and the safety is seriously threatened. In the face of extreme weather, Chen Jianming stuck to his post, always paid attention to the real-time information on the scene, maintained vigilance, entered the state of preparation in advance, and did not dare to leave his mobile phone for a moment. In the early morning of July 15, as soon as Chen Jianming was connected to a number of rescue instructions, he immediately coordinated vehicles, materials, tools and other resources, organized emergency repair personnel to divide into multiple routes, and rushed to the scene of the danger by crossing mountains and mountains and braving heavy rain. Chen Jianming understands that the situation is very critical, and it is necessary to race against time and sort out the clues. On the way to the rescue site, he used a notebook in the car to record the information from the "front line", sort out the emergency repair plan and personnel and material arrangements, and rehearse the rescue measures in his mind. "The road is cut off, and cars can't get through. "See if there's another way, and find a way to get there." "Let's go, let's get out of the car and carry things over." There were many difficulties on the road, but Chen Jianming was always firm and calm, like a "Dinghai Shen Needle" gave the repair personnel great confidence.
